SUBJECT: WORKSHOP re: Parcel inventory of county-owned property
STATEMENT OF ISSUE:
This workshop is to report on preliminary results of a complete inventory of county-owned property. The
inventory is in the form of a spatial database. Each parcel is described by both its current use and proposed
highest-and-best use. For example, some parcels are identified as appropriate for active timber management
for wildfire fuels reduction and revenue generation; others are identified as candidates for sale to private
interests or for public-private partnerships to fulfill community objectives. Staff seeks Board input on this
draft work product. Future property decisions would be confirmed by the Board on a parcel-by-parcel basis.
ANALYSIS:
There are over 300 identified parcels in this inventory. The project started with a spreadsheet that had been
developed in years past. Chickadee Forestry principal Malloree Weinheimer, the county’s forestry
contractor, and Chickadee Forestry intern Isabel Squier collaborated with county GIS Coordinator Kevin
Hitchcock to produce a spatial database. Commissioner Heidi Eisenhour, along with the County
Administrator and Central Services Director, provided input and direction, and the team integrated
information from staff in other departments, as well as select external stakeholders. The proposed highest-
and-best use for each parcel in the inventory is subject to consideration and amendment by decision-makers,
including ultimately the Board of County Commissioners for property management and sale decisions.
