Hi, Commissioner.
Thanks. Yes, I'm happy to share my input in writing.
I believe the committee would benefit from training on the scoring/assessment portion of the granting process from someone who knows grants from the grantor side. My recommendation is
Siobhan Canty. As CEO of Jefferson Community Foundation, she is intimately familiar with helping community members improve their grantmaking skills.
My observation of last year's grant making process brought to mind a time when JCF sponsored an annual grantmaking event. Non-profits were invited to apply, and the grants were evaluated
and critiqued at a public workshop by experienced grant makers from various foundations. It was a humbling experience for us non-profit grant writers, because they didn't let us get
by with sloppy thinking, well-meaning platitudes, incomplete budgets, lack of due diligence (failure to substantiate the case), or wishy-washy timelines.
I believe the Housing Fund Board would benefit from holding us non-profits to significantly higher standards. The committee members, as kind and compassionate folks, did a lot of backfilling
for what we grant seekers should have legitimately done as our homework in submitting complete, well thought out, proposals. Frankly, I saw budgets and narratives that should have embarrassed
the submitters, but there was no accountability for that. Because we are all well known to one another, the HFB probably cut too much slack for the shortcomings, filling in the blanks
when we grant seekers should be doing that. As a result, the BOCC (and ultimately the county's citizens) may not have received the kind of vetting that would ensure the best impact
for funds expended.
One other thing I think training could and should address is helping the committee pre-plan what it will do when there are way more asks than dollars, particularly when every need is
great. Straight-across-the-board, percentage-based cuts such as those that were implemented last year hurt the grant seekers who deliberately submit modest proposals proportionate to
the (published) available dollars, while rewarding those who "go for broke."
A good training session will help the committee feel stronger in its ability to hold applicants accountable and to make difficult choices in a world of resource constraints.
Please let me know if you want more information or would like me to elaborate. I sincerely hope this is taken as constructive feedback intended to strengthen an important process and
provide the committee with the resources it needs to do the best job.
In partnership,
Jamie Maciejewski

Thanks, Audrey. Good to know.
My input has more to do with what I perceive as a need for the committee that scores the proposals to have more training and a better evaluation process. After watching the process last
year, I felt that the proposal evaluation process could be improved to more closely align with best practices. I don't have so much input on the RFP itself.
How would you like me to provide that input?
Jamie

Hi Jamie,
Thanks for reaching out. Vicki and I just connected regarding this today. I will send a list of providers to send the revised RFP to for input and feedback tomorrow. We will ask for
all input to be received by the next HFB meeting on July 22nd, and this will give us time to incorporate and stay on track timewise.
Audrey

Hello, all.
I haven't heard anything about the granting process. The changes that I believe need to happen are ones that need to be incorporated well before publication of an RFP. Is there anything
I need to do to help facilitate movement?
Thanks so much.

Oh boy – that would be really great, Jamie. Thanks for your interest in being part of this. I’ll leave it to Audrey and Viki to communicate about the process they’re envisioning, but
you all have my full support along the way. And of course I’ll make sure we give you time to report on your progress and needs at HFB whenever you’re ready.

[Note: I’m replying here with my HFB Chair “hat” on, since we do not make a quorum of the HFB. However, I’m removing Greg – just because of the OPMA grey area with BoCC, once I reply
to a message received. I’m a bit nerdy (probably overly cautious) when it comes to those rules, but I’ll let him know that I saw his message on Monday.]

Subject: RFP committee
I believe we appointed Viki and Audrey to a committee to review an update the HFB RFP for 2026. Jamie Maciejewski has expressed an interest in helping the HFB strengthen the RFP and
process, and I hope that you'd consider adding her as a member of the committee,
Greg
