Analysis/Strategic Goals/Pro's a Con's: The Little Quilcene River Bridge, located at Center Road MP 14.62, is classified as structurally deficient, functionally obsolete, and has load restrictions for single unit trucks. Replacement of this bridge is of high importance because Center Road is Jefferson County's main north-south route for freight mobility and the travelling public. The project is funded by the Federal Bridge Replacement and Rehabilitation (BRR) Program. This supplement will obligate the construction funding. Construction is planned for 2027. This supplement will also authorize additional preliminary engineering funding for a re-design of the bridge foundation, which is necessary in order to avoid right of way conflicts, and to allow the project to proceed to construction. Fiscal Impact/Cost Benefit Analysis: The Supplement amount is $8,623,611 ($141,980 PE and $8,481,631 Construction). The preliminary engineering and construction phase are funded at 100% by the BRR. Recommendation: The Board is requested to sign the one original of the Local Agency Agreement Supplement No. 3 and the Project Prospectus, and return to Public Works.
