14:31:29 From Andy Pernsteiner : the blur feature is on on the owl
14:31:38 From Viola Ware, OlyCAP : Can the blur be disabled on the owl?
14:32:23 From Viola Ware, OlyCAP : Thank you!
15:10:45 From Viola Ware, OlyCAP : Better
15:29:45 From Nicole Gauthier - Jefferson Transit Authority : WSDOT always asks transit applicants if their projects are scaleable
15:46:33 From Julia Cochrane, just Julia : Sorry need to leave for another meeting. Friends will let me know what you cover.
15:47:26 From Viola Ware, OlyCAP : Hmmm
15:52:23 From Scott Mauk (he/him) Chimacum : can we just vote on the subcommittee's recommendation?
15:58:33 From Matt Ready : i did not i believe.
15:58:59 From Scott Mauk (he/him) Chimacum : That seems reasonable to either support or not support the people who were tasked with this process- the subcommittee. It seems like there
have been lessons learned for the next round of opiate money next year that we can bring to the process.
15:59:33 From Anya : Did the full BHAC read our applications?
15:59:50 From Anya : Which are each 10 pages+ and likely cannot be read in the next 30mins
16:03:47 From Andy Pernsteiner : I have to leave for another meeting. Thanks
16:04:49 From Scott Mauk (he/him) Chimacum : is that the recommendation form the subcommittee?
16:05:25 From Anya : The other two programs were fully funded. Our program was already not funded fully? The other two programs were fully funded. Why cut down our allocation more?
16:07:12 From Kara Billinger-Hessom (She/her) : For clarity, David is motioning that JCPH funds would be jointly administered, but cut in half from the original allocation?
16:08:43 From Scott Mauk (he/him) Chimacum : so the motion would be to reject the subcommittee and send them back to the drawing board?
16:12:29 From Anya : Has everyone voting on this read our applications or are we just looking at the budget number?
16:14:25 From Apple Martine : Anya - the entire committee has not read each application that was received. Those were read only by the review subcommittee.
16:17:37 From Anya : Can I speak?
16:18:50 From Viola Ware, OlyCAP : Everyone should have an opportunity to edit their applications. I know I'm not a committee member but being on other committees and providing funds...
16:19:24 From Anya : The harm reduction program is the lowest barrier program that serves people active in substance use, no questions asked, no insurance charged. Our program has grown
from serving 19 people a month in 2022, to 350 people a month in 2026. Our funds have not grown in that time. We do not charge insurance. DBH charges insurance and does great work,
but they get funded for every client they serve.
16:20:18 From Anya : If the general BHAC committee is going to vote on something different than what the subcommittee suggested, I would like them to see all the applications and understand
the full context of the requests
16:31:25 From Anya : I would love to share a presentation with the committee about how harm reduction is on the continuum of treatment, evidence based, an can lead to abstinence pathways
for those who want that form of treatment
16:32:25 From Viola Ware, OlyCAP : I had public comment
16:32:41 From Viola Ware, OlyCAP : Unalived people do not have the option for recovery. Harm reduction is prevention
16:35:30 From Viola Ware, OlyCAP : Thank you everyone for all your work
