HUD proposed voucher funding rule tied to local land use
NACo, along with the National League of Cities, submitted comments raising concerns with a U.S. Department of Housing and Urban Development (HUD) notice signaling intent to factor local
land use, permitting and development approval processes into Housing Choice Voucher renewal funding starting in fiscal year 2027. NACo warned the change would depart from the program's
objective, need-based formula and could penalize the high-cost communities that need housing assistance the most, since public housing agencies have no control over local land use decisions.
