Why This Matters for Counties
* If the defense bill's mandate survives: Counties would face immediate DPOC and voter ID requirements with no transition period before November — not enough lead time to update systems,
train staff and inform voters without disruption.
* Criminal exposure for election officials: County officials could face prison time or lawsuits for good-faith registration mistakes, even when the voter is a citizen, a serious risk
to recruiting and retaining election workers.
* If the reconciliation incorporates grant program provisions instead: There's no impact on November, but it sets up states to adopt similar requirements later — meaning the same cost
and capacity concerns would resurface at the state level down the road.
* Either path means new costs: DPOC and enhanced ID verification would require new equipment, staffing, database access and voter outreach — costs that often fall to county election
offices.
* Administrative capacity: Many county election offices are already stretched thin, new requirements without adequate funding or phase-in time would compound that.
* Uncertain outcome: With two different pathways moving at once, the Senate could strip one or both, pass a hybrid, or let them fail — counties need to be heard on both fronts now.
