Holly,
I appreciate you sharing this information it is great that change is being made and the work to get data correctly to commerce.
I want to talk from Dove House view as you included us all in this email and I know that silence is taken as agreement. I do not see the HFB looking to add mistrust in the community
but hold some accountability to those receiving the funds they disbursed. This has been a struggle in our community for many years. I appreciate the county bringing forward the conversion
on the CHG funds as the best way to serve our community and talk about what is working and what is not has to be a part of that conversion . Hard conversions are how change happens,
and to often these are in private meetings/ one on one with no one understanding or having a space to give other views. I appreciate the conversion being in a bigger group . I know
we are all going to meet and continue the conversation, I hope we can do so without attacking those pushing us to try new ideas and change. We need to look outside the way we have
been doing things if this fund is not made for a small rural community then how do we adapt to make the most use of these CHG dollars. Is it time for the county to administer the funds
is a question that needs to be asked? At the end it really is how can we as a community work to keep folks in housing.

Hello, all - I am attaching the results of our CHG monitoring from Commerce received yesterday. You will note that we are found in full compliance in all areas - there is a note about
some data entry that is missing, this was a Commerce error In the data collection system which they are correcting. It was not our error. Please join me in congratulating Viola and
our hard working Housing team and partners. I am very proud of them.
Heather - this is why I am so bewildered about the HFBs dissatisfaction of our CHG service provision - when you say "it's not working" I believe that is less a matter of OCAP's execution
of the contract and more a matter of the contract not being a good fit for a rural community - because our program is what CHG full compliance looks like. This is not to say that there
could not be positive change that is more inclusive of all partners, there certainly can. What is missing, in my opinion, is a cooperative relationship between the lead agency and county/HFB
- it feels like HFB is working really hard to assert control over the work when a) it's not their role and b) it is not a cooperative approach, it is divisive and perpetuates/validates
unfounded mistrust and had undermined our efforts to develop an inclusive community response.

Hello CHG Lead Grantee,
Commerce has completed your community’s CHG Performance Monitoring for State Fiscal Year 2026 (July 2025-June 2026). Based on our review of your community’s performance, your community
is in compliance with all performance requirements.
This means that, where there is enough data to make a determination, your community:
1. Has met or has shown improvement on all general performance targets (or is within a statistically acceptable range of each target), and
2. Does not demonstrate significant racial disparities on any of the performance measures.

Please see the attached “CHG Performance Monitoring Results” to review your results more thoroughly and share with your subgrantees. While your community is in compliance with performance
requirements, the results provide useful information to help your community continue to strengthen or maintain performance.
