Home My WebLink About071526 Letter- Quilcene Community Center Advisory Committee RECEIVED JUL 1 5 2023 cconmuivi JEFFERSON COUNTY COMMISSIONFR.S QCC ADVISORY COMMITTEE DATE: July 13, 2026 TO: Jefferson County Commissioners CC: County Administrator, Public Works Department, Central Services Department RE: Community Partnership Request regarding Quilcene Community Center Digital Reader Board Two nonprofit organizations that care deeply about the Quilcene community, Olympic Community Action Partnership (OlyCAP)and Count Me In for Quilcene(CMIQ), have agreed to contribute $10,000 each toward replacement of the deteriorated letter sign at the Quilcene Community Center(QCC)with a digital reader board.The new billboard is estimated to cost$27-30,000.We are asking Jefferson County,owner of the QCC property,to provide the remaining$7-10,000 for the project to go forward. We have researched qualified vendors to deliver, install and connect a sign that will not only meet the needs of Quilcene but also provide value to residents and visitors throughout East Jefferson County. The new electronic reader board will: •Welcome visitors driving and biking through South County • Promote public events throughout Jefferson County in real time • Caution travelers regarding road conditions north and south of Quilcene • Display important messages issued by public safety agencies, including burn bans, speed advisories, scheduled road and bridge closures,Amber Alerts,emergency shelter availability, and other critical notices Closer to home here in Quilcene, it will: •Alert the community to current and upcoming activities at the Quilcene Community Center • Generate increased use of and commitment to the Community Center • Contribute to traffic calming along Quilcene's main street The QCC Citizen Advisory Committee has identified this project as a top priority among the many service and program enhancements planned for the coming year. Having already secured two- thirds of the project funding, the community is seeking Jefferson County's partnership to complete the investment and bring this long-awaited upgrade to fruition. Jefferson County's stated Transportation Planning Mission is"to imagine,plan,and create together with the community. . . " This project represents exactly that kind of partnership. It is a modest one-time investment that will provide lasting public benefit for years to come. To support successful implementation, OlyCAP is prepared to serve as project lead for the reader board installation, including coordinating vendor selection, project management, and implementation activities.As owner of the facility,Jefferson County will retain final approval authority regarding the selected reader board product and installation vendor(s), ensuring the project meets County standards and expectations. We have discussed several possible avenues for County participation, including: (a)An allocation from the Hotel-Motel Tax account: RCW 67.28.1816 allows direct funding for improvements to municipally owned facilities.Although this project is not a tourism event or a regular venue for tourist attractions,a strong case can be made that the digital billboard will enhance the visitor experience and provide valuable information to travelers entering and passing through Jefferson County. (b)An allocation from the Complete Streets account:Thirteen years ago,WSDOT awarded a $884,165 grant to make safety improvements along Highway 101 in Quilcene. Design work was completed using a small portion of those funds, but implementation has yet to begin.The digital reader board at the Community Center represents a worthy investment of approximately 1%of the grant award and advances both safety and community engagement goals. We are already two-thirds of the way toward offering residents and visitors a consistent view of what's happening in Quilcene--opportunities to gather, learn, play, connect,and engage with the broader Jefferson County community.The people of Quilcene have demonstrated their commitment through meaningful financial investment.We respectfully ask Jefferson County to partner with us in completing this project.
