Present: Commissioner Greg Brotherton - Facilitator, Julia Cochrane - scribe, Trevor Breland - Bayside Emergency Shelter Manager, Anya Callahan - Harm Reduction for the Health Dept.,
Renata Munfrada - City of PT, Keppi Keplinger - County Emergency Management, Peggy Webster - Olycap Projects manager, David E., Bill Volmut - Bayside, Cameron Jones - Well Organized.
Trevor Breland - Bayside Emergency Shelter looking for staff during the graveyard shift. Looking for volunteer monitors from 4 - 8 PM. The shelter is full.
Peggy Webster - Caswell Brown 3 - secured an architect, Richard Berg, to stamp L&I drawings. This may cause delays. Haines St Cottages are an emergency shelter for people embracing sobriety.
7 are occupied and useful. Believe in Recovery, Discovery Behavioral Health and Youth Drug Court are collaborators. The Peninsula Housing Authority has hired a case manager to help
people maintain their housing if there are lease violations. Olycap is looking forward to using this service.
Meeting Notes - these are widely distributed and a public record. The notes will be sent to the Shelter Coalition email address and Greg Brotherton for comments and corrections. Send
those to Greg by Friday. Corrections will be acknowledged. Then they will be widely distributed.
Supported Encampments - Greg - an encampment that does not go through a permitting process. We can’t afford more permitted encampments. Waivers - has not been vetted through the county
legal team.
Apple - many properties and maps were reviewed, but no firm outcome. Statement: that the county has some interest in being part of the solution. Code issues. Permits. Placement. Neighbors.
Surrounding agencies that will support. Who is going to take the lead - how do we get to yes! A supported encampment is actually critical. Developing a one page memo that states the
case and inquires what are we missing in this. Greg would be willing to try and draft a memo. And understand what we learned. Greg may know a site. Peggy asks about multiple sites.
Anya brings up Matt Ready’s land, need to put the City Emergency Ordinance back in place. There is a piece of land on Umatilla that is City Owned. Apple brings up the potential for
some land near the Sheriff’s office - up the hill. If we are looking at the county, there also needs to be one in the City. Peggy - what about Cherry St. (A YIMBY petition going). Looking
at what the county needs to address in their code to mediate their risk - maybe this memo first
needs to go past a prosecutor. Apple - code change is a long process and affects many departments. We are all here as advocates to find answers. Apple might be willing to do a draft
memo - affirmative of this concept. It is incumbent for the city and the county to get behind this, or not. Code change - county - alliance with the city, and then the prosecuting attorney,
Apple is willing to be part of it. The Health Dept. is not a housing or homeless population - she wishes we have a human services department that would house homelessness, veterans,
mental health, etc. Greg thinks this makes sense. Once we get a memo it would be sent to the Housing Fund Board. Apple is willing to walk alongside Greg in this process.
Cameron - would be happy to contribute to the memo.
After encampment removal - after action for internal county leadership - will happen soon.
Renata - looking at stock plans - preapproved building plans for houses and multifamily - modular builders looking at precut kits for these plans. Poulsbo is doing this - connected to
GIS and AI automates the site plan according to the applicable codes. Super streamlined, pending some funding from HUD.
