Ending National Wildlife Refuge status for Protection Island also ends its grandfathered provision to give species and habitat protections absolute top priority. This stipulation is
unique to the National Wildlife Refuge System alone, as part of the US Fish and Wildlife Service. This stipulation is part of the structure of the USFWS and is not therefore reiterated
in the bill creating the Refuge. This is a stipulation that cannot be duplicated or even approximated under the structure of the BIA no matter what the tribe verbalizes.
Please, again I ask, do not issue a letter of support for the Jamestown S’Klallam Tribe land transfer.
