LEARNING LAB 1
Scaling High-Performance Starter Homes: Systems, Barriers, and Opportunities
This SHP Learning Lab provides an interactive overview of the Sustainable Housing Partnership (SHP) and the integrated systems required to scale high-performance, sustainable housing.
Participants will explore four key domains—land & development, policy & regulation, financing, and workforce—and how they interact to either enable or constrain housing outcomes.
SESSION 15
Coordinated Land Banking: Understanding HB 1974
Washington State cannot meet its housing goals without tackling the availability of land upon which these solutions must be built. HB 1974 establishes land banking authorities who use
a comprehensive framework to assemble, hold, manage, and improve properties to produce the affordable homes needed in locally identified housing targets and housing plans. This session
will consist of a presentation on the bill as well as a panel discussion. Attendees will gain a clear understanding of HB 1974 and how it can move land into the hands of those who are
ready and willing to build solutions for Washington State.

Beyond Access: Safeguarding Homeownership for Immigrant and Mixed-Status Households
Across Washington, immigrant and mixed-status households are navigating homeownership in an atmosphere of fear and uncertainty. Even lawful permanent residents and U.S. citizens in immigrant
families report concerns about detention, deportation, and family separation. These concerns influence decisions about purchasing homes, holding title, refinancing, and seeking foreclosure
prevention support.

Housing Counseling Today: Adapting, Responding, Moving Forward
Housing Counseling programs are evolving alongside changes in federal and state policy. As Washington strengthens homeowner protections, including updates to the Foreclosure Fairness
Act.

Does ‘Forever Affordable’ Work for Black Homeowners? Black Wealth Building Through Homeownership in Washington – A Roundtable Discussion
This roundtable brings together practitioners, researchers, and community leaders to examine how “forever affordable” homeownership models intersect with Black wealth‑building in Washington
State. Participants will explore the tradeoffs between long‑term affordability requirements and the ability of Black homeowners to build equity, transfer wealth, and strengthen community
stability. Through lived experience, data insights, and policy perspectives, this discussion surfaces what’s working, where tensions remain, and how Washington can design homeownership
pathways that advance both affordability and racial equity. Attendees will leave with a clearer understanding of the structural choices that shape wealth outcomes — and the strategies
that can move the state toward more just and sustainable models.

From Search to Success: Bridging the Gap between Housing Intent and Homeownership
Millions of Americans say they intend to buy a home each year – but far fewer successfully transition to homeownership. In fact, while roughly one in five adults plan to buy in the next
year, only a small share of households ultimately completes a purchase. This session explores the growing gap between housing intent and outcomes: what’s driving it, where buyers are
getting stuck from initial search through financing and closing, and what it will take to close it. We’ll examine the role of real estate professionals, technology, and cross-sector
collaboration in helping more households move from search to successful ownership.
