MINUTES
Jefferson County Board of County Commissioners
Emergency Meeting — August 27, 2026, 3:35 p.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA (Hybrid)
CALL TO ORDER: Chair Greg Brotherton and Commissioner Heather Dudley-Nollette
participated in the meeting. Commissioner Heidi Eisenhour was absent. Chair Brotherton called the
meeting to order at 3:35 p.m.
Department of Emergency Management(DEM) Director Willie Bence was present to provide a briefing
on the recent brush fires, and the reason for calling the Emergency Meeting. He explained that two brush
fires started near SR 104 and Rocktogo Road. The southern fire was largely contained, while the
northern Horseshoe Fire had grown to about five acres and was still moving north. Crews had stopped
its westward spread toward Beaver valley. Multiple fire agencies and DNR resources, including aircraft
and a Type 4 Incident Management Team (IMT) were responding, and the County EOC was activated at
a monitoring level to support responders as needed. There were no evacuation orders, but SR 104 was
expected to remain closed for an extended period.
The Commissioners reviewed a draft resolution regarding declaration of emergency. Commissioner
Dudley-Nollette noted some formatting and scrivener errors. Clerk of the Board Carolyn Gallaway
stated that she will correct those issues. Commissioner Dudley-Nollette moved to approve
RESOLUTION NO. 43-0827-26R re: Declaration of Emergency Horseshoe Fire. Chair Brotherton
seconded the motion. The motion carried.
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 3:42 p.m.
until the next regular meeting or special meeting as properly noticed.
