For the unofficial park-and-ride at Seattle’s Mount Baker Station — with fewer than 100 spots near the busy crossroads of Rainier Avenue South and Martin Luther King Jr. Way South — that’s exactly what’s happening. Fencing is up around the lot, and workers are clearing the way for the construction of hundreds of subsidized, affordable and transit-oriented residences. With the demolition of not just the surface lot, but also an old University of Washington laundry facility, a long-awaited development led by El Centro de la Raza <https://wapartnership.us4.list-mana ge.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=ef58dba2f9&e=290850492e> and Mercy Housing Northwest will finally take shape this fall, six years after the land was given to the city for the purpose of building homes for people at risk of being priced out of the region. Like much of the nation, Seattle is in desperate need of more affordable housing. While the city was credited <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=ede aaeb259&e=290850492e> with building more affordable homes in recent years than any other U.S. city — with 14,300 units raised between 2020 and 2024 <https://wapartnership.us4.list-manage.com/track/c lick?u=acf3cee5bbda818ebd4ce40eb&id=48c0b1d83b&e=290850492e> — it remains one of the most expensive places in the nation to live in, whether you rent or own. The Mount Baker project aims to help, especially those who need it the most. ““The primary reason (people will live here) isn’t because it’s right next to light rail,” Maestas said, noting that El Centro owns and manages similar housing near Beacon Hill Station. “It’s because they need access to affordable housing. Then they realize how convenient it is and think, ‘Wow, this is awesome to have right outside the door.'”” Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=b723292245&e=290850492e> Rural Resources: SAILS <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=85d9c2afb5&e=290850492e> <https://dim.mcusercontent.com/cs/acf3cee5bbda818ebd4ce40eb/images/16bfcdcc-a2a2-25e8-686e-9a8ccc22c2bb.png?dpr=2&rect=41%2C29%2C1310%2C1355&w=573&h=592> <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=fa3e4ea25d&e=290850492e> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/3b31fb02-9bbc-d2ab-860a-7492ea8e9630.jpg> Dementia affects millions of individuals and families across the country. The funding came through the Department of Labor. OIC of Washington announced <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=1333af48e1&e=290850492e> the grant as the program continued into its four-month planning process. CEO Anthony Peterson said the program began with 60 spots and had grown to serve 87 students. He explained that the goal was to help young adults become contributing members of society, pointing to the staffing behind the effort. “We have the qualified instructors, qualified program managers and qualified staff to ensure that we are transitioning youth who are out of school into job training and career programs,” Peterson said. OIC said the program addressed barriers facing young adults in the Yakima community. The program offered educational support such as a GED and trade skills training. Peterson said the training also included hands-on building work and other career tracks. “We build two affordable homes throughout the three-year programmatic period. There are two different cohorts that participate in those two builds. We also have the logistics and warehouse training programs that we partner in tandem with our agriculture career focus,” Peterson said. The Back2Basics school-supply drive is accepting signups through Aug. 24 for students in kindergarten through 12th grade in the Oak Harbor and Coupeville school districts seeking supplies. The drive is also adapting how it collects donations. After Opportunity Council could not use its usual Walmart fundraising partnership this year, organizers have turned to an Amazon wish list, monetary donations and community drop-off sites. The program has been helping local students for about 26 years, according to Jay Rios, lead for Opportunity Council’s Supportive Services for Veteran Families program. Back2Basics is open to any student from kindergarten through high school, regardless of household income. It focuses mainly on offering supplies for Coupeville and Oak Harbor School District students because the South End has its own similar program, Rios said. Last year, Back2Basics school-supply drive provided more than 200 backpacks filled with supplies. This year, nearly 100 students had already registered with two weeks remaining in the sign-up period. Community members can donate backpacks and school supplies at eight listed locations, purchase requested items through the Amazon wish list or make a monetary contribution. This September, the outside funding that’s supported this program is set to run out entirely, and without help, we won’t be able to keep providing diapers at all. Your gift helps close that gap before it opens. Diapers are one of the most requested and hardest to access, basic needs among the families we serve. They aren’t covered by SNAP or WIC, and many families face real barriers just getting to a diaper bank: no transportation, multiple young children to bring along, and limited stock once they arrive. The shelf is empty. The need isn’t. Finding a Way Fadumo Gutale, one of our staff members, remembers the day a home visitor called her with an urgent problem: a family she worked with was completely out of diapers. Fadumo started reaching out to everyone she could think of, hoping someone had diapers to donate. No one did. Rather than give up, Fadumo reached out to our supply team, who found a way to place an emergency order. Within days, diapers were in the family’s hands. “This experience reminded me how essential diapers are for many of the families we serve,” Fadumo said. “Diapers are one of the most common and urgent needs we see, yet they can be difficult to access when families are already facing financial hardship.” Stories like this are exactly why this drive exists: so that the next time a family runs out, we don’t have to scramble to find a way to help. We already have one. LIHEAP provides critical assistance with energy costs, helping households avoid utility shutoffs and maintain dependable heating and cooling, while weatherization creates longer-term savings by improving the energy efficiency, safety, and comfort of homes. Together, these programs strengthen housing stability, reduce household energy burdens, and allow families with limited incomes to direct more of their resources toward other basic needs. Among the proposed rules <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=3e25cd2d7a&e=290850492e> are limits that would impact how multilingual children and their families are served, a reduction in administrative funding, and the elimination of staffing requirements, along with dozens of other changes that experts say would fundamentally change how the program functions and ultimately reduce the program to a shell of its current version. “Childcare providers serving low-income families across the state and country are already stretched thin, as the industry operates on notoriously thin margins — meaning Head Start teachers sometimes rely on public benefits themselves. The state’s version of Head Start, a free preschool program known as ECEAP, has also faced steep cuts <https://wapartnership.us4.list-manage.com/track/c lick?u=acf3cee5bbda818ebd4ce40eb&id=a1f0c291ed&e=290850492e> from lawmakers trying to close a sizable budget deficit in the state. “ “Historically, the program has generally enjoyed bipartisan support. But under President Donald Trump’s second administration, Head Start has faced intense scrutiny and frequent, disruptive regulatory and funding changes. While the program is protected because it’s a federal act, one way to limit its efficacy is through funding and rule changes.“ In Washington, 81 Head Start programs across the state provide free services for some of the most vulnerable families aimed at breaking the cycle of poverty. These societal savings occur through students’ increased educational attainment and employment which in turn creates a larger tax base, with fewer dollars spent on remedial education. Although the Court declined to issue a permanent injunction (which we’ve come to expect), the FY 2026 NOFO itself and its deadlines are vacated in full. Read the Press Release <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=15e5e912f1&e=290850492e> This means that HUD cannot move forward with the drastic changes in the NOFO, including the set-aside (described by the Court as “colossal”) that would have forced communities to transition programs away from evidence-based permanent housing solutions en masse. More importantly, it means that at least 97,000 formerly homeless people will continue to know the safety and stability of a home. This process has been confusing for us all, and we cannot say with certainty what HUD’s next move will be. What we can tell you is that we are urging HUD to acknowledge the Court’s decision by expeditiously communicating that the CoC Program Competition can no longer move forward so each of you can have some reprieve from the chaos of the last year and a half. That said, we are grateful for everyone’s patience and hard work during these difficult times. We pledge that the Alliance will always be responsive to the needs of our members and people experiencing homelessness everywhere. Communities across this nation — in states both red and blue — rely on the federal government to support smart, strategic, lawful, and evidence-based funding opportunities to support their efforts to end homelessness. This is HUD’s responsibility. This decision further reinforces that this administration has repeatedly failed to meet that responsibility. It begins much earlier. Family instability, school disruptions and justice involvement are among the warning signs that emerge when young people are already interacting unsuccessfully with public systems. Over the past decade, Washington state has shifted its approach from crisis response to prevention. Washington leads by example with its Housing Stability for Youth in Courts (H-SYNC) <https://wapartners hip.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=08e45c0468&e=290850492e> model, which has proven to be not just a successful program but an illustration of a broader lesson about youth homelessness. Why Washington changed its approach The state’s approach shifted around 2015 when community advocates and young people with lived experience noticed patterns emerging where youth homelessness was showing up across multiple systems such as education, child welfare, juvenile justice and behavioral health. At that time, there was no office or position in the government responsible for youth homelessness and no single, reliable data source. Conversations around the crisis grew louder as advocates began looking at ways to fill the gap with new policies. In 2015, advocates helped the state legislature pass the Homeless Youth Prevention and Protection Act and created the Washington State Office of Homeless Youth (OHY) <https://wapartnership.us4.list-m anage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=3a4c8d7b69&e=290850492e> within the Department of Commerce. The office works on five priorities: stable housing, family reconciliation, permanent connections, education and employment, and social and emotional well-being. The survey, a partnership between Washington State University, the University of Washington, and Washington State Department of Agriculture (WSDA), gathered responses from 5,717 Washington households between March and April 2026. WAFOOD has tracked food security, food assistance use and economic well-being among Washington households since 2020. While WAFOOD is designed to provide detailed insights into the experiences of households facing food insecurity rather than to estimate statewide prevalence, the data offer a uniquely detailed picture of how Washington families are faring. “An increasing number of people are experiencing financial stress,” said Shawna Beese, an assistant professor of rural health promotion in WSU Extension and a collaborator in the survey. “It’s not just lower income families feeling these stressors. People are feeling food stress across the spectrum and at higher levels.” * “ Nearly all WAFOOD6 households (90 percent) reported that prices in their area increased in the past month, and a similar share expressed concern about future price increases. Among food-insecure respondents, 69 percent said they had reduced the quantity or quality of food they ate to cope with rising costs, a sign that food inflation is not merely an economic concern but a direct threat to health and nutrition. * The expenses most commonly reported as hard to afford were utilities, food and housing, reflecting the reality that food insecurity does not exist in isolation from broader financial stress. Food insecurity was experienced at all income levels in the WAFOOD6 sample: among households earning $75,000–$150,000, 25 percent were food insecure and 26 percent used at least one type of food assistance in the past month.” Continue reading… <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=431fb9b9c7&e=290850492e> Safe Food Coalition Urges Congress to Reverse Freeze on FDA Traceability Funding <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=5217e3770c&e=290850492e> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/53785f68-8ebe-1ed1-ea22-cade5d540c45.png> CFA joined members of the Safe Food Coalition today in urging congressional leaders to eliminate an appropriations rider that prevents the U.S. Food and Drug Administration from implementing traceability requirements for high-risk foods, including leafy greens, until July of 2028. ABOUT THE EVENT Community Action Agencies (CAAs) and human services providers play a vital role in strengthening families and communities. As trusted leaders, they bring together professional expertise, lived experience, and a shared commitment to expanding opportunity. The National Community Action Partnership’s Annual Convention convenes these changemakers to spark new ideas, highlight effective practices, and navigate an evolving policy landscape. It’s not just a gathering—it’s a space for connection, learning, and forward momentum. Participants leave with practical strategies, relevant training, and fresh insights to enhance their work—from supporting whole-family economic mobility to building stronger community partnerships. When families are supported, communities grow stronger. The convention equips providers to open doors to stability, increase access to opportunity, and help families build a more secure future—together. The summit will bring together advocates, lenders, developers, philanthropy, public sector, nonprofit leaders and community development practitioners for practical conversations grounded in what people and organizations are experiencing across the state. Communities in Washington are navigating rising housing costs, displacement pressures and uneven access to capital while also advancing new approaches to homeownership, networking, wealth-building and locally rooted development. From the urban cores of Tacoma and Seattle to the smaller enclaves of rural and Tribal communities, leaders are building partnerships, testing new ideas and working to ensure economic growth reaches more people and places. Conversations will explore how communities can expand housing opportunities without deepening displacement, strengthen homeownership and wealth-building, improve access to capital and community investment, support locally rooted development and entrepreneurship, sustain community-led organizations and development systems and build partnerships that create broader shared prosperity.
