Statement of Issue: Change Order No. 5 with Seton Construction for the Olympic Discovery
Trait- Anderson Lake Connection Project, County Project No. 18019893.
Analysis/Strategic Goals/Pro's Et Con's: This project is for construction of a new
approximately 3.2 mile-long segment of the Olympic Discovery Trail between Milo Curry Road
and Anderson Lake State Park. Change Order No. 5 changes the original contract due to
revisions to the crossing at State Route 20 (SR-20). These revisions are to the crosswalk signal
lights, associated culvert, and temporary traffic control during construction.
Fiscal Impact/Cost Benefit Analysis: This change order will increase the current contract
amount by $43,252.50 from $4,673,475.31 to $4,716,727.81 (includes 9.5% WSST on `Group 2'
items). The construction portion of this project is funded with WA State Recreation and
Conservation Office WA Wildlife and Recreation Program- Trails grant (WWRP) and Federal
Highway Administration Surface Transportation Block Grant (STBG). The portion of the trail
running along Jefferson Transit's Four Corners Road frontage was funded by Transit. There
are sufficient grant funds to cover this Change Order amount.
Recommendation: Public Works recommends that the Board execute two originals of Change
Order No. 5 with Seton Construction and return one original to Public Works for further
processing.
