Response to Commissioner questions about Continuum of Care Lead decision for 2027-2029 biennium (Fiscal year 2027-28 through Fiscal year 2029-30)

How have the last 2-3 rounds of Consolidated Homeless Grant funding been working for your organization? What has “worked” about it, and what has not? Please be as objective as possible,
sharing facts more than opinions.
Dove House received funding from the this round of funds. Fiscal year 25-26 (year 1 of this round) we sub granted with OlyCap on two funding sources
A. homeless Prevention fund 99k The prevention funding allowed us to keep several communities members in their homes. This is also a fund that requires a lot of paperwork it is
very limited funds use and slow reimbursement. Not sure this is the best fund for Dove House. This fund did allow us to help cover a staff that is doing the housing risk assessment
and put folks into the HMIS system .
Facility support 25k this was very helpful with the rising cost of maintain shelters. Slow reimbursement
This fiscal year 26-27 (year 2 of this round) we received 45k from CHG funds with more flexibility we are using most of this to support staff helping folks fill out the housing risk
assessment. Housing application,
Regarding what has not worked: what new structures or processes would you recommend to make the funding process work better for the people you serve?
Lack of understanding all of the funds in the CHG grant and the community of housing providers having some say in what funds go to which agency , making sure the funds fit for that agency.
Clear understanding of the time line for the funds. ( Dove House had an understanding that the funds we received in the first year would be the same as what we received in the second
year of this round. ) communication in an timely manner , not knowing the dollar amounts to put into budgets.
Based on what you believe would best serve people, would you suggest that the county take on any portion of the Continuum of Care Lead role (see attached presentation for details)? If
yes, please be as specific as possible about what role(s) you think the county should play, and/or whether you think any or all CoC Lead responsibilities should still be contracted
out to providers in the community.
Without more knowledge I cannot say if having the county take on this fund or letting others bid on this fund or leaving it to OlyCap with some changes happening take on the CoC
is in the best interest of Jefferson County. More knowledge needs to be shared on what this would look like. Right now there are agencies that receive more support from the county
than others and I can see this becoming a problem with this funds if the county takes it over , as well as when one agency has total control. More transparency on where the funds went
and how that decision was made could be helpful , conversions with all housing providers to fill the gaps some protocols on how to share information so we do not have to do the work
others have already done. Example if you are supporting a client that lives in a partners housing and you have all the needed information being willing to share that not making the
client go recreate that information. This creates more work for both the client and the staff.
Limiting or having agreements on time lines for CHG funds Example a person moves into a housing with the knowledge that the provider will be asking for full rent from CHG for a full
year , this quickly spends out the funds and limits how many can access the funds.
Are there any parts of those CoC Lead responsibilities that your organization would like to consider taking on .
Not sure how to answer this as it depends on what the lead would be asked and willing to fund.
I have reached out to other victim providers and am waiting to see how they use the funds and what part of the CHG is helpful and how they work together in this completed funding system.
