Special Meeting – Thursday August 6, 2026 at 5:00 p.m.
Jefferson County Library – 620 Cedar Ave, Port Hadlock, WA 98339
CALL TO ORDER: The meeting was called to order by Chair Taggart at the appointed time. Commissioner Boggs was also present. Commissioner Sims had an excused absence. Also in attendance
was Conservation District member Sierra Young, and Jefferson County Commissioner District No. 2 Heidi Eisenhour.
PUBLIC COMMENTS: Chair Taggart called for public comments, and no comments were received.
APPROVAL OF MEETING MINUTES: Commissioner Boggs moved to approve the Special Meeting Minutes of July 23, 2026. Chair Taggart seconded the motion. The motion carried.
CONTINUED DISCUSSION re: budget meeting schedule, publication: CDD members agreed to adopt both 2026 and 2027 budgets at an October CDD Meeting, in an effort to save funds. Will be prepared
to amend if needed, e.g. a grant is received. Also discussed was the Conservation District budgeting for CDD activities in 2027.
DISCUSSION re: RESOLUTION NO 2026-R002-0723: In the Matter of Investment of Funds Policy for the Chimacum Drainage District: Chair Taggart moved to approve RESOLUTION NO. 2026-R002-0723
re: In the matter of Investment of Funds Policy for the Chimacum Drainage District. Commissioner Boggs seconded the motion. The motion carried.
REVIEW re: Approval of grants dispersed by Jefferson County Conservation District: CDD members reviewed three proposed work areas:
Seth Sexton for Glendale – estimate - ~$20,275 ($6,000 at Glendale already completed)
Lauralee Kiesel for Parts of Shaw property - ~$,5000
Wally Huntingford north of Egg & I up to Mosaic - ~$3,000
After discussion, Chair Taggart moved to recommend funding from the Conservation District for these three projects. Commissioner Boggs seconded the motion. The motion carried.
CDD members also discussed touring the above projects together. They also discussed procedure for approving projects between meetings. After discussion, Chair Taggart moved that the
CDD Chair or Chairs’ designee can recommend projects for Conservation District funding between regularly scheduled CDD meetings. Commissioner Boggs seconded the motion. The motion carried.
CDD members discussed the timing considerations for the Conservation District – ideally before the agenda goes out the week before the Conservation District meeting.
CDD members discussed desire to have a slate of projects defined before the work window (for mapped streams, including Chimacum Creek) in the future – by the June Conservation District
board meeting. Ditches and streams above ordinary high-water mark can be done any time – and so can beaver dam work.
CDD members discussed how to prioritize projects if the list of projects exceeds the budget. Triage approach preferred – worst cases dealt with first. It was noted that the Conservation
District would like costs, and suggested priorities from the CDD by May.
DISCUSSION re: Priority projects moving forward: Updates on progress: CDD members discussed
beaver dams on Red Dog Farm and adjoining properties:
Conservation District is talking about this project next week.
Mechanical tools vs hand tools to remove beaver dams discussed. CDD may be able to pursue getting permits for use of mechanical tools to remove dams.
CD Sierra Young recommends planting clam rakes along CREP buffer, have crew manually remove dams as they are re-built.
Conservation District has some funds available for cost share on beaver dam removal for 2026 – for three projects, up to $6,000. $2,000 already spent on Boggs property, one pending,
and opportunity for one more.
CDD members discussed culvert where Beaver Valley Road crosses Chimacum Creek, and the need for more information about the condition of that culvert per landowner Dan Shaw.
DISCUSSION OF FUTURE AGENDA ITEMS and CLOSING REMARKS: Upcoming agenda items may include planning for rate structure, assessments, and the Elections calendar.
ADJOURNMENT: Chair Taggart adjourned the meeting at 6:25 p.m.
