This will be applicants’ only opportunity to provide clarifying information about the application. There will be a further deliberation meeting of LTAC on Friday, November 20, 2026 at 8:30 a.m. The Lodging Tax Advisory Committee will make a recommendation to the Board of County Commissioners regarding which proposals to fund, and at what funding levels within available revenues. Contracts are prepared by the County and sent to agencies. 2. Available Funding for 2027 Organizations submitting proposals should be aware that the total available LTAC funding is $1,004,000, of which up to $379,000 has been designated for destination marketing for Jefferson County. Lodging tax awards will be available for allocation to eligible tourism promotion activities through this RFP. This amount may also include $5,584 in staff administrative costs to manage the grants and to process invoices, and $6,500 contingency fund for maintenance of the Welcome to the Olympic Peninsula roundabout sign. County Ordinance 09-1207-98 provides for distribution of Lodging Tax as follows: (1) Not more than 50 percent for the operation of tourist-related facilities, including but not limited to Jefferson County Historical Society, Tourism Coordinating Council and Olympic Peninsula Gateway Visitor Center. (2) Not more than 25 percent for the acquisition and development of tourism-related facilities owned or operated by a municipality or a public facilities district created under Chapters 35.57 and 36.100 RCW, including but not limited to the McCurdy Pavilion and Olympic Peninsula Gateway Visitor Center. (3) Not less than 25 percent for tourism promotion. 9 | Page 3. Definitions By state law, lodging tax funds may only be used for tourism promotion and the acquisition and/or operation, including maintenance, of tourism-related facilities. The following definitions are copied verbatim from RCW 67.28.080. Note: State law changed in 2007 to include “operation” of tourism events in the definition of “tourism promotion.” "Tourism" means economic activity resulting from tourists, which may include sales of overnight lodging, meals, tours, gifts, or souvenirs. "Tourist" means a person who travels from a place of residence to a different town, city, county, state, or country, for purposes of business, pleasure, recreation, education, arts, heritage, or culture. "Tourism promotion" means activities, operations, and expenditures designed to increase tourism, including but not limited to advertising, publicizing, or otherwise distributing information for the purpose of attracting and welcoming tourists; developing strategies to expand tourism; operating tourism promotion agencies; and funding the marketing of special events and festivals designed to attract tourists. “Tourism-related means real or tangible personal property with a usable life of three or more facility” years, or constructed with volunteer labor that is: (a)(i) Owned by a public entity; (ii) owned by a nonprofit organization described under section 501(c)(3) of the federal internal revenue code of 1986, as amended; or (iii) owned by a nonprofit organization described under section 501(c)(6) of the federal internal revenue code of 1986, as amended, a business organization, destination marketing organization, main street organization, lodging association, or chamber of commerce and (b) used to support tourism, performing arts, or to accommodate tourist activities. 4. Proposal Evaluation Criteria Jefferson County Policy Statement for Use of the Lodging Tax Jefferson County’s Lodging Tax Fund will be the primary source of county funding for activities, operations, and expenditures designed to increase tourism. The County does not make any multi- year commitments with Lodging Tax funds. However, service providers are not limited or prohibited from making repeat annual requests of the same nature. The County intends to maintain a reserve in the Fund and will assess on an annual basis how much of the Fund to appropriate in a given year. The Jefferson County Commissioners have created a Lodging Tax Advisory Committee to conduct an annual process to solicit and recommend Lodging Tax funded services for the County Commissioners’ consideration. Jefferson County will only consider proposals for use of the Lodging Tax from public and non-profit agencies. 10 | Page The Fund will ONLY be used for the following purposes: 1. The promotion of emerging or on-going tourism events, facilities, and activities by government or non-profit agencies so as to attract and draw tourists to unincorporated Jefferson County from outside Jefferson County. 2. Operation of a tourism promotion agency (such as a visitor and convention bureau); 3. The marketing of special events and festivals designed to attract tourists to unincorporated Jefferson County from outside Jefferson County. 4. Capital and/or operating costs for tourism facilities owned by a public entity or a non-profit organization as defined in State law RCW 67.28.080.1(7) – Tourism Related Facility. 5. Other Criteria HIGHEST PRIORITIES will be given to tourism activities that reflect those defined by the Jefferson County Board of County Commissioners per the memo “BoCC priorities for 2025 LTAC RFP” dated October 14, 2024: 1. Destination development, such as supporting a Public Facilities District to build a pool, public campground improvements, and developing the Gateway VIC are examples of the allowed use listed in RCW 67.28.1816 and represent our county’s top priority after an extended period of de-emphasizing this type of investment. 2. “The marketing and operations of special events and festivals designed to attract tourists,” as listed in the RCW is our second priority, continuing years of investment in event marketing. 3. Destination marketing, often called “Tourism Marketing” is our lowest priority for 2026 Lodging tax funding. ADDITIONAL CONSIDERATIONS: ■ Promote Jefferson County and/or events, activities, and places in the County to potential tourists from outside Jefferson County. ■ Have demonstrated potential or high potential from the Committee’s perspective to result in overnight stays by tourists in lodging establishments within the unincorporated areas Jefferson County. ■ Have demonstrated potential or high potential from the Committee’s perspective to result in documented economic benefit to Jefferson County. 11 | Page ■ Have a demonstrated history of success in Jefferson County or are proposed by a group with a demonstrated history or high potential of success with similar activities. ■ Minimize duplication of services where appropriate and encourage cooperative marketing and/or includes an element of cooperation or partnership. ■ Provide, maintain, operate, or enhance County-owned tourism facilities or infrastructure. Please be advised that if you are awarded less than your request, you may be asked to provide an updated budget prior to finalizing your 2027 contract. NOT CONSIDERED are requests for: ■ Services to be provided beyond calendar year 2027. ■ Proposals from for-profit businesses (however, a government or nonprofit agency contracting with the County may itself contract with for-profit businesses as third-party vendors). ■ Promotional activities that reach a target audience solely traveling from less than a 50-mile radius. NOTE: 1. On February 2, 2006, the State of Washington Attorney General’s Office issued Opinion #AGO 2006 #4, which clarifies that a municipality may NOT provide advance payment 13 | Page to private organizations for tourism promotion. Payment must occur after the services have been performed and documentation in keeping with the contract is submitted to the County. 2. The County may not pay for donated or volunteer services or pay more than the actual cost incurred by the contracting agency to provide the service. 5. Background Information Jefferson County’s Lodging Tax The Lodging Tax is an excise (sales) tax authorized by State law in RCW 67.28, Public Stadium, Convention, Arts and Tourism Facilities. In 1998, the State Legislature amended Chapter 67.28 of the Revised Code of Washington (RCW) to allow local governments to assess an additional 2% tax on lodging for tourism promotion and/or tourism-related facilities (sometimes referred to as “the new 2%”). In April 1999, the County Commission, by Ordinance, increased the County's Lodging Tax from a 2% to a 4% tax as allowed by RCW 67.28. Jefferson County’s Lodging Tax Advisory Committee Per RCW 67.28.1817, the State requires that local governments collecting the Lodging Tax establish a Lodging Tax Advisory Committee consisting of at least five (5) members: The Chair – a member of the County Commission or their designee 2 members – representing the lodging industry 2 members – representing activities authorized to be funded by said tax The Committee’s role is advisory in nature, with the Committee’s purpose being to advise the County Commissioners. The Committee must select the candidates from amongst the applicants applying for use of revenues and provide a list of such candidates and recommended amounts of funding to the County Commissioners for final determination. In 1998, the Jefferson County Commissioners created such a Committee, and asked the Committee to establish an annual process to solicit and review proposals for tourism services eligible for lodging tax funding. Committee members are appointed by the County Commissioners as part of the County’s regular advisory committee appointment process. How much, if any, of your application is considered "destination marketing" for Jefferson County? Jefferson County Farmers Markets (JCFM) requests $24,585 in Jefferson County Lodging Tax funding to support the operation and tourism promotion of the Chimacum Farmers Market (CFM), our Sunday farmers market in the heart of Jefferson County, May through October. Of the total request, $15,585 supports marketing and promotion of the CFM to visitors. This includes $6,000 in Marketing Coordinator time for advertisement design, booking, and promotion management; $3,500 for professional video production; and $6,085 for regional print, digital, social media, and tourism-partner advertising. Our advertising includes the Waterside Magazine, Olympic Culinary Loop, Seattle Times, Seattle Stranger, the Port Townsend and Jefferson County Leader, and Peninsula Daily News visitor publications, and targeted Facebook and Instagram advertising. These channels reach travelers outside Jefferson County and people planning visits to the Olympic Peninsula. While the Waterside Magazine and the Leader and Peninsula Daily News visitor guides are distributed through the Washington Ferry system as well as at regional lodging and visitor centers, the Seattle Strange and Times reach audiences in the Seattle metro area and beyond. The remaining $9,000 supports operations and visitor experiences at the CFM, including $5,200 for 26 weekly live music performances, $250 for children's activities, $2,000 in Site Manager time dedicated to visitor tracking and monthly shopper surveys for our LTAC reporting, $500 for market administration and grant reporting, and $850 for payroll taxes associated with LTAC-funded staff time. These investments help create and operate our vibrant weekly market, attracting visitors and our community alike to Chimacum while allowing JCFM to measure attendance, visitor origin, lodging use, and other tourism outcomes. Our primary marketing purpose is to showcase the CFM and draw visitors to unincorporated Jefferson County, rather than provide general destination marketing for the County. Our promotions invite visitors to experience Jefferson County through its farms, locally produced food, artists, musicians, and rural communities. Promoting our markets is a priority for JCFM, but our financial resources are limited. We stretch our resources by combining paid advertising with in-kind partnerships to reach both local and regional audiences. Through partnerships with the Port Townsend & Jefferson County Leader, KPTZ Radio, and the Rose Theatre and Starlight Room, we reach local audiences with in-kind promotions. In 2027, JCFM will invest approximately $32,990 in additional operating and in-kind support for market promotion and CFM operations, including market staffing, music coordination, print advertising, direct mail, radio promotion, marketing design, and in-kind video placement. Jefferson County LTAC funding is critical to extending this investment beyond our local audience. It provides the resources we need to advertise regionally and reach potential visitors outside Jefferson County that our limited advertising budget would otherwise not allow. 2. Tell us about your promotion, program, facility, event or activity and why you think it will increase tourists traveling to and staying in Jefferson County. JCFM requests your continued support for the CFM. Located in unincorporated Jefferson County, the CFM connects visitors directly with the farms, food producers, artists, musicians, and rural communities that make Jefferson County a beloved destination. JCFM is a 501(c)(3) nonprofit organization with a mission to support local farmers and artisans with vibrant marketplaces that cultivate community and provide access to healthy food for all. JCFM operates both the CFM and Port Townsend Farmers Market (PTFM) and celebrates its 35th season in 2027. Together, our markets support approximately 100 small farm, food, and arts businesses annually. The CFM was founded by the Chimacum Grange in 2008, with JCFM assuming operations in 2010. Today, approximately 30-35 farm, food, and arts businesses participate in the CFM. Visitors can purchase locally grown produce, artisan and prepared foods, and locally made art while enjoying live music and activities in a relaxed setting on the grass next to the Chimacum Corner Farmstand. Farmers markets offer visitors something difficult to replicate through conventional tourism: a direct connection to place. At the CFM, visitors meet the farmer who grew their berries, taste foods made in Jefferson County, purchase art directly from its maker, listen to local musicians, and discover farms and businesses to visit elsewhere in the county. Our visitor data demonstrate that the CFM is a tourism destination. Based on attendance to date, we anticipate approximately 10,600 shopper visits during the 2026 season. Our monthly shopper surveys show that 54.8% of respondents come from outside Jefferson County, including visitors from elsewhere in Washington State, across the United States, and internationally. Thirty-eight percent are visiting the CFM for the first time, demonstrating that the market continues to reach new audiences. Most importantly for overnight tourism, 19% of surveyed shoppers report staying in local lodging in Jefferson County as part of their trip to the area. JCFM will build upon this visitor base through regional marketing, hosting engaging markets, and by strengthening the connection between our PTFM and CFM. Together, the markets offer visitors activities on consecutive days and the opportunity to extend their stay while exploring Jefferson County's farms, restaurants, lodging, parks, shops, and other attractions. 3. If this is a continuing or recurring promotion, program, facility or event, describe your organization's prior activities. If applicable, how is it different than in the past? JCFM has steadily developed the CFM from a small rural market with a handful of vendors into an established weekly event featuring approximately 30–35 farm, food, and arts businesses. LTAC support has been an important part of our growth, allowing JCFM to expand regional promotion while supporting live music and kids’ activities that add vitality to the market and give visitors reasons to linger and return. Recent seasons demonstrate the CFM’s value to participating businesses. In 2025, CFM vendors generated $200,110 in direct small business sales, with farms accounting for approximately 55% of total sales. Farm sales increased 60% between 2023 and 2025, demonstrating significant growth in the market as a direct-sales outlet for local agriculture. In 2025, JCFM expanded the CFM season by opening in May rather than June. The May–October season provides visitors with a weekly activity during the spring and fall shoulder seasons as well as the peak summer tourism season, and JCFM continued this expanded schedule in 2026. At the same time, the extended season supports local small businesses and our local economy, a win-win for our community. In 2027, we will build on this foundation with an emphasis on the CFM as part of Jefferson County’s broader food, farm, arts, and cultural tourism experience. Our marketing will use professional photography, and video to introduce potential visitors to the people, products, farms, and rural landscape they will experience when they travel to Chimacum. 4. How does your promotion, program, facility or event support one of the Highest Priorities or Additional Considerations? The CFM directly supports Jefferson County’s priority of marketing and operating special events and tourism activities designed to attract tourists. Held weekly from May through October, the CFM creates a recurring visitor experience centered on the qualities that distinguish our region: local agriculture, artisan food, art, music, and rural community. The CFM gives visitors an authentic way to experience Jefferson County while directing their spending to local farms and small businesses. Our shopper surveys demonstrate that the market attracts a significant audience from outside Jefferson County, including visitors who stay overnight as part of their trip. We provide detailed visitor, lodging, attendance, and economic-impact data in Questions 6 and 7. LTAC funding strengthens the CFM by supporting market visibility, music and market events, and covering some of our staff time for promotion and market operation. Your market investment helps establish the CFM as a destination within rural Jefferson County and connect visitors directly with the farms, food businesses, artists, musicians, and communities that make this area distinctive. 5. Describe how you intend to market/promote your activity to potential tourists outside Jefferson County or traveling more than 50 miles. While the CFM operates Sundays, May–October 2027, we promote the market February through October, with the strongest visitor marketing occurring before and during the market season. Our primary tourism audience includes residents and visitors from throughout the Puget Sound, Olympic Peninsula, greater Seattle area, Kitsap County, Washington State, and British Columbia. We connect with travelers interested in local food, agriculture, culinary experiences, arts, music, rural communities, and authentic local experiences. JCFM uses a mix of digital, print, earned-media, and partner promotion to reach visitors outside Jefferson County. Our strategies include targeted Facebook and Instagram advertising; regional digital and print advertising through the Seattle Times, Stranger and Waterside magazine; Leader and Peninsula Daily News visitor guides and publications; rack cards or postcards distributed through lodging establishments and visitor centers; professional photography and video; JCFM's website, and social media; and cross-promotion with the PTFM. Our advertising emphasizes the qualities that make the CFM worth traveling for: locally grown food, artisan products, locally made art, live music, and an authentic rural community experience. We utilize high-quality photos and video featuring our local farms and markets to highlight the beauty of our place and tell the story of our markets. Our storytelling invites visitors to explore the flavors, farms, arts, and communities of Jefferson County. 6. How will you measure effectiveness and document economic impact? JCFM has established systems for measuring market attendance, visitor origin, visitor behavior, vendor sales, and marketing reach. Attendance: CFM has two primary entrances visible from the Market Information Booth, allowing staff to track shoppers entering the market with a hand tally counter. This provides reliable weekly attendance counts. Based on attendance to date, we anticipate approximately 10,600 shopper visits during the 2026 season. Visitor Surveys: JCFM conducts monthly dot surveys during the market season. Shoppers respond to questions using dots stickers to select their answer placed on large survey boards, allowing us to collect a substantial number of responses while keeping participation easy and accessible. Our 2026 surveys show that: ● 54.8% of participating shoppers come from outside Jefferson County; ● 38% are visiting the CFM for the first time; and ● 19% are staying in local lodging in Jefferson County as part of their trip. In 2027, we will refine our survey questions to more directly align with Jefferson County LTAC reporting requirements. We will seek to identify visitors traveling more than 50 miles, overnight visitors, visitors using commercial lodging or commercial campgrounds, and whether overnight accommodations are located in unincorporated Jefferson County. Economic Impact: Market vendors report their sales to JCFM. We aggregate this confidential information to calculate total direct market sales and sales by business category. Because the CFM continues through October, complete 2026 sales information is not yet available. Marketing Effectiveness: For digital advertising, social media, newsletters, and video, JCFM tracks available metrics such as impressions, reach, video views, engagement, click-throughs, and geographic audience information. For print advertising, we document circulation and distribution. Together, these measures allow JCFM to report total attendance, estimated tourists served, estimated overnight visitors, commercial lodging use, direct small-business and farm sales, visitor origin, first-time visitors, and tourism marketing reach. 7. What economic impact can Jefferson County expect from your proposed activity? The CFM generates direct economic activity for Jefferson County farms, food producers, artists, and other small businesses while bringing visitor spending into unincorporated Jefferson County. In 2025, CFM vendors generated $200,110 in direct market sales. The economic value of these sales extends beyond the initial transaction. The American Independent Business Alliance (AMIBA) describes the Local Multiplier Effect as the additional economic activity created when locally owned businesses recirculate revenue through wages, purchases from other area businesses, and spending by owners and employees. Research summarized by AMIBA finds that independent businesses tend to recirculate their revenue locally 2-4 times more than chain businesses. Applying this principle, CFM sales generate $400-$800,440 in local economic activity.* CFM also brings new dollars into the local economy through tourism. Our 2026 shopper surveys show substantial participation by visitors from outside Jefferson County, including visitors staying overnight. Their economic activity is not limited to purchases at the market. A trip to Chimacum can also generate spending at local lodging, restaurants, farmstands, grocery stores, shops, and recreational destinations. This visitor spending further circulates through the local economy. LTAC investment therefore supports more than attendance at a weekly event. It helps bring outside dollars into Jefferson County, directs spending to locally owned farms and small businesses, and strengthens the rural agricultural and small-business economy. *American Independent Business Alliance (AMIBA). The Local Multiplier Effect: How Independent Locally Owned Businesses Help Your Community Thrive. https://amiba.net/local-multiplier/. Accessed September 22, 2026. 8. Have you applied for any other LTAC funding, including other municipalities? JCFM plans to apply for City of Port Townsend Lodging Tax funding, if available in 2027. The two funding requests support distinct geographic tourism objectives: Jefferson County LTAC funds support the CFM and tourism in unincorporated Jefferson County, while City funding supports Port Townsend tourism promotion. We strengthen the impact of both investments through co-promotion. By promoting the markets together when appropriate, JCFM stretches limited marketing dollars, increases the visibility of the CFM by connecting it with the better-known PTFM, and encourages visitors to experience more of Jefferson County. This approach helps introduce Port Townsend visitors to Chimacum and rural Jefferson County and supports longer, multi-day visits, while JCFM separately tracks expenditures by funding source. 9. Describe your organization's area of expertise. Do you provide a unique service? JCFM has 35 years of experience operating farmers markets that connect residents and visitors with Jefferson County farms, food producers, artists, and musicians. We operate two established markets—the PTFM and CFM—and support approximately 100 small farm, food, and arts businesses annually. Our expertise combines market operations, small-business support, community programming, and regional promotion. JCFM produces weekly public events, coordinates vendors and musicians, develops print and digital advertising, works with professional photographers and videographers, maintains active website, social media, and newsletter communications, and partners with regional organizations to extend our promotional reach. We also collect attendance, visitor, marketing, and vendor-sales data to measure our impact and continually improve our work. JCFM provides a unique tourism experience because our markets connect visitors directly with the people and products of Jefferson County. Visitors meet farmers and artists, taste locally produced food, hear local musicians, and discover businesses and farms they may visit elsewhere in the county. Our expertise is creating vibrant marketplaces that are both essential sales outlets for local businesses and authentic gateways to Jefferson County’s agricultural and creative economy. 1.
