The project represents years of collaboration between local, state, federal, nonprofit, and private partners working toward a shared vision: creating more affordable housing opportunities for individuals and families in Upper Kittitas County. To celebrate this milestone, a public groundbreaking ceremony will be held on August 20th at 11am, 401 N. Short Ave. Construction began at the end of July with PWC Companies serving as General Contractor and completion anticipated in late 2027. The community is expected to welcome its first residents in early 2028. "Moving to the construction phase of this project is the moment years of planning, collaboration, and community investment become reality," said Susan Grindle, CEO of HopeSource. "Teanaway Court represents what is possible when partners come together around a shared vision. Soon, dozens of individuals and families will have a safe, affordable place to call home, children will have access to quality early learning, and our community will be stronger because of it. We couldn't be more excited to begin construction." Located in Cle Elum, Teanaway Court has been thoughtfully designed to address multiple community needs in one campus. The development will include 41 affordable apartment homes, with a mix of one-, two-, and three-bedroom units available to households earning up to 60% of the Area Median Income (AMI). In addition to affordable housing, the project will feature a child development center with capacity for up to 66 children, helping meet the growing demand for early childhood education while providing critical support for working families throughout Upper Kittitas County. Councilmembers will vote on a resolution to award Mountain View Tree Service LLC of Walla Walla a $274,800 bid to implement the city’s Urban Forestry Management Plan. Funded through an Inflation Reduction Act grant administered by the United State Department of Agriculture (USDA) Forest Service and the Washington Department of Natural Resources, the scope of work includes 45 priority-one tree removals, 145 stump removals, and 44 priority-one tree prunings. Mountain View Tree Service submitted the sole bid for the project on July 16. Staff recommended accepting the proposal, noting that returning the grant award is the only alternative as time constraints prevent a rebid. In a separate measure, the council will consider declaring a city-owned parking lot at Fifth and Sumach streets as surplus property. With a strong desire to improve her future and the right support system in place, Cassie quickly began taking meaningful steps toward achieving both objectives. Soon after making contact with MSC, Cassie met with a case manager and received a comprehensive orientation to MSC’s Employment program and its available support services. During that meeting, her intake was completed, and together they developed an individual employment plan focused on education and career advancement. Recognizing that obtaining a high school diploma would strengthen her employment opportunities, MSC immediately explored local adult education options. After researching programs offered through local community colleges, Cassie was enrolled in an adult High School+ completion program. With determination and consistent attendance, she successfully participated in in-person classes and earned her high school diploma in July 2026. Throughout her educational journey, MSC provided supportive services to help remove barriers to success, including assistance with school supplies and gas vouchers to help her attend classes. Clark County Community Services is working hard to meet this promise by funding the programs and services needed by low-income households and making sure the administration of the funded programs is responsive, efficient and effective. The effectiveness of these programs is increased by valuing every person served and is accomplished most efficiently by programs treating everyone they serve with dignity and respect. Last year, in partnership with several nonprofit agencies, Community Services helped more than 10,000 people meet their basic needs. Here are a few examples of work being done in our community: • Council for the Homeless’ Housing Solutions Center (HSC) assessed over 2,000 households for housing programs such as prevention assistance, rapid rehousing, tenant-based rental assistance, and permanent supportive housing in FY2025. The HSC also provided diversion services for households experiencing homelessness or who were unstably housed. The Backpack Program provides at least 25,500 food bags for students to take home during the school year through partnership with 83 schools from 8 school districts. The Fresh Food Pantries is an expansion of the Backpack program, providing students and their families access to 16 school-based food pantry sites. The Summer Meals program provides over 12,000 free lunches to students during the summer months at 20 open meal sites. The Hot Meals program provides three meals per day at the Share House shelter and serves 95,000 meals per year. This September, the outside funding that’s supported this program is set to run out entirely, and without help, we won’t be able to keep providing diapers at all. Your gift helps close that gap before it opens. Diapers are one of the most requested and hardest to access, basic needs among the families we serve. They aren’t covered by SNAP or WIC, and many families face real barriers just getting to a diaper bank: no transportation, multiple young children to bring along, and limited stock once they arrive. The shelf is empty. The need isn’t. Real needs, real families Finding a Way Fadumo Gutale, one of our staff members, remembers the day a home visitor called her with an urgent problem: a family she worked with was completely out of diapers. Fadumo started reaching out to everyone she could think of, hoping someone had diapers to donate. No one did. Rather than give up, Fadumo reached out to our supply team, who found a way to place an emergency order. The work reflected in this report has not come without challenge. Needs across our region continue to grow in both scale and complexity, requiring difficult decisions and sustained focus. Through it all, we've remained grounded in our purpose, continuing to show up for the individuals and families who rely on us every day. In 2025, we expanded both our reach and impact. More than 38,000 community members accessed services, millions of dollars were distributed to keep households warm and housed, and thousands of support services helped stabilize families. These numbers matter, but they represent something deeper: stronger connections, increased access, and a community moving forward together. This year has also been about building toward something more durable. We're shifting from responding to immediate needs to helping design systems that are community-rooted, coordinated, and built to last. From the continued evolution of our Monarch program to the strength of our partnerships and our integrated service model, we're working to ensure support is accessible in the ways our communities actually need. Families enjoyed an afternoon of fun, school readiness and connections to community resources. Children enjoyed activities including cotton candy, games, face painting and haircuts, while families received backpacks and school supplies and connected with organizations offering support throughout the school year and beyond. Thanks to the incredible efforts of our staff, volunteers, community partners and sponsors, we were able to: * Distribute more than 750 backpacks filled with school supplies * Provide hundreds of free children’s haircuts. * Serve more than 1,000 meals. * Welcome more than 2,000 people But the numbers only tell part of the story. Since the Carlton Complex Fire, their focus has shifted to include the risks of wildfire smoke during the summer. Raleigh Bowden, a physician and the founder of Clean Air Methow, has observed that amidst increasing smoke levels, not many people have been wearing masks. “I’ve noticed that the smoke level is in the unhealthy or very unhealthy range in the last five days,” she said in an interview last week. “And the best thing people can do right now is to wear masks. And I’m noticing that almost nobody is wearing one.” She believes that not many people know the true risks of smoke exposure. Her main concern is for those exercising, spending prolonged periods outdoors, or living in homes without air filters. “People run, jog down the county road or ride their bikes with no mask when the [Air Quality Index] smoke level is 300 to 400,” Bowden said. “Unhealthy” and “very unhealthy” are references to the Air Quality Index or AQI, which categorizes air quality based on health risk. An “unhealthy” air quality is one with an AQI between 151 and 200. This is when the general public begins to become vulnerable to lengthy exposures to the air. His father had just died, leaving him on his own, and he was scrambling to support himself. When he turned 21, he feared he was missing his chance to get a degree entirely and he enrolled at Highline College in Des Moines. But he still had to work overnight to afford the rent for the two-bedroom apartment in Renton he shared with six older men and he was struggling with so little sleep. Looking back, he doubts he could have finished. Then, an innovative housing program at the community college changed everything. Since 2020, Highline College has paired students facing homelessness with housing vouchers provided by the King County Housing Authority, covering their rent for up to four and a half years or until six months after they graduate. There are 34 community colleges and 37 housing authorities in Washington alone, yet Highline’s is the only program of its kind in the country, experts said. Fifty students have obtained two- or four-year degrees or certificates in the program’s first five years. Highline staff argue the results so far show the program is worth the investment. Community colleges — which serve a broad range of people, including high school students and single parents — can be an affordable path for many to get better jobs. But their students are more likely to struggle with housing. A recent study found 14% of Washington community college students were homeless. At Highline College, it’s 18%. These students can be especially at risk of dropping out. But Saido Alinur, who oversees the program at Highline, said the housing assistance encourages them to finish.
