Scope of Work
Little Quilcene River Bridge Replacement:
Abutment Redesign & Retaining Wall Adjustment
OBJECTIVE
The objective of this supplement is to provide the professional services necessary to provide revised abutment
and retaining wall designs for the replacement of the Little Quilcene River Bridge in Jefferson County.
The abutment design will utilize drilled secant shafts to support the bridge and approach roadway embankment
at both ends of the bridge. The drilled shafts will be designed to withstand the design scour event without the
need for additional scour protection, which will minimize construction impacts on adjacent private properties.
The retaining walls that are planned at the NW and SE quadrants of the bridge will be updated to fit with the
secant shaft abutment design, and the retaining wall at the NW quadrant will be shifted towards the roadway
centerline. The channel grading will be modified at the NW quadrant of the bridge to remain within the existing
County R/W.
The project hydraulic and geotechnical analyses and reports will be updated for the new abutment configuration
and channel grading. The Plans, Specifications, and Cost Estimate will be updated accordingly.
DURATION
The development of the abutment and retaining wall designs, and completion of the associated changes to the
PS&E (90%) are anticipated to require approximately four weeks. Completion of the Final PS&E (100%) is
anticipated to take approximately one week following County review of the 90% PS&E.
SERVICES
The Consultant will perform all services and furnish all materials necessary to accomplish the following work
items:
TASK 1—PROJECT MANAGEMENT (Sargent)
This task includes the additional project management required for the abutment and retaining wall revisions.
TASK 2—GEOTECHNICAL ENGINEERING (Geosyntec Consultants)
This task includes the additional geotechnical analysis necessary to inform the proposed secant shaft foundation
design.
The geotechnical engineering tasks include:
1. Meet with the design team to understand the revised foundation concept, design constraints, and to
collaborate on the details of the revised foundation design. Up to four 1-hour meetings are assumed for
coordination and collaboration related to the secant shaft foundation design.
Little Quilcene River Bridge Replacement
Exhibit B Scope of Work Page 1 of 3
2. Develop recommendations for shaft sizes, shaft overlap, minimum embedment depths along with axial
capacity charts, geotechnical parameters for lateral shaft design (LPILE inputs), and lateral earth
pressure considerations.
3. Complete detailed geotechnical analyses and design for the secant shaft foundation concept in general
accordance with applicable Washington State Department of Transportation (WSDOT) and American
Association of State Highway and Transportation Officials (AASHTO) criteria.
4. Provide geotechnical support for the development of construction specifications for the secant shaft
foundation. Up to 6-hours of support are assumed.
5. Prepare a revised Draft Geotechnical Report containing the results of the supplemental geotechnical
analyses and secant shaft foundation recommendations. The Revised Draft Geotechnical Report will
build on the previously developed Draft Geotechnical Report from 2023 with appropriate updates. After
receiving comments on the Revised Draft Geotechnical Report and resolution of those comments,
prepare a Final Geotechnical Report supporting final design of the project.
Deliverables: Revised Draft and Final Geotechnical Report(PDF electronic file).
TASK 3 - HYDRAULIC ENGINEERING (Watershed Science & Engineering)
This task includes the additional hydraulic engineering services to support the updated bridge abutment design
and channel grading.
The hydraulic design tasks include:
1. Update the project HEC-RAS 2D hydraulic model to reflect the updated bridge design, which will rely on
secant shaft walls to protect the bridge foundations and approach fill, and will remove the currently
proposed riprap countermeasures. Review hydraulic results to note the impacts on 100-year water
surface elevations and channel velocities.
2. Update scour estimates to reflect the updated design. Provide updated maximum scour elevations to
Sargent to support the design depth and extents of the secant pile walls.
3. Revise the design layout for large woody material (LWM) installations to accommodate the redesigned
abutments and surface grading, and to limit scour and erosion risk along the modified west abutment.
WSE will provide updated LWM concept sketches to Sargent for incorporation into the project plan set.
4. Alterations to the channel grading, surface roughness, and configuration of the LWM structures are
expected to produce changes in the design water surface elevations. WSE will work with Sargent to
refine the design to maintain adequate freeboard and to maintain project compliance with no-rise
requirements for work within the regulatory floodway.
5. Update the hydraulic design report to include the final design analysis and recommendations. WSE will
submit a draft of the final report for review. Upon receipt of comments, WSE will prepare a final report.
Deliverable: Updated Draft and Final Hydraulic Report, with WSBIS scour code (PDF electronic file).

TASK 8- PLANS, SPECIFICATION AND ESTIMATE (PS&E)
This task includes the additional engineering services to prepare a revised abutment design utilizing
drilled secant shafts and revised retaining wall layouts. The stream channel grading will also be
updated, and any necessary changes to the LWM will be made. The design calculations, project
quantities, cost estimate, plans, and technical specifications will also be updated to include the new
design elements.
8.4 Plans, Specifications and Estimate (Sargent)
The Consultant will prepare updated structural design, plans, specifications, and cost estimate for the
bridge replacement to include the revised abutment design and retaining wall layouts.
The following tasks will be completed to provide an updated PS&E:
1. Prepare a new abutment layout to utilize drilled secant shafts for support.
2. Prepare the structural design of the abutments per the requirements of the AASHTO LRFD
Bridge Design Specifications and the WSDOT Bridge Design Manual. The drilled shafts will be
designed to withstand the design scour depth without scour protection.
3. Revise the NW and SE retaining wall layouts to conform with the secant shaft abutment
configuration. Shift the location of the NW retaining wall closer to the roadway centerline to
maintain the wall and wall construction activities within the existing R/W, and make associated
changes to the roadway corridor design.
4. Adjust the channel grading design in at the NW bridge corner to remain within the existing
R/W.
5. Prepare plans for the secant shaft abutment design and make associated revisions to the other
plan sheets.
6. Prepare updated specifications for Division 3 thru 9 of the Special Provisions using WSDOT
General Special Provisions to include the new design elements, and to align with the 2026
WSDOT Standard Specifications.
7. Provide an updated Engineer's estimate of quantities, construction costs, and bid items to
include the new design elements, and to align with the 2026 WSDOT Standard Specifications.

Subject: Supplemental Agreement No. 4 with Sargent Engineers, Inc. for Little
Quilcene River Bridge Replacement, County Project No. 18020970,
Federal Aid No. BRS-Q161(010)
Statement of Issue: Supplemental Agreement No. 4 with Sargent Engineers, Inc. of Olympia,
Washington for the Little Quilcene River Bridge Replacement.
Analysis/Strategic Goals/Pro's a Con's: The Little Quilcene River Bridge, located at Center
Road MP 14.62, is classified as structurally deficient and has load restrictions for single unit
trucks. Replacement of this bridge is of high importance because Center Road is Jefferson
County's main north-south route for freight mobility and the travelling public. Public Works
was awarded federal funding for bridge replacement in 2021. Sargent Engineers was hired by
Public Works in 2022 for bridge design, and is currently working on PSEtE and permitting for
the bridge replacement. This supplement provides for re-design of the bridge foundations,
and associated revisions to the Plans, Specifications and Estimate. Public Works determined
that the foundation re-design was the only way to achieve construction funding authorization
in 2026 and preserve 100% federal funding for project construction.
Fiscal Impact/Cost Benefit Analysis: The cost of this supplement is $130,404, which will
increase the maximum amount payable under this agreement from $610,654 to $741,058.
This will be funded at 100% by FHWA.
Recommendation: Public Works recommends that the Board execute the one original of the
Supplemental Agreement with Sargent Engineers, Inc., and return to Public Works.
