I wanted to send a message to make sure that the discussions we had in TCC and LTAC are clear.
1. As per our vote in LTAC - We have approved a $5,000 draw from reserve funds IF the risk-pool deductible is activated between now and the 2027 cycle LTAC award
2. There were a lot of discussions in both TCC and LTAC around a maintenance budget draw from LTAC for the general maintenance of the sign
a. At that time no specific dollar amount was projected
b. I mentioned that there was no motion to be made since no formal request for maintenance dollar amount had been provided
c. My understanding at the time was that the coverage for the deductible was the major hang-up and that maintenance cost designation could be determined and then voted on during the
standard RFP process
d. My recommendation was a more ambitious fund for this sign that could cover the maintenance budget, hold funds to cover any risk funds deductible, and grow a cash reserve to fund
major refurbishments, improvements, or replacements in years to come. I suggested that this come as a proposal to LTAC from the BoCC which would be STRONGLY supported by me.
Where we go from here:
* My current understanding is that the lack of a defined maintenance budget account has caused a bottle-neck on this important project.
* I am willing to make a motion ASAP (obviously at next LTAC meeting) that would fund $6,500 into a dedicated account for the following purposes:
* Coverage of $5,000 deductible for risk pool if sign were to be damaged
* Cover any and all maintenance costs that may be required
* Maintain all remaining funds in that account in perpetuity to create this sign reserve fund as per my recommendations
* My intention would be that this first $6,500 be approved off-cycle (NOW) if needed to keep the project moving. Following, I would strongly suggest that the fund request LTAC funds
of $3,000 - 5,000 per year through the normal LTAC RFP process to continue to grow that SIGN-SPECIFIC fund so that future generations have this excellent marriage of tourism-advertising
and public arts.
