Jefferson County TPN 976800016. Dear Mr. McGinty and Others Concerned, On May 13, 2014, Trent Adams, EIT, of NTI conducted a partial inspection of the installed drainage facilities. At that time, field modification of the proposed system was requested to increase the space available for vehicular turning to and from the garage. We recommended that the vegetated swale be moved to the east, along the northside of the residence. While on-site, the catch basins and downspout connections were inspected and found to be installed as designed, with a few minor revisions due to changes in final downspout locations. A follow-up inspection was performed on August 7, 2014 to inspect the constructed vegetated swale and tightline pipe outfall at the beach. The vegetated swale was constructed along the northside of the home in the location recommended by NTI. At that time, the swale had not been seeded to establish vegetation yet. The tightline pipe and outfall to the beach were partially completed, with only anchoring of the outfall pipe to the rock face of the bluff not yet completed. The building contractor was advised of the remaining work needed to complete the stormwater system installation for final approval. In late September of 2014, we received site photographs of the completed work. Based on our multiple field inspections and site photographs of the stormwater system, it is in our opinion that the facilities installed are consistent with the intent of the approved stormwater plan prepared by NTI. w I am including photographs of the drainage facilities. Please feel free to contact the undersigned engineers if you have any questions or need additional assistance. Located within the Southwest quarter of Section 29, Township 29N, Range 1 E, W.M., Jefferson County, WA. As part of this analysis, an on- site stormwater tightline system has been designed and a temporary erosion and sediment control plan has been prepared for the construction of a private single-family residence, garage, and driveway extension. II. DESCRIPTION OF SITE The new home site is to be located on parcel 976800016 at 110 North Bay Way, approximately 10 miles northwest of Port Ludlow, Washington. Access to the site is directly from North Bay Way, which runs along the southwest property line. Directly southwest of the parcel, across North Bay Way lies parcel 976800046. A restrictive covenant will join both parcels to meet minimum land area requirements for an onsite sewage system. Parcel 976800046 is undeveloped with dense vegetation coverage consisting primarily of trees and small shrubs. Parcel 976800016 is developed with an existing home, garage, shed, gravel driveway, and a concrete parking pad. The uppermost 1/2 of this parcel is moderately vegetated in trees with few shrubs. The lowermost 1/2 of the parcel is vegetated in open lawn with few trees and shrubs. An —18 foot high bank lies near the northeastern property line adjacent to the shoreline of Oak Bay. A geotechnical report dated March 4, 2013 prepared by NTI determined that the site soils are unsuitable for infiltration and recommended a tightline to the shoreline. III. METHODOLOGY The proposed drainage system will be based upon Jefferson County standards and the Department of Ecology (DOE) February 2005 Stormwater Management Manual for Western Washington. The total proposed new impervious surface area is 4,776 SF and the existing impervious area is 7,174 SF. The existing 1,596 SF home will be deconstructed and replaced with the new home. Existing development is less than 35% of the total site area. Land disturbing activity is less than 7,000 SF. Referring to Figure 2.2 of the DOE manual, this project is considered New Development and classified as a "medium" sized project. Minimum requirements #1 through #5 of the DOE manual apply to medium sized projects. Due to the size of the project and its proximity to the Oak Bay shoreline of Jefferson County, minimum requirements #1 through #5 will be addressed as follows: Minimum Requirement #1 Preparation of Stormwater Site Plan • A complete site plan has been included in the appendix of this report. 1 Minimum Requirement#2 Construction Stormwater Pollution Prevention (SWPP) • The SWPPP includes twelve elements. Each element will be addressed separately as follows: Element #1 Mark Clearing Limits • A note has been provided on the SWPPP requiring setback lines and buffer to be marked prior to clearing activities. Element #2 Establish Construction Access • The construction access to the site will be the existing gravel driveway from Oak Bay Road. Element #3 Control Flow Rates • All runoff from new impervious surfaces will be conveyed via tightline to the dispersion outfall at the shoreline to prevent erosion of neighboring properties and the bluff. Flow control is not required for this medium sized project. Element #4 Install Sediment Controls • To minimize erosion during construction, straw wattles or silt fencing will be installed, see plan for location and details. Element #5 Stabilize Soils • To minimize the soil erosion forces of raindrop impact, flowing water, and wind erosion during construction, the contractor will follow the exposed and unworked soil schedule set by DOE for all soils on site. This project is recommended to occur during the driest season. From May 1 to September 30, no soils shall remain exposed and unworked for more than 7 days. Element #6 Protect Slopes • The steep northeastern bluff will be protected by the buffer setback and erosion control facilities. Cut slopes at the site will be protected by installing straw wattles or silt fencing to prevent erosion of disturbed areas Element #7 Stabilize Soils • There are no inlets existing that will require protection. Element #8 Stabilize Channels and Outlets • There are no inlets existing that will require protection. Element #9 Control Pollutants • All chemicals, liquid products, petroleum products and non-inert wastes present on site shall be covered, contained and protected from vandalism and handled in a manner to minimize contamination of stormwater. 2 • To minimize pollutants generated by heavy equipment and vehicles, all maintenance and repairs shall be conducted using spill prevention measures such as drip pans. Element #10 Control De-watering • The underlying soils are poorly permeable, with seasonal high groundwater tables ranging from 18" to 36". Construction is recommended during the dry season to minimize the need for dewatering. If dewatering is necessary it shall be done in compliance with the 2005 DOE manual. Element #11 Maintain BMP's (Best Management Practices) • It is the contractor's responsibility to maintain the temporary erosion and sediment control measures and to install the permanent erosion and sediment control measures set forth in this report and plan. • After construction is complete, maintenance of permanent erosion and sediment control measures are the owner's responsibility. • All temporary erosion and sediment control measures shall be removed within 30 days after final site stabilization is achieved or as needed if longer. Element #12 Manage the Project • Management of this project can best be conducted in accordance with DOE if the guidelines set forth in this report and plan are followed to ensure that the long term goals of environmental protection and site stability are achieved. Minimum Requirement#3 Source Control of Pollution • To minimize pollutants generated by heavy equipment and vehicles, all maintenance and repairs shall be conducted using spill prevention measures such as drip pans. • Source control of pollutants during construction can be maintained on this job by implementing the temporary erosion and sediment control measures set forth. • Long-term source control of pollution is the responsibility of the property owner and includes all categories of household and yard chemicals and pollutants. Minimum Requirement #4 Preservation of Natural Drainage Systems and Outfalls • The natural drainage route on the site is dispersion/infiltration and sheet flow towards the northeast bluff and shoreline. Dispersing stormwater from the new impervious surfaces towards the bluff is not recommended. A tightline drainage pipe is proposed to convey runoff past the bluff to prevent creation of new drainage patterns nor cause erosion of the bluff. 3 Minimum Requirement #5 On-site Stormwater Management • The poor infiltration rate of the underlying soil, shallow depth to a seasonal high groundwater table, and site topography make it impractical to manage stormwater with infiltration facilities. A tightline drainage pipe is proposed to manage stormwater runoff at the site. • Roof downspouts will be directed to an underground network of non-perforated underdrain piping which will collect stormwater to catch basins and ultimately convey runoff through a tightline to the outfall at the Oak Bay shoreline. • The outfall consists of a perforated pipe which will disperse runoff across the dense native bedrock as sheet flow to prevent erosion of the bluff and shoreline. • Foundation drains of the new residence and garage will drain to the catch basins to prevent excess groundwater from coming into contact with the foundation. • Runoff from the new driveway extension will be dispersed to a vegetated swale with a perforated underdrain below to convey runoff to the tightline piping system. • Routine observation and maintenance by the owner is highly recommended and necessary to maintain a functioning drainage system on site. A functioning drainage system should collect all runoff from impervious surfaces and convey stormwater to the outfall at the shoreline without causing erosion onsite or downstream. IV. CONCLUSIONS Prior to breaking ground the temporary erosion control measures set forth in this report and plan shall be installed on site to minimize erosion and control sediment discharge during construction activities. These measures include a straw wattle and standard soil stabilization BMP's. During construction temporary erosion control measures should be inspected regularly and repaired as necessary. Once the site is developed and stabilized, these BMPs can be removed. 4 V. LIMITATIONS This report has been prepared for the exclusive use of Jeffrey McGinty for their proposed construction of a private home. The recommendations in the report apply only to the property that was examined and they are not applicable to other locations. The investigation and recommendations contained in this report are based upon site condi- tions as they existed at the time of our site inspections. During construction, if subsurface or other conditions are discovered that are significantly different from those described in the report, NTI should be advised at once so that we can review the conditions and reconsider our recommendations, where necessary. Unanticipated soil conditions are commonly encountered on construction sites, especially when the topography has been altered years ago. Such unexpected conditions frequently require that additional expenditures be made to attain a properly constructed project. We recommend that a contingency be established in the project budget and schedule to cover unexpected conditions. Within the limitations of scope, schedule and budget, our services have been executed in accordance with generally accepted professional engineering principles and practice. This warranty is in lieu of all others, either expressed or implied. Sincerely, W/4S NTI ENGINEERING & SURVEYING ,JaFias N 02 3 9 4910 ffoiFGISTEPSON5 i 1 /4 Trent Adams, EIT Justin C.
