2027 Rural Arterial Program (RAP) Grant Application - 090826
Department of Public Works O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Josh Peters, County Administrator From: Eric Kuzma, Public Works Director Agenda Date: September 8, 2026 Subject: 2027 Rural Arterial Program (RAP) Grant Applications Statement of Issue: Authorize the Chair of the Board to e-sign two (2) RAP grant applications. Analysis / Strategic Goals / Pros Et Cons: Every two years, the County Road Administration Board (CRAB) authorizes a grant call for the Rural Arterial Program (RAP) which can be used to improve major and minor rural collectors (outside of the federally designated urban areas). Public Works has prepared two applications, one each for: • Little Quilcene Bridge Replacement (match for federal bridge funds) • Paradise Bay Road Asphalt Overlay MP 1.52 (Teal Lake) to MP 3.74 (Andy Cooper) - funded at 90% RAP, 10% County. These are project #4 and #34 on the current (2026-2031) 6-Year Transportation Improvement Program (TIP). The County's "local significance" points have been assigned to the Paradise Bay Road project. The Little Quilcene Bridge Replacement project was recently awarded construction funding at 100% and is unlikely to need additional RAP funds at this point. Fiscal Impact / Cost-Benefit Analysis: These projects are included in the current 2026-2031 TIP. The estimated cost of the Paradise Bay Road project is $3,176,000 and requires a 10% County match ($317,600) which would come from the Transportation Benefit District revenue. The RAP grant for the Little Quilcene Bridge project was intended to cover the non-federal match component for this $8 million construction project, thereby eliminating the need for County funds. At this time, however, it appears likely that the bridge project will now be funded at 100% federal anyway. Recommendation: Authorize the Chair of the Board to e-sign the two grant applications when they are forwarded by CRAB. Example hard copies are attached. (Proposed structural section details may change based on final design.) Approximately 1 inch of flushed/bleeding pavement surface will be milled off. A 2-inch HMA overlay will be applied. Shoulders will be widened by placing structural fill and crushed surfacing base course and then paving 2 inches of HMA surfacing. Horizontal Alignment: No curve re-alignment is proposed. Vertical Alignment: No vertical re-alignment proposed. Width: Current paved roadway width averages 22 feet with minimal paved shoulder. The proposed roadway will have two 11-foot lanes with 2-to-4-foot paved shoulders depending on the amount of earthwork required. The road is a popular bike route and would benefit from widened shoulders which would also improve vehicle safety. The road surface exhibits bleeding/flushing and minor rutting which needs to be addressed. (Proposed structural section details may change based on final design.) Replacement of a 1955 era, 64-foot-long bridge with structural deficiencies. The bridge is currently load posted for certain loads/axle configurations and the bridge suffers from scour issues because the span is too short. In addition, the bridge does not provide adequate vertical clearance for debris passage. The new bridge will be 128' in length and 34 feet wide with increased clearance. This project is already funded through the federal bridge replacement program, and this RATA request is for the match for the construction phase only. PE is nearing completion. RW and permitting are underway. Horizontal Alignment: There are no deficiencies in the current alignment. Vertical Alignment: The bridge deck will be approximately 30 inches higher than the existing bridge to meet 100-year flood flow clearance requirements. The vertical alignment will meet all sight distance standards for the design speed. Width: The new bridge will be 34-feet in width, significantly wider than the old bridge which is 24 feet in width. This project is already mostly funded by the federal bridge program and PS&E is 90% complete. Bridge geometry has been approved by WSDOT Highways and Local Programs. The bridge is load posted for certain trucks. Also, the bridge span is too short, and the approaches continue to suffer from scour issues. At high river flows, debris has caught on the girders as well. There are no shoulders on this bridge either, and the route is frequently used by bicycles.
