Request for proposals: Programmatic
environmental impact statement for
transit-oriented development
Proposals are due Sept. 18, 2026
Commerce seeks proposals to develop a Programmatic Environmental Impact Statement for use by cities working to implement new transit-oriented development requirements.
Laws passed in 2025, such as HB 1491, require some Washington cities to adopt high-density zoning and other measures within walking distance of certain transit stations. Such work typically
includes preparing an environmental impact statement (EIS). The goal of this project is to issue a statewide programmatic EIS that proves useful to jurisdictions evaluating zoning changes
and related issues for transit-oriented development projects.
Commerce intends to award one contract for this project not to exceed $500,000 in the initial period of performance. Additional funding may be made available to extend the project to
the end of 2027.
Eligibility
Minimum qualifications include:
* Five years of experience developing programmatic EIS and/or experience developing EIS on a statewide basis;
* Three years of experience developing State Environmental Policy Act (SEPA) assessments related to transit-oriented, infill, or high-density development;
* Project staff with expertise and experience with Washington state’s Growth Management Act; and
* Adequate organizational capacity to complete the project on time or early.
RFP timeline
* Q&A period: Aug. 12, 2026 to Aug. 27, 2026
* Pre-proposal conference: 10 a.m. Aug. 20, 2026
* Proposals due: Oct. 2, 2026 at 4 p.m.
* Funding period: Nov. 6, 2026 to June 30, 2027
