HomeMy WebLinkAboutJefferson County Behavioral Health Advisory Committee Allocation Request - 081026 615 Sheridan Street Port Townsend, WA 98368 lidelleson www.JeffersonCountyPublicHealth.org Public Hec Agenda Request JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Josh Peters, County Administrator FROM: Apple Martine, Jefferson County Public Health Director DATE: Juiy)O;'2026 5 ,S - (0► 2 Z6 SUBJECT: Agenda item — [Jefferson County Behavioral Health Advisory Committee Allocation Request for 1/10th of 1% Sales Tax Funding for contract years 2027 and 2028 (1/1/27-12/31/28); Jefferson County Fund 131; total $500,000.00 for each year] STATEMENT OF ISSUE: The Jefferson County Behavioral Health Advisory Committee (BHAC) recommends to the Jefferson County Board of County Commissioners the approval of funding allocations of the Jefferson County 1/10th of 1% Sales Tax (Fund 131) in the amount of $500,000.00 each year from January 1, 2027 through December 31, 2028 for the next round of two-year contracts supporting services provided by local behavioral health organizations. ANALYSIS/STRATEGIC GOALS/PROS and CONS: Jefferson County's BHAC recommends funding two-year allocations to seven (7) awardees for a total of $500,000.00 each contract year, 2027 and 2028. The seven recipients being recommended for funding were chosen based on the recent Request for Proposal (RFP) issued publicly in May through June 2026, receipt and review of all qualifying applications received by deadline (6/12/26), BHAC subcommittee review and scoring of each application (17 total), and the subcommittee's recommendation that was accepted by the BHAC at their Special Meeting on 7/14/26. Considerations in this recommendation include less funds overall for distribution in the next two-year cycle because tax revenue came lower than anticipated, more qualifying applications were received than in years past, and higher funding requests were made from each applicant over the last contract cycle. Also, less funds were available to be RFP'ed in this upcoming round due to BoCC allocating $85,000.00 extra of available 1/10th of 1% Community Health Environmental Public Health Developmental Disabilities 360-385-9444 360-385-9400 (f) 360-379-4487 360-385-9401 (f) Always working for a safer and healthier community fund to both the Courts and Juvenile Services in an attempt to keep them whole during this budget deficit year. FISCAL IMPACT/COST BENEFIT ANALYSIS: Requesting $500,000.000 each year for two years, 2027 and 2028, from the Jefferson County 1/10th of 1% Sales Tax (Fund 131). RECOMMENDATION: Staff recommends that the BoCC approve a motion to fund the following projects: Gateway to Freedom-Mobile at $42,602.56 for 2027 and $39,994.24 for 2028; Jefferson County Public Health-Nurse Family Partnership at $122,568.60 for 2027 and $117,088.40 for 2028; Jumping Mouse Children's Center at $194,162.50 for 2027 and $207,016.56 for 2028; Jefferson County Juvenile Services at $29,400.00 for 2027 and $27,600.00 for 2028; OWL360-Resource Navigation at $39,396.00 for 2027 and 36,984.00 for 2028; OWL360-Therapeutic Support at 33,461.12 for 2027 and $31,412.48 for 2028; and The Benji Project at $38,603.18 for 2027 and $37,312.44 for 2028.
