Protecting the Alpine Lakes Wilderness, Inspiring a Movement
July 12th marked the 50th Anniversary of the Alpine Lakes Wilderness designation. Looking back, the campaign to protect this alpine wonderland just 75 miles from Seattle did more than
safeguard a remarkable landscape—it redefined wilderness, shaped conservation strategy, and inspired a generation of victories that continue to guide the movement today.

A Strong Seattle Transit Measure Headed to Voters this Fall!
Good news for transit riders, clean air, and climate action in Seattle: the Seattle City Council voted to send a strengthened Seattle Transit Measure to voters this November. Just as
importantly, an amendment that would have reduced the measure’s funding failed 7–2, preserving the scale of investment needed to meaningfully expand bus service.
Thank you to everyone who took action. Sierra Club members responded to our action alert urging Councilmembers to reject cuts and support a stronger measure. Your voices helped show
that Seattle residents want frequent, reliable transit that serves riders and advances our climate and environmental justice goals.
The measure will now appear on the November ballot for Seattle voters. If approved, the measure would renew and expand Seattle’s dedicated transit funding for the next 10 years, helping
deliver roughly 100,000 additional bus service hours per year. That means better options during evenings and weekends, more reliable connections, and a stronger transit network for
people getting to work, school, appointments, and daily life.

Lawsuit Seeks to Protect America’s Wildlife From Trump Administration
Last week, conservation groups sued the Trump administration over its decision to strip endangered species of protections for the places where they live, a decision that contradicts
all scientific and legal understanding of the importance of habitat to America’s most vulnerable plants and animals.
The U.S. Fish and Wildlife Service and National Marine Fisheries Service repealed their regulatory definitions of “harm” under the Endangered Species Act (ESA), paving the way for the
modification or degradation of habitat by extractive industries, even if doing so kills or injures imperiled wildlife. The move is illegal, in part because harming species through habitat
destruction is prohibited by the ESA’s statutory language. The regulatory definition repealed by the administration had been on the books for 50 years.
The Trump administration’s rulemaking could immediately impact wildlife including Florida manatees, grizzlies, salmon and steelhead, bird species like rufa red knots, golden-cheeked
warblers and northern-spotted owls, Hawaiian monk seals, Canada lynx, and insect pollinators, which allow American farmers to raise crops.
The groups—Center for Biological Diversity, Columbia Riverkeeper, Conservation Law Foundation, Conservation Northwest, Friends of the Wild Swan, Oregon Wild, Sierra Club, Swan View Coalition,
and WildEarth Guardians—are being represented by Earthjustice. The lawsuit was filed in federal district court in Seattle, Washington.

A Roadmap to Accelerate Washington's Clean Transportation Future
Washington State has made real progress in the transition to cleaner vehicles, and a new report from the Department of Ecology offers a roadmap for building on that progress.
Ecology’s long-anticipated ZEVergreen report (ZEV stands for Zero Emission Vehicles! Get it?) lays out a “policy menu” of 23 strategies our state can pursue to make zero-emission vehicles
more accessible and affordable for Washington’s drivers, businesses, and commercial fleets. The recommendations address some of the biggest barriers to electrification, including the
upfront cost of vehicles, access to reliable charging infrastructure, and the need to prepare the electric grid for growing demand.
We’re especially encouraged to see the report include ideas aimed at reducing pollution from freight, warehouses, and goods movement. These issues were a major focus of Sierra Club’s
comments during the ZEVergreen public comment period last fall. Freight facilities and the truck traffic they generate can be significant sources of harmful air pollution, especially
in communities already overburdened by highways, warehouses, ports, and other freight infrastructure. We’re glad to see Ecology recognize that accelerating zero-emission transportation
must include meaningful strategies to tackle these sources of pollution.
The report also comes at an especially important moment. Electric vehicles already account for roughly 20% of new on-road vehicle sales in Washington, but federal attacks on clean vehicle
standards threaten to slow that progress, including efforts to block Washington from implementing its clean vehicle standards.
That makes continued state action more important than ever.
This report is an important first step. Now state leaders must turn its strongest ideas into policies and investments that deliver cleaner air, lower transportation costs, and a healthier
climate for communities across Washington.

The Bureau of Land Management, National Park Service, and U.S. Fish and Wildlife Service have opened a series of five 60-day comment periods through August 14 to review agency wilderness
policies, including those governing Wilderness Areas, Wilderness Study Areas, recommended wilderness, and lands with wilderness characteristics. (NOTE: This does not (yet) include lands
managed by the US Forest Service which is part of the Department of Agriculture.
We can only assume that this review is a pretext for further attacks on our public wildlands, especially following Trump's recent executive order revoking balanced off-road vehicle management
orders that have been in place for decades. But it is also an opportunity to demonstrate Americans' love of wild public lands and the outdoor experiences they provide.

The Forest Service Handbooks are the operational guidelines of how national forests actually get managed. They cover land management planning, NEPA procedures, grazing permits and riparian
protections, special uses, road rights-of-way.
The proposed rule would do three things at once:
1. Reclassify the Handbooks as advisory guidance that employees can deviate from without documenting why
2. Let officials depart from mandatory Manual direction whenever they decide it's "in the public interest"
3. Exempt most future Handbook changes, including outright rescissions, from public notice and comment, and allow website-only publication instead of the Federal Register
Put plainly: the agency would no longer have to tell the public before it changes the rules for managing our forests. There is an open comment period now, please help us share before
the deadline.

In a major escalation of attacks on Bears Ears and Grand Staircase-Escalante national monuments in southern Utah, Trump signed proclamations attempting to eliminate nearly 3 million
acres of public land protections from these monuments. His actions also defy Intertribal collaborative management and shared stewardship of these landscapes.
Share with your legislators that these lands are important to you and you expect them, as our elected officials, to protect our public lands.
