The CR would fund most federal programs and activities at Fiscal Year (FY) 2026 levels with several important exceptions for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), Small Business Administration (SBA) loan programs, the Federal Emergency Management Agency (FEMA) Disaster Relief Fund (DRF), wildfire suppression activities, and the Indian Health Service (IHS). It would extend several expiring authorizations or programs, including the National Flood Insurance Program (NFIP) and Temporary Assistance for Needy Families (TANF) program. The “clean” CR does not currently include an extension of surface transportation programs. House Speaker Mike Johnson's decision to advance a stopgap spending bill this early signals that House leadership does not expect Congress to complete negotiations on all 12 annual appropriations bills before current funding expires at the end of the fiscal year. The move comes as the Senate Appropriations Committee, specifically, has fallen more than a month behind schedule in advancing its spending bills following the continued absence of Kentucky Senator Mitch McConnell and the death of South Carolina Senator Lindsey Graham, both appropriators. Kentucky Congressman Thomas Massie was the only Republican to oppose the measure, while six Democrats voted in favor. Senators are now working to craft a Substitute Amendment to the House-passed version of the CR, which may include some policy riders and funding to address anomalies as requested by the White House. We anticipate that the Senate will like include an extension of the surface transportation authorization. Democratic appropriators have a list of requests to address as well, and those changes may be necessary to garner 60 votes in the chamber. Any forthcoming revisions passed by the Senate would need to go back to the House for reconsideration and passage. Senate Majority Leader John Thune told reporters on Tuesday that he would attempt to bring the CR to the Senate floor sometime next week before the chamber is scheduled to depart Washington for the five-week August recess, but he acknowledged that consideration could potentially be delayed until September. As a reminder, Fiscal Year (FY) 2027 begins October 1, 2026. We will continue to make you aware of developments. Transportation Congress Pipeline Safety Reauthorization * The House Energy and Commerce Committee approved <https://us.list-manage.com/1uHWjse_3AL?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> the Pipeline Safety Authorization Act of 2026 (H.R. 9338 <https://us.list-manage.com/1CFi0kNocxQ?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> ) in a 41-8 vote. The legislation would reauthorize pipeline safety programs administered by the Pipeline and Hazardous Materials Safety Administration (PHMSA) from Fiscal Year (FY) 2027 to FY 2031. Prior to the markup, lawmakers amended the measure to authorize additional funding for PHMSA programs. The bill will now be reconciled with the Promoting Innovation in Pipeline Efficiency and Safety (PIPES) Act of 2025 (H.R. 5301 <https://us.list-manage.com/lxr7 O82UYmH?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> ) advanced by the House Transportation and Infrastructure Committee last fall and the Pipeline Integrity, Protection, and Enhancement for Leveraging Investments in the Nation’s Energy to assure Safety (PIPELINE Safety) Act of 2025 (S. 2975 <https://us.list-manage.com/cbPexW2pmrV?e=850008f825&c2id=77e98cfa7fd6da3d15f615 9cb76daba0> ) passed in the Senate this spring. Trade White House * On the eve of the expiration of 10 percent global tariffs under Section 122 of the Trade Act of 1974, the Trump Administration levied <https://us.list-manage.com/VIbY1x5i6DE?e=850008f825&c2id=77e98 cfa7fd6da3d15f6159cb76daba0> new tariffs on 60 trading partners under Section 301 of the same law that took effect today. The tariffs range from 10 percent to 12.5 percent and are justified by the countries’ “failure to impose and effectively enforce a prohibition on the importation of goods produced with forced labor,” according to a press release <https://us.list-manage.com/NMOobIQmV 6l?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> from the Office of the U.S. Trade Representative (USTR). The 50 percent tariffs cover a series of items including dairy, motor vehicles, and alcoholic beverages and are scheduled to take effect on August 19, 2026.
