This proposal converts selected project -based Contract Services from the countywide TCC concept into a direct, accountable OCL service agreement, with defined Jefferson County deliverables and quarterly reporting. The specific elements of this proposal that align with the TCC 2027 Jefferson County Tourism Promotion Service Proposal are: Digital visitor infrastructure, lodging availability and direct -booking readiness, rights -managed visitor content, countywide partner field work, a Jefferson County culinary FAM collaboration with OPTC, and transparent County - specific administration. The five funded lines above reconcile exactly to the request. 9/29/2026 Port Townsend OLYMPIC CULINARY LOOP • EAT YOUR WAY AROUND THE LOOP OCL | Jefferson County LTAC 2027 • 4 Section 2 — Proposal Questions Question 1 — Destination Marketing Amount OCL considers $19,000 of the $51,000 request to be destination marketing for Jefferson County. The remaining $26,000 builds destination-development infrastructure and partner capacity, and $6,000 provides transparent County -specific administration. Classification Included services Amount Share Destination marketing Web/mobile platform $17,000; culinary FAM allocation $2,000 $19,000 37.25% Destination development Lodging/direct-booking foundation $12,000; rights-managed UGC system $10,000; field-work allocation $4,000 $26,000 50.98% Administration Jefferson County standalone service and reporting allocation $6,000 11.77% Total $51,000 100.00% The destination-development lines support the RFP’s top priority by improving visitor discovery, partner readiness, content supply and lodging conversion. All three classifications remain eligible tourism -promotion operations; the classification simply makes the proposal’s purpose transparent. Question 2 — Program Description and Tourism Effect From Tide to Table is a 12-month culinary-tourism and visitor-conversion program. It presents Jefferson County as the Olympic Peninsula’s breadbasket and tide -to-table pantry, then makes that promise actionable with current listings, seasonal itineraries, events, Fresh Sheet specials, lodging availability pathways, and stories created with local partners and visitors. The product is countywide. Hood Canal brings shellfish, shrimp, oysters, working -waterfront culture and gateway communities. Chimacum Valley and the Tri -Area bring farms, cider, markets, bakeries and makers. Port Townsend adds maritime heritage, festivals and chef-driven dining. Port Ludlow combines lodging, golf and daily-changing farm-to-fork menus. The West End joins Pacific fisheries history and stewardship with Olympic National Park and the Olympic Coast National Marine Sanctuary. Together, these places offer authentic aqua- and agritourism found nowhere else. The web/mobile platform will replace OCL’s current site with an integrated discovery environment modeled on the practical strengths of PT Scene: searchable dining, events and visitor information. Totera’s recommends a $17,000 LTAC request for digital visitor infrastructure. Totera’s describes the platform as a Unified Destination Data Hub that aggregates lodging, events, food and restaurants, and activities into one centralized digital experience. Four -season itineraries will package farms, beaches, museums, trails, markets, restaurants and lodging into multi -day trips. EVE or a comparable tool may add location-aware, self-guided discovery after technical and procurement review . EVE is a 2026 Top Visitor Experience App as identified by Travel & Hospitality Magazine’s 2026 Tech Outlook issue https://www.travelnhospitalitytech.com/enhanced -visitor-experience-2026 OCL is confident to recommend both Totera web solution and EVE AI powered bespoken search as proven digital solutions for Jefferson County tourism. The program is expected to increase tourism by shortening the path from inspiration to action. Visitors can discover a seasonal reason to travel, build an itinerary, see relevant lodging options, and continue to a participating property's direct booking channel. A shoulder -season culinary FAM will place a bookable Jefferson County story in front of qualified travel media, creators or trade partners. OCL’s role is community facilitator as well as publisher. Rights -managed UGC, field visits and partner onboarding will help small rural businesses contribute current content without requiring studio -scale production. The result is a sustainable stream of authentic, permissioned material that shows what is fresh, open and worth the journey now. OLYMPIC CULINARY LOOP • EAT YOUR WAY AROUND THE LOOP OCL | Jefferson County LTAC 2027 • 5 Question 3 — Prior Activities and What Changes in 2027 OCL has promoted Olympic Peninsula food, farms, fisheries, beverages, restaurants, lodging and culinary events since 2009. Its established tools include OlympicCulinaryLoop.com, the monthly Fresh Sheet, social channels, a printed and downloadable culinary map, earned media, familiarization support, partner cross-promotion, festival assistance and ongoing coordination with OPTC. Established activity 2027 advancement Regional culinary website and searchable partner listings Replace the legacy site with a mobile-first platform integrating food, events, attractions, itineraries and lodging actions. Fresh Sheet and social storytelling Create a rights-managed UGC funnel with consent, moderation, attribution, accessibility and records standards. Culinary map and self-guided discovery Add four-season, multi-day Go–Do–Eat–Sleep–Repeat itineraries and measurable itinerary actions. Partner and lodging cross-promotion Create a countywide lodging inventory and work toward complete representation of eligible lodging through direct-referral pathways. FAM and earned-media support Combine field work with one defined Jefferson County shoulder-season culinary itinerary, including an overnight component and follow-up requirements. Regional cooperation Define non-duplicative responsibilities with OPTC and any funded TCC scope before contracts are executed. OCL’s 2026 application reported a Fresh Sheet audience of more than 12,000 opt -in subscribers, a 27.98% average open rate and an 18.78% average article click-through rate. Those self-reported figures provide a channel baseline; 2027 reporting will preserve source exports and use consistent definitions. Question 4 — Highest Priorities and Additional Considerations RFP priority or consideration How OCL responds 1. Destination development The platform, lodging/direct-booking foundation, UGC system and field activation improve countywide visitor infrastructure, partner readiness, lodging discovery and reusable content. The work implements a Tourism Master Plan recommendation to expand the Culinary Loop and elevate Olympic Coastal Cuisine. 2. Event and festival marketing The platform will maintain current event and culinary-experience listings, while the culinary FAM can incorporate qualified shoulder-season events and extend their reach through earned coverage or trade activity. No separate cooperative-advertising line is included. 3. Destination marketing $19,000 is clearly identified and itemized: $17,000 for the visitor platform and $2,000 of the combined field/FAM line. It markets the county through a culinary lens without duplicating a general-purpose DMO campaign. Travelers outside the county The mobile-first platform, earned coverage from the FAM, partner cross-promotion and OPTC channels target food-motivated travelers more than 50 miles away. Overnight stays in unincorporated areas Every multi-day itinerary includes lodging and direct-booking calls to action. The lodging foundation and field work support Port Ludlow, Tri-Area, Marrowstone, North Hood Canal, Discovery Bay/Gardiner and Kalaloch-area providers. Documented economic benefit OCL will report visitor actions and referral results alongside DOR lodging-tax and Tourism Economics data, separating observed outcomes from estimates. Cooperation and reduced duplication OCL will coordinate with OPTC, State of Washington Tourism, lodging providers, culinary partners and other DMOs under written scopes and cost controls. The Olympic Peninsula Tourism Master Plan specifically calls for diversified year -round visitor experiences, expanded agritourism, an expanded Culinary Loop, stronger culinary supply chains, integrated hands-on experiences, elevated regional food identity, and more shoulder-season events. This proposal converts those recommendations into an accountable Jefferson County work plan. OLYMPIC CULINARY LOOP • EAT YOUR WAY AROUND THE LOOP OCL | Jefferson County LTAC 2027 • 6 Question 5 — Marketing to Travelers Outside Jefferson County Required element 2027 response a. Event date Not a single event. Year-round platform, lodging, content and field program; the shoulder- season culinary FAM date will be confirmed in the Q1 work plan. b. Timeline January–December 2027. Q1 discovery, inventory, policy and build; Q2 platform beta and partner onboarding; Q3 launch and culinary FAM; Q4 value -season optimization, reporting and 2028 recommendations. c. Target audience Food-motivated leisure travelers more than 50 miles away; couples and small groups; cultural and outdoor travelers; mature travelers with midweek/value-season flexibility; Puget Sound, I-5 corridor, Portland/Vancouver and selected fly-drive markets. d. Promotion methods Mobile-first web, search, rights-cleared UGC, seasonal itineraries, lodging-referral links, culinary map/guide integration, earned media from the FAM, partner cross-promotion, OPTC content and State of Washington Tourism opportunities. e. Overnight stays Embed Stay/Book Direct pathways beside itineraries, events and culinary content; lead with multi-day trips; include lodging in the hosted itinerary; improve the share of eligible county inventory showing current referral pathways. f. Collaborators OPTC: regional DMO channels, Book › Direct environment and FAM coordination. Totera or competitively selected vendor: platform. EVE or comparable vendor: visitor engagement, if approved. Lodging, farms, fisheries, restaurants and communities: listings, availability pathways and stories. Season Seasonal Editorial Focus Winter Storm watching, warm tables, shellfish and romantic lodging packages. Spring Hood Canal seafood, farm awakening, markets, gardens and coastal stewardship. Summer Farm stands, markets, beaches, paddling and dispersal beyond peak gateways. Fall Harvest Festival/Farm Tour, apples and cider, chef Fresh Sheets, fungi and multi -night road trips. Question 6 — Measurement and Economic Impact Reporting OCL will use a layered framework. No single metric proves that a tourism -promotion activity caused a lodging stay, so reports will distinguish contracted outputs, visitor actions, observed economic outcomes and estimates. Level Measures and documentation Economic outcome Washington DOR monthly lodging-tax collections for unincorporated Jefferson County; annual Tourism Economics estimates for visits, visitor spending, lodging spending, employment, labor income and taxes. Audience and origin Out-of-area web/mobile sessions and geographic signals where privacy, sample sufficiency and platform methods permit; referral source/medium and new-versus-returning visitor data. Visitor action Lodging-referral and Book › Direct clicks where available; listing views; event actions; itinerary starts/saves; map, call and website actions; guide downloads; email sign-ups. Platform acquisition Organic search, referral, partner and earned-media traffic; landing-page sessions; engagement; qualified lodging actions; source/medium tagging and partner-link performance. Platform and content Launch milestone; uptime/support record; current listings; four itineraries; UGC policy; approved assets and contributors; geographic coverage; permissions log and rejected-content reasons. Lodging activation Inventory baseline, providers contacted, meetings, eligible feeds/referral pathways, new or improved participating records, unresolved barriers and percent of identified inventory represented. FAM Participants, markets, itinerary, overnight component, businesses/communities hosted, resulting coverage or product, verified audience and follow-up. OLYMPIC CULINARY LOOP • EAT YOUR WAY AROUND THE LOOP OCL | Jefferson County LTAC 2027 • 7 The August 2026 room-tax report supplied with this application shows $476,929.14 in year -to-date unincorporated Jefferson County collections, 1.74% above the comparable 2025 period, and notes a 15% Kalaloch inventory reduction. The report has an approximately two-month lag. OCL will retain the source and disclose capacity, timing, transportation, weather and other known factors when interpreting trends. Quarterly activity and financial reports are due April 30, July 31, October 31 and January 31. The annual lodging -tax report is due February 28. Any estimated tourists, lodging stays or economic benefit will state the method and assumptions. Question 7 — Expected Economic Impact The program is not a gated event, so countywide visits are the relevant audience baseline. The supplied TCC draft reports Tourism Economics estimates of 650,571 Jefferson County visits in 2025, $157.9 million in direct visitor spending, $68.5 million in lodging spending, $13.8 million in state and local taxes, 1,150 direct jobs and $41.6 million in direct labor income. OCL will replace these figures if State of Washington Tourism publishes revised data before filing. RFP measure Response or planning target a. 2025 tourists 650,571 county visits; OCL channel baseline includes 12,000+ Fresh Sheet subscribers as self-reported in the 2026 application. b. 2026 tourists Approximately 650,000 visits for application planning; replace with the final 2026 Tourism Economics estimate when available. 2027 economic goal Contribute to at least 3% year-over-year growth in unincorporated DOR lodging-tax collections, with emphasis on stable fall, winter and spring comparisons. This is a shared destination goal, not an outcome attributable solely to OCL. 2027 visitor actions Establish platform baselines after launch; increase qualified lodging referrals, itinerary engagement, event actions and Fresh Sheet traffic quarter over quarter; report actuals rather than inventing pre-launch conversion rates. 2027 partner reach Contact every lodging provider identified in the inventory; support all willing, eligible properties; secure at least 100 rights -cleared content assets from at least 25 contributors. Economic benefit will accrue through more overnight referrals, longer itineraries and demand outside summer. Visitor spending reaches lodging, restaurants, farms, markets, fisheries, beverage producers, attractions, guides, retailers, events and transportation providers. The program also creates durable value: a reusable content library, current listings, stronger direct-referral pathways and measurable visitor behavior. OCL will not claim that DOR growth alone proves program causation. It will interpret observed tax trends alongside capacity, program timing, referral actions and broader market conditions. OLYMPIC CULINARY LOOP • EAT YOUR WAY AROUND THE LOOP OCL | Jefferson County LTAC 2027 • 8 Question 8 — Other Lodging Tax Applications OCL is a regional nonprofit and historically receives partner support from multiple Olympic Peninsula jurisdictions and organizations. Exact 2027 applications, awards, purposes and status were not included in the supplied materials and must be completed before submission. Jurisdiction or partner 2027 amount/status Purpose and separation from Jefferson County Clallam County / OPVB 7.000 Regional OCL base support; no reimbursement of Jefferson County-specific platform Sequim 1.500 Locally defined culinary-tourism participation. Grays Harbor / Ocean Shores 2.000 Southwest-loop content and locally defined promotion. Controls Against Duplication • Finalize a responsibility matrix with OPTC, TCC and vendors before contract execution. • Identify the service, delivery date, actual cost or allocation basis, and supporting record on every County invoice. • Do not charge Jefferson County for another jurisdiction’s local media, listing, staff time or event expense. • If TCC, OPTC and OCL applications are all funded, remove overlapping platform, UGC, lodging-onboarding, FAM or administrative costs from one contract before execution. Question 9 — Expertise and Unique Service OCL’s unique service is culinary destination development at Olympic Peninsula scale. Since 2009, it has linked farms, fisheries, shellfish growers, markets, restaurants, bakeries, cideries, wineries, lodging, festivals and communities into a visitor proposition with a clear sense of place: Olympic Coastal Cuisine. OCL combines consumer promotion with industry knowledge. It operates culinary discovery channels, supports partner content and Fresh Sheet distribution, coordinates FAM and earned -media opportunities, maintains a regional culinary map, assists events, and shares culinary intelligence with OPTC and hospitality partners. OCL also brings stewardship credibility through its tourism and economic-development participation with the Olympic Coast National Marine Sanctuary advisory community. Jefferson County is especially well suited to this expertise. Its visitor economy can connect Hood Canal seafood and stewardship, Chimacum farming and cider, Port Townsend markets and restaurants, Port Ludlow lodging and farm -to- fork dining, and the Pacific coast into one multi-day narrative. OCL can translate that supply chain into visitor -ready stories while helping small operators participate in digital discovery. The 2024–2029 Tourism Master Plan independently validates this role. It states that the Culinary Loop has elevated the culinary subsector, recommends expanding the Loop and its support for the culinary supply chain, calls for integrated hands-on food experiences, and seeks to elevate the Olympic Peninsula as a leading Pacific Northwest agritourism region. The plan also cautions that a pay-to-play model can limit scale. Accordingly, County-funded basic visitor listings, itinerary inclusion and outreach under this proposal will be based on visitor relevance and geographic coverage—not conditioned on OCL membership. OCL will amplify, not replace, OPTC. OPTC supplies the regional destination brand and DMO network; OCL supplies specialized culinary content, relationships and product development. Clear scopes allow both organizations to add value without charging twice for the same work.
