Public Comment: No comments were received. Approval of Minutes: Member McCauley moved to approve the minutes of the June 23, 2026, regular meeting as presented. Member Richmond seconded the motion. The motion carried. New Business: 1. Results of Sergeant Promotional Examinations: Member Richmond and Secretary Pronovost gave an overview of the Sergeant Promotional Examinations. It was explained that six (6) candidates took the examinations – two (2) from Corrections and four (4) from Patrol – and one candidate from each group qualified on both the written examination and Oral Board. The Commission was surprised by these results and questioned whether the examinations were too difficult. It was reported by Member Richmond and Secretary Pronovost that the examinations for each category were multiple choice and were developed using the Jefferson County Sheriff’s Customer and Operations Policy documents, respectively, as well as the Jefferson County Personnel Manual. Member Richmond also reported that most candidates had a strong grasp of the Sergeant position duties and responsibilities that pertained to procedures and protocols performing their Law Enforcement tasks, but lacked knowledge regarding personnel administration and leadership responsibilities. Secretary Pronovost reported that historical examples of the examinations were not multiple choice but instead required candidates to answer the questions in written form, which is generally considered more difficult. Secretary Pronovost explained that the Sergeant Eligibility Lists would need to be adopted by the Commission in order to move on to the next steps in the promotional process. Action: Member Richmond moved to approve the Sergeant of Corrections and Patrol Eligibility Lists. Member McCauley seconded the motion. The motion carried. 2 Additional discussion was held regarding holding additional Sergeant Promotional Examinations before the end of the year. Member Richmond noted that the Civil Service Commission rules require maintaining an eligibility list for each division, so it would behoove the Commission to hold another round of examinations. 2.CSC Budget: Secretary Pronovost reported that the Civil Service Commission Budget will be briefly discussed during the County Budget Hearing process and invited members of the CSC to watch or provide any verbal support they may have for the budget request. Chair Taylor asked what that might entail, and it was explained that members of Boards and Commissions will at times voice their support for the budget request or make public comments regarding the importance of certain expenditures. It was shared that one of the larger expenditures for the CSC budget is Public Safety Testing (PST), which administers entry-level testing and shares candidates who have qualified with the County. There are additional expenditure lines for advertising, postage, and operating supplies. Budget Workshops will be held October 12-15, and the 2027 Budget Hearing will be held December 7, 2026. Old Business: None Closing Remarks: A question regarding remaining incentive programs for the Sheriff’s Office was raised. Member McCauley inquired whether hiring bonuses and retention pay/incentives were still available. Secretary Pronovost indicated that she was unsure due to her recent addition to the Human Resources team and Civil Service Commission but would find out and report back. Member McCauley announced that he will not be able to attend the next meeting. Notice of Adjournment: Chair Taylor adjourned the meeting at 2:12 p.m. until the next regular meeting, scheduled for September 22, 2026. _____________________________________ Dan Taylor, Chair Jefferson County Civil Service Commission ATTEST: _____________________________________ Mark McCauley, Member _____________________________________ Steven Richmond, Member
