Senate Appropriations Committee Chair Susan Collins and Vice Chair Patty Murray are expected to release the text of a bipartisan agreement for the stopgap funding measure today. Deliberations were reportedly stalled by the question of whether to include language either delaying or preventing implementation of the White House Office of Management and Budget's (OMB) proposed revisions to the Uniform Guidance governing Federal Financial Assistance. The proposed rule from OMB has drawn criticism from Chair Collins and Vice Chair Murray, while generating nearly 500,000 public comments, with most in opposition. The CR may represent the last practical opportunity for Congress to act before OMB is expected to publish a final rule by October 1, 2026, which would apply to new federal financial assistance awards issued on or after that date. Lawmakers remain optimistic that the agreement can be reached today, allowing the Senate to consider the measure on Monday before departing for the August recess. The House of Representatives would also need to reconsider and approve the legislation before it can be sent to the President for signature. The House would likely do so when the chamber returns from recess after Labor Day before the end of the fiscal year on September 30, 2026. Senate Majority Leader John Thune reaffirmed that he still intends to bring the CR to the Senate floor next week, emphasizing that "the appropriators are working in good faith to produce a clean, bipartisan product, free of poison pills." It remains to be seen if Leader Thune would support the inclusion of language to delay or prevent implementation of the OMB proposal. He expressed his hope of having "a robust bipartisan vote next week so that the American people don't have to spend the next two months wondering if the Senate is going to do its job." The CR is reportedly expected to include most of the funding anomalies <https://us.list-manage.com/EPlSj9P44Sp?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> requested by the White House earlier this month along with other priorities that were absent from the House’s version. However, the specific provisions that will be included have not yet been disclosed. We will share further updates once the Senate introduces its stopgap. Transportation U.S. Department of Transportation Federal Transit Administration * On Monday, the Federal Transit Administration (FTA) opened <https://us.list-manage.com/CP_2BHKrchR?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> submissions for its Fiscal Year (FY) 2026 Grants for Buses and Bus Facilities Infrastructure Programs. The agency will award approximately $589 million for the Fiscal Year (FY) 2026 Low or No Emission Grant Program (Low-No Program) and $21 million for the Buses and Bus Facilities Competitive Program (Bus Program) under a joint solicitation. Office of the Secretary * The U.S. Department of Transportation (DOT) launched <https://us.list-manage.com/CylPdmWxV7C?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> a new Freedom Haulers initiative to recruit veterans into the trucking sector. In partnership with the U.S. Department of Veterans Affairs (VA), U.S. Department of War (DOW), and U.S. Department of Labor (DOL), the agency developed a website <https://us.list-manage.com/6Wu3XXXQxq6?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> cataloging federal resources and private sector partners. During a kickoff event at the White House yesterday with President Donald Trump, Transportation Secretary Sean Duffy and Veterans Affairs Secretary Doug Collins shared <https://us.list-manage.com/H4Zi_N636IV?e=85000 8f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> that, to support the initiative, the Administration extended the Military Skills Test Waiver window from one to years post-service, and active-duty service members can apply and test for a Commercial Learner’s Permit (CLP) or Commercial Driver’s License (CDL) in the state where they are currently stationed. * Secretary Duffy announced <https://us.list-manage.com/Q0Zk4ivXHJc?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> that the Trump-Vance Administration will invest an additional $24 million into a public-private partnership to modernize Union Station in Washington. Amtrak and the Union Station Redevelopment Corporation (USRC) Boards of Directors reached <https://us.list-man age.com/e_bYxKDucqF?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> a cooperative agreement last year that amended the governing structure for the station, and the Trump Administration allocated <https://us.list-manage.com/daJlEucKEg1?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> $466 million for immediate improvements to the facility in May. The Secretary expressed optimism that the public-private partnership would “ensure long-term profitability” for the station and “better serve the millions of travelers who rely on this critical transit hub.” Congress Surface Transportation Reauthorization * Politico reported <https://us.list-manage.com/1083zWtN6Wn?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> yesterday that Senate Environment and Public Works Committee Chair Shelley Moore Capito is working to incorporate a short-term extension of the Infrastructure Investment and Jobs Act (IIJA) (P.L. 117-58) into a larger amendment to a House-passed Continuing Resolution (CR) under development in the Senate. The Chairwoman indicated that the IIJA extension language will be “clean,” meaning likely free of any new policy provisions, and released “soon.” Senators are currently eying an extension of appropriations for most federal agencies to December 11, 2026, but any extension of IIJA funding included in the CR could establish a different timeline for those programs. It is currently unclear how the short-term measure would address expiring advance appropriations authorized by the IIJA. In a letter to House and Senate leadership, a coalition of stakeholders, including the U.S. Conference of Mayors (USCM), National League of Cities (NLC), Association of Metropolitan Planning Organizations (AMPO), and American Public Transportation Association (APTA), argued <https://us.list-manage.com/xcaCfOGq0Kp?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> that “any decision by Congress to reduce funding to federal transportation programs as part of any short-term continuing resolution or extension of the surface transportation programs needed will inject uncertainty into state and local investment decisions and potentially lead to delays in completing or commencing work on critical infrastructure projects.” Staff to Senate Appropriations Committee Vice Chair Patty Murray also released <https://us.list-manage.com/Y2CR7BTLK_Y?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> a detailed fact sheet highlighting the consequences of allowing IIJA advance appropriations to expire. We will continue to keep you updated on any developments in real-time. * APTA expressed disapproval with the Trump-Vance Administration’s policy proposals for reauthorization that were transmitted in a letter to Congress from Transportation Secretary Sean Duffy last week. In a statement <https://us.list-manage.com/10Hd56lKvf0?e=850008f825&c2id=77e98cfa7fd6da3d15f6159cb76daba0> , the group conveyed that it “strongly opposes DOT’s proposals to eliminate all guaranteed funding for public transit and passenger rail by eliminating the Mass Transit Account of the Highway Trust Fund and advance appropriations.” The organization noted that “these proposals would have an outside impact on rural and smaller communities that rely more heavily on Federal funding for both capital and operating needs.” <https://gallery.mailchimp.com/6c70c3a1d76c22fe2ef2a8361/images/ea436c8d-6255-4572-b705-ffd9193ee521.png> Transit Job of the Week ________________________________ Dispatcher Jefferson Transit Salary Range:$34.90 - $38.78 / hr.
