Subject: Olympic Peninsula Gateway Sign Project - Public Art Plan
Statement of Issue: Jefferson County requests Board approval of a Public Art Plan (PAP) for
the proposed "Welcome to the Olympic Peninsula" sign at the SR 104 Hood Canal Bridge
roundabout. WSDOT requires execution of this PAP as a prerequisite to execution of a
subsequent WSDOT Developer Agreement. Once the PAP and Developer Agreements are
executed, WSDOT will execute a Maintenance Et Operations Interlocal Agreement (MEtO ILA)
with the County.
Analysis/Strategic Goals/Pro's Et Con's: This PAP is prepared in accordance with the WSDOT
Design Manual and is intended to provide a comprehensive overview of the project's vision,
design, community support, and long-term maintenance strategy, ensuring the installation is
a safe, durable, and valued community asset. The project directly supports a key objective of
the 2024-2029 Olympic Peninsula Tourism Master Plan, which calls for creating a "stronger
sense of arrival and welcome" at key gateways throughout the Olympic Peninsula.
Fiscal Impact/Cost Benefit Analysis: The artwork has been added to Jefferson County's
property insurance through the Washington Counties Risk Pool, for which there is currently a
$5,000 deductible for replacement due to loss. Per the required, future WSDOT MEtO ILA, the
County will also be required to accept operation, maintenance, and inspection responsibility.
TheLodging Tax Advisory Committee (LTAC) has agreed to cover up to $6,500 which includes
Risk Pool deductible and Public Works' operation, maintenance, and inspection costs, through
an annual set aside of LTAC funding.
Recommendation: Staff recommend that the Board authorize the County Administrator and
Director of Public Works to sign the Public Art Plan (PAP).

Subject: SR 104 Monument
There are concerns regarding both replacement coverage for the planned State Route 104
public artwork, to be positioned within the roundabout at the Jefferson County end of the
Hood Canal Bridge in the event the monument sustains damage, as well as assignment of
financial responsibility for future operation, maintenance, and inspection costs.
The County's `insurance' coverage will cover the artwork for damage once construction is
complete. The artwork has been added to our property insurance through the Washington
Counties Risk Pool for which there is currently a $5,000 deductible for replacement due to
loss. Any damages less than $5,000 will be required to be covered by the County.
The County will also be required to sign an Interlocal Maintenance Agreement with WSDOT
accepting operation, maintenance, and inspection responsibility, and as such perform these
duties.
The County is proposing that the Lodging Tax Fund cover the expense of the Risk Pool
deductible, damages up to $5,000, and operation, maintenance, and inspection costs, as the
artwork is a symbol marking the entrance to our beautiful Olympic Peninsula.
These would not be expenses that would require an award during the annual LTAC RFP
process. If there is a need to cover an expense up to $5,000, the recommended reserve
would be able to accommodate the expense, and the County would appropriate budget
during the County's budget appropriation process.
