Throughout the “WORKSHOP re 2027 Budget Resolution” document, an effort has been made to ensure that mandatory (“M”) items are separated from discretionary (“D”) items.
There is one area, however, where this is not stated and which could therefore lead to misunderstandings or misinformation:
II. BUDGET PREPARATION GUIDELINES
3. Budget Narratives. Departments, funds, or each major division or program within each department shall prepare a narrative, telling a story that is easy to understand.
a. The department' s mission statement in a clear concise statement explaining the purpose of the division or program.
b. Departmental and program revenues, expenditure summaries and impacts anticipated by increased or decreased funding.
c. Include grafts [sic], photos, that presents [sic] the story.
Please revise the above to make it clear that, in telling the ‘story’, each activity / program that is described in the department’s story must be identified as either an “M” or a “D”.
That way, the “M” budget request can be aligned with the “M” parts of the ‘story’, and likewise for the “D” parts.
