The motion carried. New Business: 1. New member, Steven Richmond: Chair Taylor noted the appointment of Member Richmond by the Board of County Commissioners and welcomed him to the Civil Service Commission. 2. New Secretary, Chelsea Pronovost: Secretary Pronovost was welcomed by the Commission. Chief Examiner Melançon noted that she would be assisting with clerking Civil Service Commission meetings and administering Sergeant examinations. 3. Patrol Sergeant and Corrections Sergeant Promotional Examinations: Chief Examiner Melançon notified the Commission of the intent to hold Sergeant promotional examinations on August 8, 2026, with a possible backup date of August 15, 2026. The examinations were proposed after no candidates successfully passed the May 23, 2026, examination process and Sergeant vacancies remain. Discussion followed, during which it was clarified that the examinations would be promotional and limited to internal candidates, and that both the Patrol Sergeant and Corrections Sergeant examinations would be administered on the same day. The Commission discussed the examination process. Chief Examiner Melançon stated that the Patrol Sergeant examination would consist of the same or similar questions used during the previous examination cycle and suggested offering a test preparation session prior to the examination. Additional discussion addressed the process to be followed if multiple candidates qualify for a single Sergeant vacancy. Member Richmond explained that the top three candidates 2 would advance to the next phase of the selection process. Member McCauley moved to approve the promotional Sergeant examination process and proposed examination dates. Member Richmond seconded the motion. The motion carried unanimously. Old Business: 1. Continuation of discussion regarding the lowered minimum age for Corrections Deputies from 21 to 18: Chief Examiner Melançon reported that, although the Prosecuting Attorney’s Office had been notified of the proposed change, no response had been received. To implement the change, Chief Examiner Melançon will work on updating the Corrections Deputy job description and coordinate with the union regarding the temporary nature of the modification. Member Richmond suggested consulting with the Risk Pool to determine whether the change would impact insurance coverage and exploring whether additional questions could be incorporated into the psychological evaluation process to assess candidate maturity. Chief Examiner Melançon stated that she would forward those suggestions to the Sheriff. Member McCauley noted that, even if hired at age 18, a Corrections Deputy would likely be closer to age 19 before independently performing job duties. Closing Remarks: Commission members once again welcomed Member Richmond to the Commission. Member Richmond stated that he hopes to attend the next meeting in person. Notice of Adjournment: Chair Taylor adjourned the meeting at 2:20 p.m. until the next regular meeting scheduled for July 28, 2026. _____________________________________ Dan Taylor, Chair Jefferson County Civil Service Commission ATTEST: _____________________________________ Mark McCauley, Member _____________________________________ Steven Richmond, Member
