Concept Statement "Our proposed gateway sign is designed as both a landmark and a gesture of welcome — rooted in the Olympic Peninsula's natural beauty and cultural heritage. Inspired by the Olympic Peninsula Tourism Master Plan (2024-2029), the sign celebrates the traditions, GCC 1342 EXHIBIT A stories, and environment of the region, offering visitors and residents a meaningful introduction to this extraordinary place. Emerging from the landscape, semblance of the vertical concrete form, (faux Matthews Paint - MP04929 — Amory Semi Gloss), evokes permanence and resilience. It serves as a contemporary nod to local infrastructure and bridge-building traditions, while framing a dynamic window that visually connects to the land beyond. At its center, a painted steel panel depicts native flora— in this case, the red cedar—whose silhouette allows light and shadow to play through, creating a layered and ever-changing experience. Stamped relief along the sides draws from the coastal carving traditions of indigenous communities, referencing the artistry seen in local canoes and throughout nature. Developed collaboratively with consultation of all nine federally recognized tribes of the Olympic Peninsula, tourism and government partners." [4] Materials and Symbolism Each material was selected for its symbolic meaning, durability, and connection to the Olympic Peninsula: • Concrete:Painted aluminum cabinet represents strength, legacy, and permanence, echoing the region's significant bridge-building traditions. • Western Red Cedar:The use of a cut steel panel depicting a cedar tree silhouette honors a keystone species of immense cultural reverence to the Coast Salish peoples, representing storytelling, craft, and resilience. • Copper:The typography paint color references a material historically valued in the region for trade and tradition, symbolizing transformation and enduring connection. Illumination The artwork will feature subtle,ground-mounted uplighting designed to wash the faces of the cabinet, highlighting the welcome message and central art piece. The lighting will be carefully specified and positioned to prevent glare, driver distraction, and light spillage, adhering to all WSDOT and FHWA standards for roadway illumination(5.150 nits). GCC 1342 EXHIBIT A - Materials have Matthews To Match low-sheen,semi gloss finishes to prevent high reflectivity. - The theme is a welcoming gesture rooted in regional heritage, with no potential for negative public reaction. - It does not resemble a traffic control device. - It contains no advertising. • Community Support: Extensive documentation of community and stakeholder support accompanied this project throughout. From our steering committee, consisting of US and Canadian leadership, from two counties(Clallam and Jefferson) and four cities(Port Townsend,Sequim,Port Angeles and Forks),and all nine federally recognized tribes around the Olympic Peninsula. The project is a direct result of community planning and has been guided by a diverse steering committee with broad stakeholder updates offered at regular milestones throughout the design process. • Safety and Security:The artwork is located in the center of a roundabout, inaccessible to pedestrians, and without constructed access via supplied catwalk or ladder, and it does not create an attractive nuisance. Its placement preserves all required sightlines for motorists, and its presence is intended to improve safety by calming traffic. • Maintenance Access:A interlocal maintenance agreement will be created between Jefferson Co.and WSDOT,establishing safe access by authorized personnel without requiring lane closures under normal conditions. 8.0 Maintenance, Inspection, and Lifecycle Plan • Jefferson County,as the owner, assumes full responsibility for the long-term care of the artwork, per the terms of the Public Art Permit and all subsequent lnterlocal Agreement(s). • Responsible Agency:Jefferson County Public Works. • Routine Maintenance:The County will perform routine cleaning and inspection to ensure the artwork maintains structural integrity and aesthetic quality. GCC 1342 EXHIBIT A • Inspection:In addition to the County's inspections,WSDOT may inspect the artwork as part of its standard procedures.Jefferson County will be responsible for addressing any issues identified by WSDOT within 90 days of notification. • Vandalism and Repair:Through internal inspection and response to external notification a plan is in place for prompt graffiti removal and repair of any damage. • Liability and Insurance:Jefferson County will indemnify WSDOT from all liability and will maintain a general liability insurance policy naming the State of Washington and WSDOT as additional insureds, per the terms of the Public Art Permit and a future Interlocal Maintenance Agreement. • Removal or Relocation:Should future roadway modifications require the artwork's removal,Jefferson County will bear all costs associated with its removal, storage,or relocation. 9.0 References [1] State of Washington Tourism.(2024).Tourism Regeneration Grant Final Submittal: Olympic Peninsula Welcome Signage.Olympic Peninsula Visitors Bureau.>link [2]Washington State Department of Transportation.(2024,September).Design Manual M 22-01.23, Chapter 950:Public Art.>link [3]Olympic Peninsula Tourism Commission.(2024).Olympic Peninsula Tourism Master Plan 2024-2029.>link [4] sky design&CREO Industrial Arts. County Administrator From Judy Shepherd, Finance Director Date 4/29/2026 Subject: SR 104 Monument There are concerns regarding both replacement coverage for the planned State Route 104 public artwork, to be positioned within the roundabout at the Jefferson County end of the Hood Canal Bridge in the event the monument sustains damage, as well as assignment of financial responsibility for future operation, maintenance, and inspection costs The County's 'insurance' coverage will cover the artwork for damage once construction is complete The artwork has been added to our property insurance through the Washington Counties Risk Pool for which there is currently a $5.000 deductible for replacement due to loss Any damages less than $5,000 will be required to be covered by the County The County will also be required to sign an Interlocal Maintenance Agreement with WSDOT accepting operation, maintenance. and inspection responsibility. and as such perform these duties. The County is proposing that the Lodging Tax Fund cover the expense of the Risk Pool deductible, damages up to $5,000, and operation, maintenance, and inspection costs, as the artwork is a symbol marking the entrance to our beautiful Olympic Peninsula These would not be expenses that would require an award during the annual LTAC RFP process. If there is a need to cover an expense up to $5,000, the recommended reserve would be able to accommodate the expense, and the County would appropriate budget during the County's budget appropriation process. Thank you for your consideration. Respectively submitted. This agreement incorporates the previously Board-approved Public Art Plan (approved July 27, 2026) as Exhibit A, defining the design, technical specifications, and ongoing maintenance standards for the project. Analysis/Strategic Goals/Pro's Et Con's: Approval formalizes the tri-party agreement authorizing construction of the Olympic Peninsula Gateway Sign between Jefferson County, WSDOT, and the Olympic Peninsula Visitor Bureau (OPVB). The project complies with WSDOT highway design and safety standards, authorizes temporary and permanent occupancy within state right-of-way, and establishes clear long-term jurisdictional responsibilities so construction can proceed. Fiscal Impact/Cost Benefit Analysis: Approval carries no initial capital outlay for Jefferson County. Ongoing routine maintenance, repairs, and state right-of-way compliance costs are the sole long-term County obligation to be established in a forthcoming interlocal agreement (ILA) and will be fully supported through dedicated Lodging Tax Advisory Committee (LTAC) funds.
