Commissioners:
Thank you for the warm welcome yesterday. I appreciate your openness to our community planning experiment in Brinnon, and I look forward to continuing this discussion. So far, Brinnon
Planners has operated with no rules, making decisions by group consensus. We've grown through attraction rather than promotion. We'll need greater structure as we expand, and it will
be interesting to see how the dynamics change as we seek to widen the circle.
As promised, below is a summary of the vision, values, and desired services, as articulated in the 2002 Subarea Plan. We're presenting this to the community in various ways and seeking
consensus. I bet the results from 2002 closely mirror today's. We seek to create a foundation of unanimity and build upon it.
We intend for Brinnon Planners to be a citizen-driven community planning council that operates continually. It forces citizens to learn about local planning and advocate from a position
of unanimity and strength. And, as I mentioned, it should make your job easier and increase our effectiveness.
Our November 7th event for the Brinnon community will test our purpose and viability. Planning doesn't have to be dull. It can be fun.
Let me plant a Big Idea:
* DCD creates a position devoted entirely to Community Development (thus fulfilling its name).
* This person works with Brinnon Planners, Gardiner Planners, Marrowstone Planners, or any number of independent, citizen-driven community groups that operate like hyper-local planning
commissions.
* This forces locals to learn planning and appreciate firsthand how complex it can be, along with the contentious work of building consensus as a community—participatory democracy at
the grassroots level. It also channels negativity, which stems from feeling powerless, into positive action and a sense of control. In Brooklyn parlance, community councils duke it
out among themselves instead of pestering you individually.
* The Community Development person could share best practices among the community groups and assist with their start-up and maintenance. They could serve as a liaison between citizens
and government.
* This could shift the dynamic of county governance. Power to the people.
In your work, you might identify a community that could benefit from trying the approach we're experimenting with in Brinnon.
The vision and values of Brinnonites
Vision
* Surroundings and Population: The primary vision is of a lightly populated area that maintains a rural lifestyle, a close-knit and friendly community, and the peaceful enjoyment of
daily life in beautiful, natural, rural surroundings.
* Balanced Economy: Residents envision a well-balanced, relatively self-sustaining economy that features a natural balance between rural living and economic stability.
* Employment Opportunities: The vision includes an appropriate evolution of employment opportunities to replace traditional, no longer viable occupations like logging, mining, and fishing.
It aims to expand in a way that allows residents to live where they work and supports economic development for creating new businesses and expanding existing small or home businesses.
* Serving All Generations: The community seeks to expand so that the needs of senior citizens, wage earners, and children are better served internally, while maintaining the dignity
of its people for generations to come.
* Environmental Protection: The ongoing protection of both the physical and human environment is a core component of their vision.
Community Values
* Rural Character and Atmosphere: Residents place overwhelming importance on retaining Brinnon's unique rural characteristics, atmosphere, and identity.
* Independence and Freedom: Due to its geographic isolation, the people of Brinnon value independence, self-reliance, freedom of enterprise, and maintaining sustainable economic independence.
* Natural Beauty and Environment: The community shares a deep appreciation for the sea, wildlife, significant natural beauty, peace, quiet, clean air, and clean water. Preserving the
environment and natural resources is a highly favored value.
* Diversity and Adaptation: Residents embrace a diversity of people, lifestyles, interests, and collective experiences, valuing the ability to adapt to and nurture each other's interests.
* Controlled and Moderate Growth: The community values moderate growth that is sensitive to the natural limitations of the land, favoring single-family residences and opposing strip-like
business development along highways.
Based on the Brinnon Subarea Plan, residents have expressed a desire for a variety of community, commercial, and support services, including:
* Senior & Healthcare Services: Multi-family or assisted-care housing for senior citizens, support services for retirees and individuals with disabilities, and expanded local medical/dental
care (including general practitioners, dentists, and clinics).
* Retail & Convenience Services: Convenience stores, a larger primary grocery store, and general local service businesses.
* Recreation & Tourism Support: Services tailored to hikers, divers, and visitors, including inns, a visitor information/tourist center, rest stops, and marina or boat launch facilities.
* Family & Commuter Support: Local daycare services and support options for residents commuting outside the area for work.
* Parks & Public Facilities: Expanded public parks, a County-supported community center, and dedicated athletic grounds for soccer and softball.
* Waste Management: Re-establishing a local solid waste transfer station in Brinnon to address rural garbage needs.
* Workforce & Business Training: Educational workshops on starting and operating home-based or small businesses, workforce training, and job training programs for teenagers and entry-level
workers.

Subarea Plan
92. Through the adoption of the Brinnon Subarea Plan, the Board of County Commissioners would signal its continuing intention to provide for economic development consistent with the
nature of the Brinnon Subarea and provide for an affordable and viable community while also seeking to preserve the unique natural and built environment of the subarea.
