Across the world, transnational organized crime groups are trafficking and exploiting thousands of people and forcing them to take part in industrial-scale financial fraud operations.
This is a growing form of trafficking in persons for forced criminality, closely intertwined with cybercrime, financial fraud, money-laundering and corruption.

My mother and I came to America when I was fourteen years old. We lived in Seattle Housing Authority housing, and everything around us felt unfamiliar. I did not know how to navigate
many aspects of life in a new country, and I was dealing with several health challenges at the time.
I was fortunate to meet Mr. Long Luu. My stepfather, who is a senior, was one of his clients’ receiving services through Neighborhood House <https://us.list-manage.com/AeoA2h0bTBp?e=290850492e&c2id=6
06a221d987ea180609b616a3d0cf3e4> . Mr. Long played a significant role in helping my family adjust to life in the United States. He helped me enroll in school, apply for health insurance,
and schedule medical and dental appointments.
When we first arrived, I was frightened and reluctant to leave the house. My family was struggling financially and emotionally. Mr. Long helped my mother find employment and connected
her with a job training program that provided new opportunities and hope for our family. His support gave us confidence that we could build a better future.

Jefferson and Clallam counties.
OlyCAP invited the Florida nonprofit The Source to present the proposal during a July 23 meeting attended by Port Townsend city staff, Jefferson County officials, public health leaders,
emergency responders, housing providers and nonprofit organizations close to the region’s homelessness response network.
““We built these buses because we know sleep changes everything,” The Source representative Johnny Orozco said. “I can do all these amazing programs and try to help people as best as
I can, but if they haven’t had a good night’s rest, it’s really not going to help anybody. So, this is where we had to start.””
“As discussions shifted to Jefferson County’s homelessness response, OlyCAP officials repeatedly emphasized the buses would not replace existing shelter efforts or solve homelessness
on their own.”
OlyCAP Executive Director Holly Morgan said the buses are intended to provide overnight sleeping space for people living in encampments rather than replace other shelter efforts.
“This is really looking at the encampment issue,” Morgan said. “We’re looking at lifting people out of tents in an encampment and giving them a bunk on the bus.”
She cautioned, however, that the buses are not a comprehensive answer to homelessness.

Rose-Avila, a lifelong advocate for civil and human rights whose unwavering commitment to justice transformed countless lives.
Known simply as “Leno” to friends and colleagues, he dedicated more than five decades to standing alongside immigrants, refugees, farmworkers, incarcerated individuals, youth, and others
too often left without a voice. His leadership as Executive Director of the Northwest Immigrant Rights Project, his role as the first Director of Seattle’s Office of Immigrant and Refugee
Affairs, and his recognition with the City of Seattle’s Distinguished Citizen Award for Human Rights reflected a lifetime devoted to equity and compassion.
To us, Leno was much more than an accomplished advocate. He was a trusted friend of El Centro de la Raza and a dear friend of the Four Amigos, sharing in the vision that every person
deserves dignity, opportunity, and belonging. His wisdom, generosity, and steadfast commitment to social justice strengthened our movement and inspired generations of leaders.
Leno also expressed his advocacy through poetry and writing, reminding us that justice is not only pursued through action, but also through storytelling, culture, and hope.

Community Action Connections <https://us.list-manage.com/11aFXbWEPrA?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> recently received this beautiful thank-you note from a homeowner
who shared how Weatherization improvements have made her home safer, more comfortable, and easier to live in.
From replacing an aging water heater and improving electrical safety to installing a new walk-in shower, updating windows, and making everyday tasks more manageable, these improvements
have given her the ability to remain in the home she loves.
Her words say it best:
"I love my house and with these improvements I will be able to stay in my home for years to come. You have changed my life."
Thank you to our dedicated Weatherization team for the care, compassion, and hard work you bring to every home you serve. Stories like this remind us why our mission matters.

Byrd Barr Place <https://us.list-manage.com/1SJXvYzw8Co?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> has formally transferred the First Right of Refusal for Seattle’s historic
Liberty Bank Building to Africatown Community Land Trust, marking a significant step toward ensuring one of the Central District’s most important Black landmarks remains under Black
community stewardship for generations to come.
The agreement, finalized during a ceremony on July 19, reflects a shared commitment by both organizations to preserve the Liberty Bank Building as a lasting symbol of Black leadership,
ownership and community investment. Following a $32 million redevelopment, the building now provides 115 permanently affordable apartments and fully leased commercial spaces in the
heart of Seattle’s Central District.
A First Right of Refusal gives an organization the first opportunity to purchase a property if the current owner decides to sell. While the agreement does not immediately transfer ownership
of the building, it ensures that if the property is ever offered for sale, Africatown Community Land Trust will have the first opportunity to keep it under community ownership.
For Dr. Angela Griffin, president and CEO of Byrd Barr Place, Sunday’s agreement fulfills a commitment that was envisioned years ago when plans for the building’s redevelopment first
took shape.

With your help, OCCAC <https://us.list-manage.com/4HAWiiA0Vlr?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> has been able to change lives in Okanogan County.
Annual Commitment to Caring Fund Drive
The pandemic, followed by high prices of gas and food, have left many of our community members in need of the most basic living necessities. Utility prices have increased. Housing prices
have skyrocketed beyond what many people can afford. More people are relying on our local food pantries.
Our neighbors are in need of your help. Will you help?
A donation of:
* $10 helps fill a box of food.
* $25 helps a young and struggling family keep the heat on during the winter.
* $50 buys a winter coat for a homeless veteran.
* $100 helps prevent a family from rental eviction.
* $250 or more goes to the area of greatest need.
* Or, become a sponsor for $1,000 or more and we will acknowledge the gift on our website.
Kindness towards others demonstrates the highest level of humanity within us. Even the smallest gift helps, especially during the holiday season.

Support Students for a Strong Start! Donate to our Pack It Forward School Supply Drive from Monday, July 27 – Thursday, August 13, 2026.
Every child deserves to begin the school year feeling prepared, confident, and supported.
This summer, children and youth connected to Solid Ground <https://us.list-manage.com/4hajwy8TTkj?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> ’s Sand Point Housing and Broadview
Shelter & Transitional Housing are filling their days with learning, play, creativity, and community. But as the first day of school approaches, many families are also navigating the
rising costs of backpacks, supplies, clothing, food, and other essentials.
That’s where community comes in.
Through Pack It Forward, you can help students start the school year with the tools they need to learn, grow, and thrive. Your support helps provide backpacks, school supplies, snacks,
and other essentials for local students and families. But this drive is about more than supplies. It’s about easing financial stress for families. It’s about helping students walk into
the classroom feeling proud and prepared. It’s about showing young people that their community believes in them and is invested in their future.

crime need to recover. The Washington State Department of Commerce’s Office of Crime Victims Advocacy (OCVA) <https://us.list-manage.com/qCTu1cpVsdl?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e
4> launched the survey this month. OCVA funds services for survivors of crime across Washington.
The survey’s purpose is to better understand the experiences and needs of Washington residents who have experienced hurt, harm or crime, as well as family and friends of residents who
have experienced crime, so OCVA can improve and better target the services available to survivors statewide. If you, your family, or someone in your community has experienced hurt,
harm or crime, OCVA wants to hear from you. Your answers will help us decide how to invest in services for survivors.
The survey is available in English and Spanish. It closes August 16.

Tenants have the right to install AC units under this new WA law
<https://us.list-manage.com/O_locsjKtHU?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4>

Amid the hottest temperatures of the year, Washington state now has a law that gives renters the right to install portable air conditioning units.
Senate Bill 6200, signed by Gov. Bob Ferguson and in effect since June 11, does not require landlords to install AC units. But landlords in most cases can’t prohibit tenants <https://us.list-manage.c
om/J3pcNdSgOV2?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> from installing the units. The law also applies to mobile homes.
The bill specifies three categories of AC units: Window-mounted devices, saddle-mounted devices and floor-mounted devices.
If one wants to install a window unit, they have to give their landlord two days’ notice. The unit cannot prevent an outside accessible window from being locked, cannot need excessive
brackets that would damage the window and must be safely secured.
Landlords can require window AC units to be inspected and may restrict tenants from installing window units if the landlords’ insurance policy explicitly prohibits them.
Other types of AC units have less restrictions.
State Sen. Vandana Slatter, one of the bill’s sponsors, said the bill focuses on updating the laws to a modern climate. With hotter summers and more intense wildfires, there is an increased
need for air conditioning, Slatter said.
“As a licensed healthcare professional, I’ve seen that air conditioning is not a luxury, it’s lifesaving during extreme heat,” Slatter said. “The 2021 heat dome made clear that access
to cooling is a public health issue, not just a housing issue.”

‘Right to cooling’ might have saved some, but not all, of Spokane’s heat dome deaths

The 14 Spokane residents who died during the 2021 heat wave were living in a wide variety of circumstances.
Most were older than 60, but Andre Pharr was 36. Nadine Hager was 45 and David Bishop was 51. Some were homeless, but most were housed, often in temporary shelters or apartments of
last resort with rock-bottom rents and amenities to match, but at least two owned their own homes.
The Spokane City Council is pointing to their deaths as they prepare to adopt a new law Wednesday requiring landlords to provide cooling to every tenant in the city, arguing that saving
lives like theirs is worth the costs to landlords of both market-rate and affordable housing.
“Brown has also been working on addressing extreme heat in people’s homes but hopes to do so instead through direct assistance programs in partnership with agencies like Spokane Neighborhood
Action Partners. <https://us.list-manage.com/15aiKosar0M?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> ”
“That could be not just a device, it could be with energy retrofitting that saves money on heating and cooling,” Brown said. “And so we are working on that approach right now, and we’re
talking to organizations that already provide assistance like SNAP, and we’re talking with Avista, and we hope to have something to announce soon.”

Rural Transit is More Than Just a Ride

When we think of public transportation, our minds often jump to the bustling subway lines of New York City, the crowded buses of Chicago, or the light rails of Seattle. We envision urban
commuters rushing to work with coffee in hand. But there is another side to public transit-one that is far quieter, yet arguably equally as impactful: rural transit.
Discussions in local government, such as those highlighted recently by The Grand Island Independent, frequently grapple with the funding, logistics, and planning of local transit networks.
To the untrained eye or the bottom-line numbers on a city budget sheet, public transit can look like nothing more than a series of vehicles moving from Point A to Point B. But for those
who rely on these networks, and for the communities they sustain, rural transit is far more than just a ride.
It is a lifeline, a community builder, and a pillar of public health. Here is why investing in and protecting rural transit matters so deeply.
A Lifeline for Healthcare Access
In rural America, geography can be a barrier to survival. When the nearest specialized clinic, dialysis center, or hospital is 30, 50, or even 100 miles away, getting to an appointment
isn’t just a matter of convenience – it’s a matter of life and death.
Many rural residents, particularly older adults and individuals with disabilities, do not drive. Rural transit services, often operating through dial-a-ride programs or regional medical
shuttles, bridge this massive geographic gap. It ensures that a preventative check-up or a life-sustaining treatment isn’t missed simply because someone lacks a set of keys.

People exiting homelessness need housing, but the housing market is really tough right now. Master leasing is a strategy that can help homeless response organizations source more housing
more efficiently, so that people who've been homeless can get on the road to recovery, stability, and self-sufficiency faster.
In this video, part 1 of a 2-part interview, Kris Freed of The Impact Group shares insights from her extensive work with master leasing in Los Angeles. This video covers the very significant
benefits as well as the risks of master leasing. Watch for part 2 in two weeks, and subscribe to get notified.

The Snapshot report combines client information from several state agency data systems in order to provide a comprehensive estimate of the homeless and unstably housed population in
the state.
We just released the Snapshot of Homelessness Report for January 2026, which found that 151,537 people in WA were experiencing homelessness at some point in that month. This represents
a .74% decrease compared to January 2024.
The Snapshot of Homelessness Report is an awesome tool that draws on multiple state agency data systems to provide a comprehensive estimate of the number of people experiencing homelessness
or housing instability in WA. We are the only state that uses this innovative approach to understanding the population in need!

Washington households continue to face food insecurity amid rising costs and uncertain federal support, WAFOOD6 survey finds

Washington households are grappling with the sustained pressure of rising prices, strained food budgets and growing uncertainty about federal food assistance programs, according to the
sixth wave of the Washington State Food Security Survey <https://us.list-manage.com/XbJcslp72Bm?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> (WAFOOD6). The survey, a partnership
between the University of Washington, Washington State University and Washington State Department of Agriculture (WSDA), gathered responses from 5,717 Washington households between
March and April 2026.
WAFOOD has tracked food security, food assistance use and economic well-being among Washington households since 2020. While WAFOOD is designed to provide detailed insights into the experiences
of households facing food insecurity rather than to estimate statewide prevalence, the data offer a uniquely detailed picture of how Washington families are faring.
Key findings
* Nearly all WAFOOD6 households (90 percent) reported that prices in their area increased in the past month, and a similar share expressed concern about future price increases. Among
food-insecure respondents, 69 percent said they had reduced the quantity or quality of food they ate to cope with rising costs, a sign that food inflation is not merely an economic
concern but a direct threat to health and nutrition.
* The expenses most commonly reported as hard to afford were utilities, food and housing, reflecting the reality that food insecurity does not exist in isolation from broader financial
stress. Food insecurity was experienced at all income levels in the WAFOOD6 sample: among households earning $75,000–$150,000, 25 percent were food insecure and 26 percent used at least
one type of food assistance in the past month.
* Almost half of all WAFOOD6 households (48 percent) used some form of food assistance in the past month. The most widely used programs were food banks and pantries, the Supplemental
Nutrition Assistance Program (SNAP) and school meals. Notably, both food-secure and food-insecure households reported using assistance programs, reflecting the role these programs play
in helping families manage costs before they reach a crisis point.

The number of Amazon employees receiving food stamps and Medicaid in September nearly tripled since the GAO’s previous report in 2020 <https://us.list-manage.com/fBLOASeQ4aT?e=290850492e&c2id=606a221
d987ea180609b616a3d0cf3e4> , according to Vermont Sen. Bernie Sanders, who requested both analyses. Nearly 12,350 Amazon staffers were enrolled in food stamps and nearly 11,350 were
covered by Medicaid in the states GAO examined.
Meanwhile, rideshare and food delivery companies are now among the top employers of recipients in the two safety net programs in several states, which was not the case five years earlier.
Those companies include Uber, Lyft, DoorDash, Grubhub and Instacart.
GAO analyzed data from 11 states where nearly one-fifth of Americans reside. It found that Walmart was one of the top employers of workers receiving these benefits in all the states
examined, as it was in 2020. Meanwhile, the number of FedEx staffers on Medicaid more than tripled and on food stamps nearly double over the period.

Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, and U.S. Senator Catherine Cortez Masto (D-NV) reintroduced legislation <https://us.list-manage.com/eHno1C6
W0FM?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> that would expand nutrition assistance to Tribal families by allowing individuals who are eligible for both Supplemental Nutrition
Assistance Program (SNAP) and the Food Distribution Program on Indian Reservations (FDPIR) to use both programs in the same month. The Tribal Access to Nutrition Assistance Act would
increase food security among Tribal communities—who suffer from much higher <https://us.list-manage.com/M5prAPjkjCQ?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> rates of food
insecurity than the general public—and eliminate the administrative burden that comes with forcing individuals who qualify by both SNAP and FDPIR to pick between programs each month.
“We need to do everything we can to make sure tribal families and individuals in Washington state and all over this country have food on their tables. It is outrageous and unfair that
they are being forced to pick between nutrition assistance programs that they plainly need and are clearly eligible for,” said Senator Murray. “This legislation is a common-sense fix
that will increase food security—making sure fewer people go hungry—and reducing the red tape and hurdles that result from frequent switching between programs. Folks who are eligible
for other food assistance programs, like WIC, can use those benefits on top of SNAP—and there’s no reason that the FDPIR benefits should not work the same way. As Democrats fight to
repeal Trump’s SNAP cuts, passing this legislation would be an important step in the right direction. Tribal communities should not have to deal with this double standard any longer,
and I will never stop fighting to make sure these communities get the nutrition assistance they deserve.”

ABOUT THE EVENT
Community Action Agencies (CAAs) and human services providers play a vital role in strengthening families and communities. As trusted leaders, they bring together professional expertise,
lived experience, and a shared commitment to expanding opportunity.
The National Community Action Partnership’s Annual Convention convenes these changemakers to spark new ideas, highlight effective practices, and navigate an evolving policy landscape.
It’s not just a gathering—it’s a space for connection, learning, and forward momentum.
Participants leave with practical strategies, relevant training, and fresh insights to enhance their work—from supporting whole-family economic mobility to building stronger community
partnerships.
When families are supported, communities grow stronger. The convention equips providers to open doors to stability, increase access to opportunity, and help families build a more secure
future—together.

The National Community Reinvestment Coalition (NCRC) will host Reinvest Washington in Tacoma on September 22, 2026. The summit will bring together advocates, lenders, developers, philanthropy,
public sector, nonprofit leaders and community development practitioners for practical conversations grounded in what people and organizations are experiencing across the state.
Communities in Washington are navigating rising housing costs, displacement pressures and uneven access to capital while also advancing new approaches to homeownership, networking, wealth-building
and locally rooted development. From the urban cores of Tacoma and Seattle to the smaller enclaves of rural and Tribal communities, leaders are building partnerships, testing new ideas
and working to ensure economic growth reaches more people and places.
Conversations will explore how communities can expand housing opportunities without deepening displacement, strengthen homeownership and wealth-building, improve access to capital and
community investment, support locally rooted development and entrepreneurship, sustain community-led organizations and development systems and build partnerships that create broader
shared prosperity.
