We will achieve this goal by galvanizing together, and representing, all the cities and counties of both peninsulas, and marketing the area as a whole to ‘Hollywood’ specifically for this purpose. • We will track and distribute financial data to Jefferson County and the cities therein regarding all productions we facilitate. We will create a committee of Hoteliers to collaborate with and help coordinate lodging for visiting TV and Film Crews. • We also are going to create a location database for the entire area, create an easy toolkit for permitting across both peninsulas, and launch a membership. Membership will be structured to create the missing infrastructure needed to host film and TV productions. How much, if any, of your application is considered "destination marketing" for Jefferson County? IF any, please ensure this is clearly identified and itemized in your budget. It is not. We frequently collaborate with DMO’s, and we will showcase locations within Jefferson county via our website which, I suppose, is niche-marketing towards Studios and Producers, etc. 2. Tell us about your promotion, program, facility, event or activity and why you think it will increase tourists traveling to and staying in Jefferson County. Include a general description of the promotion, program, facility, event or activity including its purpose, history, etc. Hello! My name is Patrick and I’m the Executive Director of the Peninsula Film Commission. After I graduated from Peninsula College in Port Angeles, I traveled to Hollywood for a 25-year career. I am a member of two Hollywood unions (WGA/IATSE), was a producer on the 2025 Emmy Nominated Sly Lives! The Burden of Black Genius (Hulu) and I have a big show coming to Apple+ in January (Neuromancer, based on the seminal William Gibson novel). And now I’ve returned to the peninsulas to start The Peninsula Film Commission. Hollywood (Los Angeles) has lost 50% of its in-state production days over the last 5 years and that number continues to trend down. This is because other countries and states are offering valuable financial incentives to win this business. It may be shocking to hear that the state of Washington has the 5th best film/TV production incentive in the country. In fact, if a film production shoots in Clallam County (which classifies as a ‘rural’ county) it is entitled to 40% of its entire budget back after it wraps. It is a massive incentive. However, a vast majority of these incentives are spent in Seattle and more than ever, Spokane. We are here to change that. We will be the apparatus that wins more film and TV production for the Kitsap and Olympic peninsulas. We are taking a strategic approached to this based partly on the success of Spokane. We will galvanize the cities and counties of Kitsap and Olympic peninsulas together in this mission and rebrand the area as singular, making it more attractive to large studios. We will serve as a liaison between the cities/counties and productions big and small who want to shoot in the area. We are also creating a top-tier website for locations within our purview and an easy-to-use permitting hub. These will serve as direct niche- marketing for Clallam County. 7 | Page We will offer a membership which will tackle the infrastructure shortage we face in our neck of the woods (it is a current barrier) and educate our communities on the ins and outs of the business. We will demystify the business while having fun doing it. Anyone who is film-curious can get involved. This also includes workshops, trainings, resume coaching and free equipment for people to learn on – thus becoming the infrastructure we’re short on. The film business moves fast. If no one is there to pick up the phone we lose money and tourism. We bring 25 years of Hollywood experience directly to the phones; we will pick them up and say ‘yes’ as fast as they ring. Then we will ensure that the productions visiting have a great experience, so they return. 3. If this is a continuing or reoccurring promotion, program, facility or event, describe your organization’s prior activities. If applicable, how is it different than in the past? We are a new organization, but our services will work year-round. We also are partially made-up of people who have been vital in bringing film to the area. Amy Hesketh is our VP and she resides in Port Townsend and works closely with the Port Townsend Film Festival. We are collaborating to fill the needs of Jefferson County and be the apparatus that wins, and makes further possible, film production for the area. 4. How does your promotion, program, facility or event support one of the Highest Priorities or Additional Considerations listed below under “Other Criteria” (see page 9)? #1. The promotion of emerging or on-going tourism events. As defined, this will be a big one. • Production is falling off in Los Angeles, and with Washington State’s film presence emerging, the PFC will provide the tools for Jefferson County to advertise its shooting locations, concierge for permitting and create a database of hirable employees, and most importantly, develop and offer a menu of available vendors, and lodging, marketed directly to studios and producers. This is a fast-moving business, if it’s not cheap and easy to shoot, productions will move on and find another location. We will be the ones who pick up the phone, say yes, and quickly accommodate these productions. Once this reputation gets out, business will return and return. 5. Describe how you intend to market/promote your promotion, program, facility, event or activity to potential tourists who reside outside Jefferson County or traveling more than 50 miles. a. If an event, the date of the event: (this will be a year-round service) b. The timeline for the tourism promotion activity you are proposing (we will open in earnest January 1st, 2027 – and go through December 31st, 2027). c. Target Audience (we are specifically targeting Studios/Producers/Filmmakers. Although we will accommodate local production, we want to win big productions, these all reside far away in Los Angeles, New York, Georgia, Seattle, and across the water in Canada, Europe, etc.) d. Promotion methods you intend to use to reach the target audience. (I bring 25 years of Hollywood relationships to my post. In addition to having a sharp 8 | Page website for locations and easy permitting, we will directly market to people who can greenlight productions and studios looking for solutions). e. Describe how you will promote overnight stays at Jefferson County lodging establishments. (This is a fun one. All lodging for the area will be represented on our website, also (hopefully) as a pre-cleared shooting locations. We will also create a Hotelier committee withing each of our locales, to collaborate with each other and provide quick accommodations for large productions who have to split between hotels) f. If you intend to collaborate with another agency or non-profit to provide these services, please state the name of the organization and describe the nature of the collaboration: (We will collaborate with all relevant DMO’s, Cities, Schools, Counties, Police, National Parks. We will also collect financial data and share it will all of those bodies if requested). 6. How will you measure the effectiveness of your promotion, program, facility, event or activity? a. Also, describe how you will document and report to the County the economic impact from your promotion, program, facility, event or activity. (State law requires the County to report annually to the State Department of Community Development and Economic Trade about the number of lodging stays and economic benefit from tourists generated by use of Lodging Tax proceeds for tourism promotion.) Here is a great example of how we will gather and disseminate data. We are a new organization, but just by virtue of our experience and willingness to step in and assist, we were able to facilitate Tyler Perry Studios in shooting the biggest movie Kitsap County has ever hosted. It is called “Confabulation” (Main location was Seabeck, right across the Hood Canal). We were able to help secure their main location, assist with local governments, location scouting. We even negotiated them hiring local law enforcement for the production and assisted with permits. We made it easy for them to shoot resulting in the following financial boom to the area. THIS IS THE FIRST, MAJOR PIP AWARD FOR KITSAP 9 | Page The Peninsula Film Commission will be in the business of collecting and sharing data with the CITIES & COUNTIES which we serve. Here is our assessment of the financial activity that took place in Kitsap County between Friday September 18th and Wednesday September 23rd as a result of this production. ~ 3.2 MILLION TOTAL ECONMIC ACTIVITY • I estimate the budget to be at least 20 million dollars. We’ll say 20. Minus 3 million for post (leaving 17 million). My discussions lead me to believe they’re attempting a very ambitious schedule of 21 days. So Good/Fast/Cheap axis, 17 million divided by 21 days = ~ 809,500 (per day). They shoot 2 days in Kitsap County, but were here prepping, laying foundation for a total of 5 days, so I’d say roughly 3.2 million worth of total financial activity in Kitsap in less than seven days. LTAC SPECIFIC DATA (HOTEL STAYS) (ROUGHLY ~ 1000 HOTEL STAYS WITHIN 6 DAYS) + 50 MILES AWAY (from LOS ANGELES, GEORGIA & BELLINGHAM) • My discussions lead me to believe we have in the neighborhood of 1000 hotel stays between Bremerton, Silverdale and Tacoma. Rumors are there was not enough accommodation in Kitsap to handle the entire crew, they were split between 8 different hotels with overflow going to Tacoma. This is what we refer to as ‘a good problem to have.’ Below please find an email a representative of the production sent me with data. 7. What economic impact can we expect in Jefferson County from your proposed promotion, program, facility, event or activity? a. Actual or estimated number of tourists at your event/facility last year (2025): (NA) b. Estimated number of tourists who will attend your event/facility this year (2026): (NA) 10 | Page c. Projected economic impact in Jefferson County from your event/facility (e.g. number of tourists who will stay overnight in Jefferson County-based lodging establishments; economic impact for Jefferson County restaurants, community facilities, amenities, events, and businesses). (We will be able to facilitate TWO productions currently circling the area. One in December, the other in January) 8. Have you applied for any other LTAC funding, including other municipalities? If yes, how much did you apply for and for what purpose or project? YES. We are applying for LTAC funding from every County/City available withing the Olympic and Kitsap Peninsulas. The methodology is designed to make things affordable, while maximizing available services to the most area. These are based on population. See below split. 9. Describe your organization’s area of expertise. Do you provide a unique service? We have unique, first-hand experience in the Film and Television business, stemming from 25 years of work. We have unique connections and speak the language of ‘production’ and are here to be a Rosetta stone for the Kitsap and Olympic Peninsulas. What we bring to the table will be hard to replicate. 11 | Page 3. Background Information about Your Organization Attach the following items to your proposal in the order listed: (Note: To be considered by the Committee, all of the listed information must be included with your proposal.) Hello good people of Jefferson County, My name is Patrick Sheehan. I grew up in Kitsap but went to college at Peninsula College in Port Angeles. AIer I graduated, I went on to have a successful career in Hollywood having worked on over 700 episodes of television, commercials, documentaries and films. I’m a member of two unions, the Writers Guild of America and IATSE 871. I program Slamdance Film FesTval (a top 10 internaTonal film fesTval) and last year I was a ConsulTng Producer on Sly Lives! (The Burden of Black Genius) (HULU) directed by Questlove. The film premiered at Sundance Film FesTval and was nominated for an Emmy (Best Documentary). In January my next project will premiere on Apple+. It is called Neuromancer, based on William Gibson’s seminal cyberpunk novel. And now -- I’ve come back home as a canary in the coal mine, of sorts; Hollywood is rapidly evolving. In the last 5 years nearly 50% of ALL Film, TV and Commercial producTon has leI California in favor of foreign countries and other states. Peninsula Film Commission/ Jefferson County September 29th, 2026 Media companies have no choice but to take advantage of strategic financial incenTves offered by areas who’ve gofen-wise to the fact that hosTng producTon is big business. It may surprise you to learn that the State of Washington offers the 5th best financial incenTve program in the country via WASHINGTON FILMWORKS. Each year Washington Filmworks has a budget of 15 million dollars to incenTvize producTons to shoot in the State of Washington. The way this works is, once a producTon is approved, they must spend money in Washington – hiring our local people, eaTng at our restaurants, and staying in our hotels. Every cent they spend counts. Once they prove those expenditures and all is approved, Filmworks writes them a check for up to 45% of that money back. It’s an incredible incenTve and it’s produced amazing results. Peninsula Film Commission/ Jefferson County September 29th, 2026 IncenTves are offered to ALL 49 legislaTve districts in the state. But most of that money goes to Seafle and Spokane. Seafle is a given because the city itself is cast in many TV shows and films (however, half of the stories set in Seafle now shoot Vancouver, Canada for Seafle). On the other hand, Spokane has had to fight and scrap for business, and they’ve done an excellent job. In many ways they’re pulling ahead of Seafle. In fact, they hosted an Oscar nominated film last year; Train Dreams (Neklix). Their success is based on their structure. Spokane uTlizes a three-way partnership between the City, Visit Spokane (DMO) and a non-profit called The Spokane Film Project. Peninsula Film Commission/ Jefferson County September 29th, 2026 Visit Spokane has a film iniTaTve to accommodate producTons who want to shoot there. They have easy, one-click permilng and a phone that is always on. The film business moves FAST, and they’ve figure out how to say ‘yes’ -- and quickly. The Spokane Film Project is the glue. It adverTses, masterfully, Spokane’s available filmmaking workforce. It keeps the necessary infrastructure for filmmaking fresh and Tdy. It’s a membership organizaTon that also connects the local film community where they have access to workshops, gear, and classes. It’s the resource producTons use to hire crews, actors, vendors, you name it. It’s a one-stop-shop for the entertainment industry. Every Tme you refresh their website a local arTst pops up you can hire. Members of the Spokane Film Project also get special screenings, events and a place to showcase the films they create together. This keeps their workforce engaged, sharp and their resumes evolving. It’s the icing on the cake that cements them businesses and leaves producers happy. So why not us? A 501 C-6, an Economic Development Non-Profit I’ve created The Peninsula Film Commission to put us firmly in the Washington State filmmaking conversaTon. Our goal is to make it easy to shoot in our neck of the woods. To succeed, we’re going to win film business, we’re going to create jobs, and then we’ll reap valuable film tourism. Peninsula Film Commission/ Jefferson County September 29th, 2026 As I menToned before, the business moves very fast. If you do not pick up the phone right away, you lose money. By the Tme you call them back, those projects have moved on to other locaTons that did pick up. This is why in January we will open an office that works as a concierge for any producTon wishing to shoot on both the Kitsap and Olympic Peninsulas. Our territory begins in Gig Harbor, travels straight through the heart of Bremerton and around through Kitsap and out onto the Olympic Peninsula – Port Townsend, Sequim, Port Angeles, Forks and down the coast. We will pick up the phone and serve as the Rosefa Stone between Hollywood and the area. We will create one, simple PERMITING TOOLKIT for the enTre region. Also, we will coordinate with local governments to discern who actually needs a permit. This is a big one. So much Tme is wasted fielding unneeded permilng requests. We will fix this. We will create a PREMIER, LOCATION DATABASE and offer LOCATION SERVICES. We will also ensure people who allow producTons to film in their home or business are treated fairly. An Peninsula Film Commission/ Jefferson County September 29th, 2026 average locaTon fee on a major producTon is between 5,000-25,000$ per day (depending on budget). We will make sure home and business owners aren’t taken advantage of and they get what they are truly owed. And most importantly, we will create a MEMBERSHIP (similar to Spokane Film Project). This is how we will create the infrastructure to support film projects in our area. A membership to the Peninsula Film Commission means: • Access to free gear rentals. • Access to events, workshops, trainings, consultaTons. • RepresentaTon on our website (producTons can hire you, do business with you, book rooms). • Access to collaborate on projects. • Outlet to screen projects in the community. • Members BECOME the infrastructure we need. And have a blast doing it. • Members will also be eligible to receive a GOLDEN MARMOT Peninsula Film Commission/ Jefferson County September 29th, 2026 Every year we will host The GOLDEN MARMOT AWARDS. An OSCARS-style award ceremony bringing people from hundreds of miles away to gather and celebrate the best Projects, CiTes, CounTes, Businesses, Schools, Students, Seniors – you name it, and winners will receive a GOLDEN MARMOT. Modeled aIer the Olympic Marmot, indigenous only to the Olympic Peninsula. It will be our symbol. To celebrate the ethos of the Peninsula Film Commission membership – our collaboraTon, our competence, and serve as a reminder to have FUN. Then comes FILM TOURISM. A healthy Film and Television ecosystem makes possible FILM TOURISM. Film tourism is different than sports and other forms of tourism, in that, it’s NOT SEASONAL and LASTS FOREVER. We have an interesTng study on the Olympic Peninsula with hard data. Before TWILIGHT, the city of Forks averaged between 5,000-10,000 tourists per year to visit the naTonal parks and coast. AIer twilight, their tourism immediately jumped more than 600% with some years peaking at over 90,000 tourists. STll. Even 20 years later. It hasn’t stopped. Peninsula Film Commission/ Jefferson County September 29th, 2026 If we can afract even a single series or feature film to shoot in the area that becomes a hit, this could be us. The same way people visit North Bend sTll because of Twin Peaks, Tacoma for 10 Things I Hate About You and NOW Spokane because of Train Dreams. RATIONALE FOR FUNDING REQUEST The Peninsula Film Commission opens a pathway for filmmakers to seamlessly work across all the counTes and ciTes of the Kitsap and Olympic Peninsulas, and this also makes it cost effecTve. Therefore, all starTng costs for 2027 will be split proporTonately between all the ciTes and counTes therein based on populaTon. OUR ESTIMATED TOTAL STARTING BUDGET for 2027 is $170,000.00 Jefferson County’s requested porTon = $4,902.00 With Hollywood outsourcing more than ever and Washington’s lucraTve state-level incenTves, we have perfect, Goldilocks condiTons to grow our film business on the Kitsap and Olympic Peninsulas. We just need a lifle coordinaTon, infrastructure and someone manning the phone. I had to leave the area years ago to do my chosen career, now I am back and determined to make it possible for a new generaTon to stay local to pursue a career in filmmaking. This process will also win valuable film incenTve monies for our community and eventually, give way to lucraTve film tourism. I bring 25 years of experience in the business plus acTve relaTonships at studios, networks and commercial producTon companies. I can acTvely pitch the area once we’re up and running. I would love the opportunity to present to you in person. We anticipate that you or your representatives will furnish all the requested information in a timely and organized manner. During the term of our engagement, we may advise you to make certain online tax elections, online registrations, or online payments. We are not responsible for making these online tax elections, online registrations, or online payments. It is the responsibility of you or your representative to ensure these online actions are completed. If you are a business: It is your responsibility to make all federal, state, and local tax deposits. It is also your responsibility to determine employee versus independent contractor status. If you have any questions regarding the classification of employees versus independent contractors, we strongly encourage you to consult with legal counsel experienced in employment practice matters. We will not reconcile the payroll tax returns with the withholding records. By your signature below, you acknowledge that it is your responsibility to verify the accuracy of the compensation and withholding records being provided to us. The Internal Revenue Service and various other federal and state authorities require the reporting of information concerning activities and holdings outside the United States. Examples include having foreign bank and other financial accounts, ownership interests in certain entities outside of the United States, as well as other "reportable" and "listed" transactions. It is your responsibility to make us aware of all such transactions and information. Our engagement cannot be relied on to uncover errors, fraud, or other irregularities in the underlying information submitted to us and incorporated in your tax returns, should any exist. However, we will inform you of any such matters that come to our attention. Because you have ultimate responsibility for the tax returns, you or a responsible representative should review the returns prior to signing and filing them (or authorizing us to file the tax returns on behalf of you). You or your representative shall be authorized to make decisions regarding tax positions reflected on your tax returns or which we have brought to the attention of you or your representative. You agree and acknowledge that, by signing and filing (or authorizing the filing) of the tax returns, you represent that you or your representative provided us with all information required for the preparation of complete and accurate tax returns. All tax returns and other tax filings are subject to examination by the taxing authorities. In the event of an examination, you or your representatives may be requested to produce documents, records, or other evidence to substantiate the items of income and deduction shown on the returns. In preparing the returns, we will rely upon your representations that its representatives understand, and have complied with, applicable documentation requirements. B.Our Responsibilities and Limitations The nature of our engagement requires us to exercise our professional judgment with respect to various tax, accounting, and related issues and to comply with professional standards. We will adopt in the tax returns whatever position you request, so long as it is consistent with our professional standards, ethics, and the laws of the applicable taxing jurisdictions. If we do not have a reasonable belief that a position on your tax return has "substantial authority" to be sustained on its merits (or "more likely than not" in the case of a "tax shelter" or a "reportable transaction"), we will not be able to complete the preparation of your returns unless your representatives agree to adequately disclose the position on the return and there is a reasonable basis for the position. You acknowledge and agree that, in the event you (i) ask us to take an unsupported tax position or (ii) take a tax position and refuse to make any required disclosures, we may withdraw from the engagement without completing or delivering the tax returns. Your returns will be prepared from the information you provide. We may ask for explanation or clarification of some items, but we will not audit or otherwise verify your data. You are responsible for the completeness and accuracy of information used to prepare the returns. Our responsibility is to prepare the returns in accordance with applicable tax laws. By executing this Engagement Letter, you hereby consent to the transfer from any prior firm to us of all your client files, work papers, and work product. We shall not be responsible for any late filings, penalties, interest, missed elections or other consequences which may result from such a delay due to non-payment of invoices by Client. For all tax compliance engagements, we reserve the right to place your return(s) on extension and you hereby authorize us to do so. Your return may be selected for examination by state or federal tax agencies. In that event, we will be available to assist you in defending and explaining the return. This service is not part of our engagement to prepare your returns and would be the subject of a separate agreement for such services. II.
