St. Lucie County Fire District Terminates Three Over Alleged Hazing With Modified Bug Zapper
The St. Lucie County Fire District has terminated three firefighter-paramedics and suspended two others following an outside investigation into the use of a modified bug zapper to shock
probationary and apprentice firefighters back in 2024.
Firefighter/Paramedics Douglas Boudrias, Christopher Baldwin and Jordon Hutchison were terminated. Firefighter/Paramedics Roberto “Rocky” Tapia and Kayla Gammie received 48-hour unpaid
suspensions.
The incidents occurred at Station 1 two years ago during shifts in March and September 2024 but were not disclosed to the district administration until March 2026, when Firefighter/Paramedic
Tapia provided videos and photographs to Assistant Chief Brian Gonzalez.
Assistant Chief Gonzalez notified Fire Chief Jeff Lee, who retained an outside attorney to conduct an independent investigation. Attorney John Keller reviewed the recordings, photographs,
station rosters, the collective bargaining agreement, the district rules and regulations, and interviewed 12 district employees.
The videos showed a device made from a dismantled bug zapper that had been modified to deliver an electrical shock through two metal contacts. According to the investigative report,

Phoenix Captain’s FLSA Retaliation Claim Survives as Court Rejects Overtime Claim
A federal court in Arizona has ruled that a Phoenix Fire Department captain may proceed with his Fair Labor Standards Act retaliation claim arising out of his removal from a specialized
unit, but dismissed his claim for additional overtime compensation.
Captain David Johnson was assigned to Car 959, a unit involved in managing firefighter-EMS related pathogen-exposure incidents. In October 2021, Car 959 transitioned from a 56-hour workweek
to a 40-hour workweek, reducing the overtime opportunities available to Captain Johnson. Car 959 personnel could sign up for standby shifts, during which they received $1.50 per hour
to remain available to deal with exposure incidents. If called to handle an exposure incident, they received overtime pay for the time actually worked.
The dispute that led to the lawsuit arose over when Captain Johnson’s overtime pay stopped after he responded to an exposure.
On October 19, 2021, Captain Johnson was on standby when he was called to manage a pathogen-exposure incident. He drove to a hospital and worked for approximately three hours. After
returning home, he made brief telephone calls to the hospital every few hours.
A total of 12.75 hours elapsed between the beginning of the incident and the end of Captain Johnson’s shift. The department paid him overtime for 5.5 hours, covering the hospital visit
and the telephone calls, and paid the standby rate for the remaining time.

Curt Varone has over 50 years of experience in the fire service. He served twenty-nine years with the Providence, Rhode Island, Fire Department, retiring as a Deputy Assistant Chief
(shift-commander). He has been a practicing attorney for 40 years licensed in both Rhode Island and Maine. Besides his Juris Doctor, he has a Master of Science degree in Forensic Psychology.
He previously served as the Director of the Public Fire Protection Division at the National Fire Protection Association. Curt has written two books, Legal Considerations for Fire and
Emergency Services, and Fire Officer's Legal Handbook. He is a contributing editor for Firehouse Magazine writing the Fire Law column and remains active as a deputy chief with the Exeter
