Task 1 also includes development of an area of potential effect polygon to be used by archaeology(Task 3) for cultural resources consultation. Updates to the conceptual design will be based on review provided by project stakeholders (i.e. landowners, DRC, Jefferson County), and a site reconnaissance conducted by Contractor. Task 1.1 Project Kickoff To initiate this task, Contractor will arrange a conference call with Jefferson County to review project goals, scope of work and schedule, and review comments on the conceptual plans. It is the intent of this design process to closely follow the SRFB design process. Through this process Contractor will identify any key data gaps that should be addressed through the field data collection, desktop analysis, and/or engagement with project stakeholders. Professional Services Agreement, JCPH, Version 4, PAO Approved 5/5/2026 Page 13 of 24 The field reconnaissance will be performed as part of Task 4—Data Collection and Reporting. Task 1.2 Hydraulic Modeling—Proposed Conditions To evaluate the hydraulic effects of the preliminary design, Contractor will model proposed conditions hydraulics to evaluate the reach-scale effects of the proposed project. The model surface will be modified to represent the elements of the conceptual plan, which are assumed to be engineered log jams (ELJs) and side channel excavation. The model will be run with the same flows as evaluated as part of the existing conditions work (5 flows total) for a comparison of existing versus proposed conditions. Contractor will prepare model output graphics of depth and velocity to inform stakeholder evaluation. Flows to be modeled include: • Two habitat flows representing spawning (median September exceedance) and outmigration periods (median February exceedance) for Hood Canal Summer Chum • 2-Year Flow • 10-Year Flow • 100-Year Flow An initial "No Rise" screen will be performed based on the draft final hydraulic modeling output to inform if project actions are permittable under Jefferson County floodplain regulation and if they are likely to require a CLOMR. Any FEMA submittals or additional detailed analysis will be performed as part of a future contract or amendment. Task 1.3 Prepare Preliminary Design Contractor will prepare written responses to stakeholder comments on the conceptual design that have been received. This will provide clarity related to updates and changes to be incorporated into the preliminary design phase. The preliminary plans will describe all earthwork elements, structure locations, site restoration, and construction access and methods. Once the layout of proposed actions has been finalized, construction access, TESC measures, and scour and stability calculations will be evaluated. We anticipate the following sheets to be included in the preliminary design drawing sets: • Cover sheet • General notes • Legend • Overall site plan with access and staging areas identified • Plan sheets covering areas with proposed restoration actions • Profile and section sheets depicting key water surface elevation • Grading and earthwork • ELJ structure details • TESC plan and details • Misc. Details • Site Restoration Professional Services Agreement, JCPH, Version 4, PAO Approved 5/5/2026 Page 14 of 24 Design drawings will be produced in CAD and delivered as 11" x 17" format PDFs for review by stakeholders and for permit submittal. Wetland and OHWM boundaries will be included in the plan sheets as generated in Task#4.3. Task 1.4 Prepare Construction Cost Estimate Contractor will update the estimate of probable construction cost based on the preliminary design. The cost will consider construction methods, quantities of materials, and average unit costs within the Jefferson County area over the past three years. The cost estimate will also include local taxes, inflation, and a contingency escalation. Task 1.5 Prepare Basis of Design Report Contractor will prepare a Basis of Design report following Manual 18 SRFB guidance to describe the goals, objectives, and intent of the restoration actions. This will include a description of engineering assumptions, intended function, and hydraulic model output. NSD will support Jefferson County through one SRFB Preliminary Design Review, including preparation of review materials, participation in the review meeting, and incorporation of one consolidated set of Review Panel comments into the final preliminary design package Assumptions • Jefferson County and stakeholders will review the draft preliminary design documents and provide consolidated comments to Contractor or incorporation in the final preliminary design package. • FEMA submittals or detailed analysis is not included in this scope of work and will be performed as part of a future contract amendment, if needed. • Design drawings will use Contractor CAD standards and will be delivered as a 11" x 17" format PDF. • Jefferson County will coordinate meetings with applicable stakeholders Deliverables: • Preliminary design plans in 11"x17" PDF format • Preliminary construction cost estimate in PDF format • Preliminary basis of design reports in Microsoft Word and PDF formats. • Area of potential effect • Presentation materials for SRFB Review Panel • Written response matrix documenting disposition of Review Panel comments TASK 2: FINAL DESIGN Task 2.1 Hydraulic Modeling— Proposed Conditions Contractor will update the hydraulic model to represent and evaluate the reach-scale effects of the final design. The model surface will be modified to represent the elements of the final plan which are assumed to be ELJs, side channel excavation, and bank revetments. The model will be run with the same flows as evaluated as part of the preliminary design. Contractor will prepare model output graphics of depth and velocity to inform stakeholder evaluation. Professional Services Agreement, JCPH, Version 4, PAO Approved 5/5/2026 Page 15 of 24 Task 2.2 Prepare Final Design Following analysis of the proposed conditions hydraulic modeling and comments from stakeholders and permit agencies on the preliminary plans, Contractor will make minor adjustments to the final designs to improve project effectiveness. This task includes an additional site visit and field data collection to field-verify the feasibility of project elements identified in the preliminary design phase(Task 1). This task will include geomorphic field observations and collection of field data and any site-specific ground survey required to refine design. The site visit will be targeted at locations of proposed structures, access routes, or work areas to field- verify feasibility and the appropriateness of the design. A supplemental site walk with participating landowners to discuss the design will be included with the site reconnaissance. Contractor will then prepare the draft final design package for stakeholder review. Following review, Contractor will update the plans to final. This step assumes only minor changes to the plan set sheets will occur for clarity (no design changes that require additional analysis or modeling). The final design will include the following: • Draft and Final Plans: Cover sheet, general construction and permit notes, reach overview sheet, plan view restoration sheet with annotations to provide context for the proposed actions, an access and staging plan, and a site restoration plan. • Plan view and profile views of proposed grading activities related to riprap removal and side channel excavation. • Proposed locations and typical details for boulder clusters, if used. • Proposed riparian planting and enhancement locations, species, and densities. Task 2.3 Prepare Construction Cost Estimate Contractor will develop estimates of probable construction cost based on the draft final and final designs. The cost will consider construction methods, quantities of materials, and average unit costs within Jefferson County area over the past three years. The cost estimate will also include local taxes, inflation, and a contingency escalation. Task 2.4 Prepare Specifications Under this task, draft construction special provisions will be prepared in WSDOT format. Construction specifications will be limited to project-specific special provisions (typically Divisions 2-9) including any applicable General Special Provisions. No Division 1 special provisions related to contracting are included as part of this scope of work. Contractor assumes that Division 1 will be prepared by Jefferson County. Following delivery and review of the revised draft final design package, Contractor will incorporate minor edits and prepare a final, stamped plan set and final construction specifications to be used for bid documents as prepared by Jefferson County. Task 2.5 Update Basis of Design Report Contractor will update the Basis of Design(BOD) report following stakeholder review to describe the final design plan development. This will include a description of engineering assumptions, intended function, and hydraulic model output. Contractor will submit a single version of the draft BOD to Jefferson County for review. Professional Services Agreement, JCPH, Version 4, PAO Approved 5/5/2026 Page 16 of 24 Assumptions • One (1) round of stakeholder review of the draft final plans. • Design drawings will be produced in Autodesk Civil 3D and delivered as 11" x 17" format PDFs. • Contractor will resolve one set of consolidated comments on the draft final design as part of this consolidation. • Specifications will be prepared in WSDOT format. • Design plans will be prepared using Contractor's CAD standards. • No archiving or e-transmittal of AutoCAD format (.dwg) files is included in this scope of work. • Jefferson County will schedule the landowner meeting to coincide with the field reconnaissance and handle all landowner coordination. • Bid package preparation and bid support are not included in this scope of work. Deliverables: • Final design plan package delivered as 11" x 17" format PDF, Draft and Final • Basis of Design Report, Draft and Final • Project Special Provisions, Draft and Final • Cost Estimate, Draft and Final TASK 3. CULTURAL RESOURCES Willamette Cultural Resources Associates, Ltd. (Subcontractor) will perform cultural resource survey and documentation services under the supervision of Contractor. Compliance by the County with state and possibly federal historic preservation regulations is required for Project completion. The Washington State Recreation and Conservation Office(RCO) is providing the County with a grant through the Salmon Recovery Funding Board, making the Project subject to the provisions of Governor's Executive Order 21-02 (GEO 21-02). In addition, any permit required for the Project to be issued by the US Army Corps of Engineers (USACE) would make it subject to the provisions of Section 106 of the National Historic Preservation Act, as amended. The approach proposed here will provide a technical report deliverable that should apply for either or both regulatory compliance frameworks. Subcontractor proposes the following tasks to assist Jefferson County with GEO 21-02 and, potentially, Section 106 compliance for their Project. Task 3.1 Project Management and Mobilization Subcontractor will coordinate with Contractor and Jefferson County to receive Project designs as maps and GIS datasets that will help our assessment. We will coordinate with them on schedule and deliverables, access during fieldwork, review project correspondence, and progress reporting and invoicing as required. This task includes meetings with Contractor and County Project staff, RCO cultural resource and grants management staff, and any other stakeholders the County may want to meet with where our presence is helpful. This task also includes informal fieldwork notification to affected Tribes, an online public utilities request for the field survey, and mobilization for the fieldwork (Task 3.3). Professional Services Agreement, JCPH, Version 4, PAO Approved 5/5/2026 Page 17 of 24 Assumptions: • Subcontractor will attend up to two virtual/online meeting, each up to one hour in length. • The public utility locate/call-before-you-dig request will be submitted by Subcontractor based on available GIS/map information. If physical spray paint marking is required to facilitate this request, it would be completed by Contractor/County. • Non-public utilities that would not be marked by the utility locate request described above, and any other buried features that require avoidance during the Task 3.3 fieldwork, will be marked or their locations otherwise conveyed to Subcontractor prior to fieldwork. Task 3.2 Background Research Subcontractor will conduct background research of the Project parcels and their vicinity, in terms of its natural and cultural setting. Task 3.3 Archaeological Field Survey Subcontractor will conduct a field survey of the proposed ground-disturbing Project components. This will include pedestrian survey transects to document existing surface conditions in the vicinity of each ground-disturbing Project component. Subsurface shovel probe excavations will be completed with all spoils screened through 'A-inch mesh for some components as well. Assumptions: • Although Project design proposes that the ELJs will be installed with driven-post anchors, most of them will be placed on the high energy coarse-grained alluvium typical of in-channel islands and point bars along the edges of the river channel. As these landforms lack the stability to host archaeological materials, they will be documented by surface/pedestrian survey observations only. We assume this level of effort is sufficient for RCO documentation requirements during fieldwork. • For the two layback/revetment segments, we assume that the upstream (west) segment will provide a relatively unobstructed length of river channel bank where the eroding profile will be examined visually and two transects of shovel probes, separated by—15 feet and up to 6 probes per transect, will be systematically completed along its length (12 probes total). We assume the terminal depth of the probes will be no more than three feet below surface(fbs) to reach either culturally sterile deposits or maximum project excavation depth. The downstream (east) segment is primarily covered by riprap along the steep embankment adjacent to Dosewallips Road, where we assume that at most 4 shovel probes can be opportunistically excavated. • For the proposed side channel excavation, two transects of shovel probes separated by -15 feet and up to 7 probes per transect, will be systematically completed along its length (14 probes total). We assume the terminal depth of the probes will be no more than three feet below surface (fbs) to reach either culturally sterile deposits or maximum project excavation depth. • Excavation of up to 30 shovel probes, each no more than 3 fbs terminal depth, will provide sufficient coverage for the survey. • We assume access will be facilitated by Contractor and the County for the Project components on the left bank of the river. We assume the ELJ locations within the river channel and along the right bank can either be sufficiently visually but indirectly Professional Services Agreement, JCPH, Version 4, PAO Approved 5/5/2026 Page 18 of 24 documented from the left bank of the river, or direct access provided to the right bank to examine those ELJ locations. • Artifacts, if found, will be photographed, documented, bagged, and placed in the shovel probe of origin; no collections will be made. Archaeological site information will be collected to the extent allowed by the time in the field. Any additional significance testing, mitigation, and construction monitoring that may be required as an outcome of the field survey would be scoped in a separate proposal and cost estimate. • No standing buildings or structures will be affected by the Project to the extent that historic build environment documentation would be required. Task 3.4 Reporting Subcontractor will complete all data entry and summarize the methods and results of the survey fieldwork in a technical report, which will also include results of background archival research and management recommendations at the conclusion of the report. Draft and final electronic (PDF) versions of the technical report will be produced. If archaeological resources are identified during fieldwork, standard Washington State Archaeological Site Inventory forms will be prepared and appended to the report. The draft version of the report will be prepared and submitted to CONTRACTOR and the County for review. The final version will be prepared based on comments received from this review and submitted to RCO. The final report will also be uploaded to the Washington State Department of Archaeology and Historic Preservation (DAHP) online database. Deliverables: • Subcontractor will prepare a draft and final technical report documenting tasks 3.1 —3.3 and submit the report to RCO and DHAP. TASK 4: DATA COLLECTION AND REPORTING Task 4.1 Preliminary Design Field Reconnaissance Contractor will coordinate with Jefferson County project manager Tami Pokorny, to conduct a reconnaissance of the project area to support the refinement of the preliminary design. This is likely to include meeting and walking the site with the landowner, an evaluation of construction access, construction methods, avoidance of sensitive habitats (i.e., wetlands), and collection of supplemental survey data. This task assumes one day including travel for four NSD staff(lead biologist, project engineer, geomorphologist, and staff engineer). Data and notes will be collected via tablet device and incorporated into Task 1 deliverables. Task 4.2 Final Design Field Reconnaissance Contractor will coordinate with Jefferson County project manager Tami Pokorny, to conduct a reconnaissance of the project area to support the refinement of the final design. This is likely to include an evaluation of construction access, construction methods, avoidance of sensitive habitats (i.e., wetlands), and collection of supplemental survey data. This task assumes one day including travel for three Contractor staff(lead biologist, project engineer, and staff engineer). Data and notes will be collected via tablet device and incorporated into Task 2 deliverables. Professional Services Agreement, JCPH, Version 4, PAO Approved 5/5/2026 Page 19 of 24 Task 4.3 Wetlands Delineation, Reporting, and Analysis A team of two Contractor wetland scientists will perform a routine-level delineation of waters of the U.S., including wetlands, within the project area to support preliminary design, and permitting(Task 5). The delineation will focus on areas that may be affected by proposed project actions, including the anticipated locations of staging areas, access routes, excavation areas, and ELJ features, to evaluate potential temporary and permanent impacts, facilitate avoidance and minimization of direct and indirect impacts to wetlands wherever possible. Wetland boundaries will be delineated in accordance with the U.S. Army Corps of Engineers Wetlands Delineation Manual (1987) as updated by the Regional Supplement for the Western Mountains, Valleys, and Coast Region(2010). The OHWM of the Dosewallips River will be documented at representative locations using Washington State Department of Ecology OHWM data forms, with limits extrapolated based on observed elevational relationships and hydraulic model results. Representative wetland types (up to two) will be categorized using Ecology's Wetland Rating System for Eastern Washington(Hruby 2014), with functional assessment and buffer ratings completed. A delineation report will be prepared to document field findings and will include discussion of existing conditions, wetland and OHWM mapping, field data forms, and rating forms. Based on the preliminary design, Contractor will calculate temporary, permanent, and indirect impacts to wetlands and waters, including temporary access and staging area impacts. Contractor will also determine area and nature of functional lift/project benefits to wetland and waters and will describe that within the JARPA form (Task 5) to justify why no compensatory mitigation is presented/needed for the project. Assumptions • Jefferson County will arrange for landowner access for the field reconnaissance efforts. • The wetland delineation assumes 2 days for 2 Contractor biologists. Deliverables • Wetlands and Waters Delineation Report. • Impacts calculations and functional lift analysis to be presented in the JARPA (Task 5). • One landowner site walk (Task 4.1) TASK 5. PERMIT APPLICATIONS Contractor will develop permit applications in support of the preliminary plans (Task 1). Jefferson County will submit the permit applications, be responsible for obtaining landowner signatures, and will function as the primary point of contact during agency review. As part of the permitting process, Contractor will meet with the local WDFW habitat biologist to confirm eligibility under WDFW's streamlined permitting pathway for fish habitat enhancement projects (FHEP). Contract will prepare the following federal and state permit application materials based on the preliminary design (Task 1) and support Jefferson County through the permit application process: Professional Services Agreement, JCPH, Version 4, PAO Approved 5/5/2026 Page 20 of 24 • Coordination with the Jefferson County floodplain administrator and related preliminary analysis of potential for rise in base flood elevation would be completed under Task 1. • JARPA form and related JARPA Figures to present the project and quantification of impacts and benefits. The JARPA form and figures will be used to apply for the Clean Water Act(CWA) Section 404 and 401 approvals, and the information from the JARPA form will be used by the County to populate the fields in the WDFW APPS online application program for the Hydraulic Project Approval (HPA) Permit. • CONTRACTOR has included 26 hours of support post-application submittals to be used at Jefferson County discretion for supporting Jefferson County's response to agency questions • JARPA Attachments (e.g., Attachment E: Aquatic Use Authorization on Department of Natural Resources (DNR)-managed aquatic lands, adjacent landowners). • HPA Fish Habitat Enhancement exemption form as JARPA attachment • Temporary Disturbance Restoration and Project Monitoring Plan, required by the Corps for NWP 27 (aquatic habitat restoration) projects • Endangered Species Act consultation documents are required to complete the Section 7 Endangered Species Act consultation as part of the CWA Section 404 review process. For this scope of work, we anticipate the ESA consultation documents will focus on Chinook, HC Summer Chum, and Steelhead Trout regulated by NMFS and Bull Trout regulated by USFWS. • Section 7 No Effect letter for USFW terrestrial species, including those not covered by the current USFWS/USACE Restoration Programmatic Agreement • Section 7 Abbreviated BE form for ESA listed fish species covered by the USFWS/Corps Restoration Programmatic agreement • NMFS FPRP III form for ESA listed fish species covered by the NMFS/Corps Restoration Programmatic agreement • Ecology 401 Water Quality Certification: `Pre-meeting request form' and `Request for 401 water quality certification review', if those materials are required at the time of permit application • Wetland and Waters Delineation report, completed under Task 3 • Cultural Resources Assessment report, completed under Task 4 Assumptions • The permitting materials would be based on the final preliminary design. • Preapplication meetings will be held virtually. • Project will align with Nationwide Permit 27 and will be determined by WDFW to be eligible for Fish Habitat Enhancement HPA streamlined process, therefore: • SEPA will not be required. • Shorelines and Jefferson County critical areas review will not be required. • Informal ESA Section 7 Consultation will allow the use of the Abbreviated BE and FPRP III form as the primary consultation documents. • The County will enter the JARPA information into the WDFW APPS system as the application for the Hydraulic Project Approval (HPA) from WDFW. Professional Services Agreement, JCPH, Version 4, PAO Approved 5/5/2026 Page 21 of 24 • The County or its designee will pay the application fee(s) associated with all permit applications. • This scope does not include preparation of NPDES Construction Stormwater Permit Application or completion of required advertisements as these are permitting tasks typically associated with final design and may be completed by the construction contractor. • This scope does not include the development of a Water Quality Monitoring Plan because it is currently unknown if such a plan will be required by the Department of Ecology. • County will provide one round of consolidated comments on permit application materials. Deliverables • Draft and final JARPA and JARPA figures (WORD and PDF) • Draft and final Temporary Disturbance and Project Purpose Monitoring Plan (WORD and PDF) • Section 401 Water Quality Certification Pre-Meeting Request Form and 401 Certification Request Form (if either or both of these forms are still required at the time of project application) • HPA TASK 6.
