HomeMy WebLinkAboutCONSENT Olympic Peninsula Sign Department of Public Works O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners From: Josh Peters, County Administrator Agenda Date: July 27, 2026 Subject: Olympic Peninsula Gateway Sign Project - Public Art Plan Statement of Issue: Jefferson County requests Board approval of a Public Art Plan (PAP) for the proposed "Welcome to the Olympic Peninsula" sign at the SR 104 Hood Canal Bridge roundabout. WSDOT requires execution of this PAP as a prerequisite to execution of a subsequent WSDOT Developer Agreement. Once the PAP and Developer Agreements are executed, WSDOT will execute a Maintenance Et Operations Interlocal Agreement (MEtO ILA) with the County. Analysis/Strategic Goals/Pro's Et Con's: This PAP is prepared in accordance with the WSDOT Design Manual and is intended to provide a comprehensive overview of the project's vision, design, community support, and long-term maintenance strategy, ensuring the installation is a safe, durable, and valued community asset. The project directly supports a key objective of the 2024-2029 Olympic Peninsula Tourism Master Plan, which calls for creating a "stronger sense of arrival and welcome" at key gateways throughout the Olympic Peninsula. Fiscal Impact/Cost Benefit Analysis: The artwork has been added to Jefferson County's property insurance through the Washington Counties Risk Pool, for which there is currently a $5,000 deductible for replacement due to loss. Per the required, future WSDOT MEtO ILA, the County will also be required to accept operation, maintenance, and inspection responsibility. The Lodging Tax Advisory Committee (LTAC) has agreed to cover up to $6,500 which includes Risk Pool deductible and Public Works' operation, maintenance, and inspection costs, through an annual set aside of LTAC funding. Recommendation: Staff recommend that the Board authorize the County Administrator and Director of Public Works to sign the Public Art Plan (PAP). Reviewed By: -7 aa Jo P ers, County Administrator Date S°N r0, Judy Shepherd W f FINANCE DIRECTOR 1820 Jefferson St., Port Townsend WA 98368 -9s o (360)385-9231 jfshepherd@co.jefferson.wa.us r/1Nu !MEMO To: Josh Peters, County Administrator From: Judy Shepherd, Finance Director Date: 4/29/2026 Subject: SR 104 Monument There are concerns regarding both replacement coverage for the planned State Route 104 public artwork, to be positioned within the roundabout at the Jefferson County end of the Hood Canal Bridge in the event the monument sustains damage, as well as assignment of financial responsibility for future operation, maintenance, and inspection costs. The County's `insurance' coverage will cover the artwork for damage once construction is complete. The artwork has been added to our property insurance through the Washington Counties Risk Pool for which there is currently a $5,000 deductible for replacement due to loss. Any damages less than $5,000 will be required to be covered by the County. The County will also be required to sign an Interlocal Maintenance Agreement with WSDOT accepting operation, maintenance, and inspection responsibility, and as such perform these duties. The County is proposing that the Lodging Tax Fund cover the expense of the Risk Pool deductible, damages up to $5,000, and operation, maintenance, and inspection costs, as the artwork is a symbol marking the entrance to our beautiful Olympic Peninsula. These would not be expenses that would require an award during the annual LTAC RFP process. If there is a need to cover an expense up to $5,000, the recommended reserve would be able to accommodate the expense, and the County would appropriate budget during the County's budget appropriation process. Thank you for your consideration. Located at the western terminus of the Hood Canal Bridge on State Route 104, the project transforms a newly constructed roundabout into a memorable gateway that strengthens regional identity and enhances driver safety. The art installation serves as a visual anchor that calms traffic while creating a powerful sense of arrival for the nearly 6.9 million vehicles that pass through this location annually [1]. This Public Art Plan (PAP) is prepared in accordance with the Washington State Department of Transportation (WSDOT) Design Manual M22-01.23, Chapter 950, “Public Art” [2]. It is intended to provide a comprehensive overview of the project’s vision, design, community support, and long-term maintenance strategy, ensuring the installation is a safe, durable, and valued community asset. The project directly supports a key objective of the 2024-2029 Olympic Peninsula Tourism Master Plan, which calls for creating a “stronger sense of arrival and welcome” at key gateways throughout the Olympic Peninsula [3]. 3.0 Project Proponent, Ownership, and Funding This project is a multi-agency partnership, demonstrating broad regional investment in the cultural and economic vitality of the Olympic Peninsula. •Project Proponent & Owner: The Olympic Peninsula Visitors Bureau (OPVB) is the lead agency. As the official DMO (Destination Marketing Organization), representing tourism in Jefferson, Clallam, Grays Harbor and Mason Counties, and assumes all responsibility for the design, fabrication and installation. Jefferson County is owner of the artwork. The County assumes responsibility for the maintenance, and liability associated with the artwork, as to be detailed in the Interlocal Maintenance Agreement with WSDOT. • Project Management & Coordination: The Olympic Peninsula Visitors Bureau (OPVB) is managing the project, coordinating stakeholder engagement, and administering project design, fabrication and installation related funds. • Funding Sources: The project is made possible through a diverse funding coalition, including: – A $50,000 Tourism Regeneration Grant from the State of Washington Tourism (SWT) [1]. – Lodging Tax Advisory Committee (LTAC) funds from both Jefferson and Clallam Counties. – In-kind contributions, such as the installation of an electrical junction box by Jefferson County Public Works during the roundabout’s construction. • Estimated Project Cost: The total estimated cost for the artwork, including design, fabrication, and installation, is approximately $100,000. 4.0 Site Context and Location • Location: The artwork will be installed in the central island of the newly constructed roundabout at the intersection of SR 104 and Paradise Bay – Shine Road safety improvement, near Port Ludlow in Jefferson County, Washington. [6] • Milepost: 11.27 • Coordinates: 47°52'03.9"N 122°38'21.5"W • Site Description: The installation site is the 80-foot-diameter, hardscaped central island of a single-lane WSDOT roundabout. The design and placement of the artwork have been carefully planned to integrate with the roundabout’s function and landscape design, maintaining all required sight distances and safety clear zones as specified by WSDOT and the Federal Highway Administration (FHWA). 5.0 Artistic Vision and Design Intentionality The design for the Olympic Peninsula Gateway was developed by the collaborative team of sky design and CREO Industrial Arts, selected through a competitive Request for Proposal (RFP) process. Concept Statement “Our proposed gateway sign is designed as both a landmark and a gesture of welcome — rooted in the Olympic Peninsula’s natural beauty and cultural heritage. Inspired by the Olympic Peninsula Tourism Master Plan (2024-2029), the sign celebrates the traditions, stories, and environment of the region, offering visitors and residents a meaningful introduction to this extraordinary place. Emerging from the landscape, semblance of the vertical concrete form, (faux Matthews Paint - MP04929 – Amory Semi Gloss), evokes permanence and resilience. It serves as a contemporary nod to local infrastructure and bridge-building traditions, while framing a dynamic window that visually connects to the land beyond. At its center, a painted steel panel depicts native flora — in this case, the red cedar — whose silhouette allows light and shadow to play through, creating a layered and ever-changing experience. Stamped relief along the sides draws from the coastal carving traditions of indigenous communities, referencing the artistry seen in local canoes and throughout nature. Developed collaboratively with consultation of all nine federally recognized tribes of the Olympic Peninsula, tourism and government partners.” [4] Materials and Symbolism Each material was selected for its symbolic meaning, durability, and connection to the Olympic Peninsula: • Concrete: Painted aluminum cabinet represents strength, legacy, and permanence, echoing the region’s significant bridge-building traditions. • Western Red Cedar: The use of a cut steel panel depicting a cedar tree silhouette honors a keystone species of immense cultural reverence to the Coast Salish peoples, representing storytelling, craft, and resilience. • Copper: The typography paint color references a material historically valued in the region for trade and tradition, symbolizing transformation and enduring connection. Illumination The artwork will feature subtle, ground-mounted uplighting designed to wash the faces of the cabinet, highlighting the welcome message and central art piece. The lighting will be carefully specified and positioned to prevent glare, driver distraction, and light spillage, adhering to all WSDOT and FHWA standards for roadway illumination (≤150 nits). 6.0 Stakeholder Engagement and Community Process This project is founded on a robust and inclusive community engagement process, modeled after the successful approach used for the SR305 Johnson Parkway Art Plan [5]. The process was designed to ensure the final artwork reflects the diverse values and heritage of the entire Olympic Peninsula. Welcome Signage Steering Committee A representative steering committee was convened to guide the project from conception to completion. This committee includes a broad cross-section of community leaders, ensuring diverse perspectives are integrated into every stage of the project. Name Affiliation Ann Burkhart Consultant, Pomona Woods Alexis Arrabito President, Quimper Events Collective Barbara Hanna Communications Manager, City of Sequim Marsha Massey Executive Director, Olympic Peninsula Visitors Bureau Loni Greninger Vice Chairwoman, Jamestown S’Klallam Tribe Debbie Wardrop Consultant, Jamestown S’Klallam Tribe Events Renee Rux Enterprise Director, Quileute Tribe Jessica Wiersma VP Marketing, Black Ball Ferry Line Diana Smeland President, Ludlow Associates Greg Brotherton Commissioner, Dist. 3, Jefferson County BoCC Sarah Copley VP, Puget Sound Express Shelly Leavens Director of Communications, City of Port Townsend Steve Shively Project Manager, Gateway Visitor Center Andrew Larson, PE Development Services Engineer, WSDOT (Ex-Officio Liaison) Tribal Consultation Honoring the deep Indigenous heritage of the Olympic Peninsula is a core project principle. The committee includes representatives from the Jamestown S’Klallam and Quileute Tribes and has engaged in ongoing consultation with all nine federally recognized tribes on the Peninsula. Representatives of Hoh, Quileute, Makah, Quinault, Lower Elwha Klallam, Jamestown S'Klallam, Port Gamble S'Klallam, Skokomish, and Squaxin Island provided inspirational dialogue around the Klallam language phrase “ʔənʔá č’ə́yəxw” (You Are Welcome Here) and design motifs inspired by many of the nine tribes carving traditions all aided design considerations that are directly represented in outcomes of this collaborative process. Ultimately, the cedar tree and the “Enjoy and Respect Our Homelands,” and “Until Our Paths Cross again” elements were endorsed by all consultation participants. Community Assessment and Planning The project originated from a data-driven community planning effort. The 2024-2029 Olympic Peninsula Tourism Master Plan, which involved extensive input from community members, businesses, and government and tribal partners, identified the need for enhanced gateway experiences, essential to visitors arriving on, and traveling around the Olympic Peninsula. This project directly implements that recommendation, transforming a strategic priority into a physical landmark. [3] 7.0 WSDOT Chapter 950 Design Criteria Compliance This Public Art Plan is designed to meet all requirements of WSDOT Design Manual Chapter 950. The following sections document the project’s compliance with the specific criteria outlined in Section 950.04. • Acceptable Public Art Features (950.04(1)): The project consists of an appropriately-scaled sculpture, concrete foundation and hardscape surface treatments, which are listed as acceptable features. The design is fully compliant with all corridor guidelines. • Unacceptable Public Art Features (950.04(2)): The artwork explicitly avoids all unacceptable features: – It is a static sculpture with no kinetic elements. – Lighting is subtle and designed to prevent glare, flashing, or driver distraction. Illumination engineered at ≤150 nits. – The design has undergone engineering review to ensure it poses no safety risk. – It is appropriately scaled for its context within the roundabout island. • • • –Materials have Matthews To Match low-sheen, semi gloss finishes to prevent high reflectivity. –The theme is a welcoming gesture rooted in regional heritage, with no potential for negative public reaction. –It does not resemble a traffic control device. –It contains no advertising. Community Support: Extensive documentation of community and stakeholder support accompanied this project throughout. From our steering committee, consisting of US and Canadian leadership, from two counties (Clallam and Jefferson) and four cities (Port Townsend, Sequim, Port Angeles and Forks), and all nine federally recognized tribes around the Olympic Peninsula. The project is a direct result of community planning and has been guided by a diverse steering committee with broad stakeholder updates offered at regular milestones throughout the design process. Safety and Security: The artwork is located in the center of a roundabout, inaccessible to pedestrians, and without constructed access via supplied catwalk or ladder, and it does not create an attractive nuisance. Its placement preserves all required sightlines for motorists, and its presence is intended to improve safety by calming traffic. Maintenance Access: A interlocal maintenance agreement will be created between Jefferson Co. and WSDOT, establishing safe access by authorized personnel without requiring lane closures under normal conditions. 8.0 Maintenance, Inspection, and Lifecycle Plan •Jefferson County, as the owner, assumes full responsibility for the long-term care of the artwork, per the terms of the Public Art Permit and all subsequent Interlocal Agreement(s). •Responsible Agency: Jefferson County Public Works. •Routine Maintenance: The County will perform routine cleaning and inspection to ensure the artwork maintains structural integrity and aesthetic quality. • • • • Inspection: In addition to the County’s inspections, WSDOT may inspect the artwork as part of its standard procedures. Jefferson County will be responsible for addressing any issues identified by WSDOT within 90 days of notification. Vandalism and Repair: Through internal inspection and response to external notification a plan is in place for prompt graffiti removal and repair of any damage. Liability and Insurance: Jefferson County will indemnify WSDOT from all liability and will maintain a general liability insurance policy naming the State of Washington and WSDOT as additional insureds, per the terms of the Public Art Permit and a future Interlocal Maintenance Agreement. Removal or Relocation: Should future roadway modifications require the artwork’s removal, Jefferson County will bear all costs associated with its removal, storage, or relocation. 9.0 References [1] State of Washington Tourism. This committee includes a cross-section of community leaders, ensuring diverse perspectives are integrated into every stage of the project. Extensive RFP and jury phases lead to the identified design and fabrication selection of west coast industry leaders. Services Engineer, WSDOT (Ex-Officio Liaison) N/A Tribal Consultation Honoring the Olympic Peninsula’s Indigenous heritage is a core project principle, and the design was developed through exceptional, Peninsula-wide collaboration among representatives of all nine federally recognized tribes. Tribal leaders and cultural advisors provided sustained guidance on language, symbolism, and cultural integrity— grounding the welcome message in the Klallam phrase “ʔənʔá č’ə́yəxw” (You Are Welcome Here) and vetting motifs informed by the region’s distinct carving traditions. Through this collective, high-leadership review, the committee refined and advanced the final elements—most notably the cedar-tree form and the intivational messages “Enjoy and Respect Our Homelands” and “Until Our Paths Cross Again.” These components reflect shared direction from consultation participants and represent a unified, tribally vetted expression of welcome, respect, and place. Consultation participants (by tribe): Hoh Tribe; Jamestown S’Klallam Tribe; Lower Elwha Klallam Tribe; Makah Tribe; Port Gamble S’Klallam Tribe; Quinault Indian Nation; Skokomish Indian Tribe; Squaxin Island Tribe; Quileute Tribe. Community and Civic Engagement Throughout the process stakeholder updates and opportunity for comment have occurred. The Olympic Peninsula Tourism Commission has regularly highlighted sign progress as a standing meeting agenda item. During the solicitation of RFP respondents for sign design and fabrication the theme of a “Gateway Welcome Sign” was intertwined in the general public perception of roundabouts as a traffic control devise at SR104’s Hood Canal Bridge Shine & Paradise Roads and, to a lesser degree, to the roundabout construction being part of an Olympic Region managed massive WSDOT back-to-back project workloads in 2023, 2024 and 2025 construction projects related to mitigating fish passage barriers and improving highway safety. No recorded comments against a sign, merely expressed opions related to the roundabout project at this location, and presumptions related to future traffic flow through this vital transportation corridor. Dylinn Wentz - OR Traffic Operations (SIGNS/PMS) Jimmy Scarborough, P.E. Electrical Engineering Mngr. jeffpud.org ref. to (NESC) rule 234C requires 3.0 feet (neutral) and 8.0 feet (phase conductors) for sign not readily accessibile (via permanent ladder, catwalk, etc.). Based on the full WAC 296-46B related to WA L&I, there are no additional WA L&I amendment that imposes a more restrictive minimum clearance for a sign from adjacent neutral/phase overhead conductors than NESC Rule 234C. The week of 12-15-2025 Jimmy personally measured the overhead wires at the site of the proposed 16 foot tall sign. "The heights I, (Jimmy ), measured were at 47°F, no wind. The neutral was at 26’ and the phase conductors were at 32’." The (NESC) rule 234C required minimum clearnce of 19 feet (neutral) and 24 feet (phase conductors) are well within acceptable distances from possible sign interferance. Contracted sign installer has PUD's contact details for ordering temporary power shutdown and lock-out during installing if necessary.
