2. Proposal Questions
4 | Page
Please limit your answers to no more than one page for each question.
1. Rack card placement and 1/3 page ad are intended for widespread audience
to attract tourists by offering them an affordable and available place to stay
in Jefferson County.
Total amount: $7182.49
2. The campground at the Jefferson County Fairgrounds has been historically
under-utilized and under-advertised. It is one of only three campgrounds in
Port Townsend. Fort Worden is booked up nine months in advance, and Point
Hudson similarly is usually full. Camping is extremely popular, especially in
the summer months, and it brings in tourists looking for flexibility and
affordability.
3. The Campground at the Jefferson County Fairgrounds currently offers 53
sites: 18 full hook-up, 22 partial hook-up, 12 dry camping and one bike-in
site. The campground has undergone significant improvements over the past
3 years, including restroom renovation and site expansion. Thanks to a
$250K grant from the WA Department of Agriculture, all of the full hook-up
sites are currently getting a power upgrade to 30/50amps and new
pedestals. The few 30 amp sites we have had in the past are generally fully
booked all summer, so this will be an attractive addition to the campground,
as many RV-ers require 30 amp service. The project will be completed before
the 2027 summer season.
The campground has never been marketed and, with the exception of the
County Fair and Wooden Boat festival, typically experiences about 50%
occupancy during the summer season. During the County Fair, the
campground fills to capacity with exhibitors from throughout Jefferson and
adjacent counties. The campground is essential to the horse arena. A recent
horse event sponsored by the Fairgrounds brought participants from as far
away as Bellevue. This would not be possible without an on-site
campground.
5 | Page
4. “Public campground improvements” is listed as one of the “highest
priorities” under “other criteria.” The Campground at the Jefferson County
Fairgrounds stands out in the county for having 1) sites available at almost
all times, unlike the state parks; 2) full hook-up sites; 3) an on-site dump
station; 4) a full restroom with flush toilets and hot showers.
5. The use of rack cards and magazine advertising to attract tourists.
Event date: Year round
Timeline: year round
Target Audience: People interested in visiting the area, as well as “RV-ers”
looking for destinations.
Promotion methods: Rack cards and magazine ad.
Promoting overnight stays: We are an overnight lodging establishment. We
would like to improve our amenities to make the campground more
attractive to guests.
Other agencies: Not at this time.
6. We can measure the occupancy rate at the campground through our online
reservation reporting system. We also solicit reviews of every guest following
their stay at the campground and can ask specifically what attractions or
events they visited during their stay and how they learned about them. We
can ask how they learned about the campground and compile the results for
analysis.
7. Between April 1 and Sept. 30 of 2026, we had over 1400 reservations at the
campground. We do not have data for 2025 because we switched
reservation systems. By promoting the campground actively, we anticipate
that number to increase by 50%. During this time period the campground
brought in $105,136, subject to the Lodging and Tourism tax.
8. No.
9. The Jefferson County Fairgrounds provides a unique opportunity for youth
engagement through 4H and the county Fair. The campground is an integral
part of the Fair, but also stands alone in its ability to fill a gap in camping
opportunities in Jefferson County.

To Whom It May Concern,
I am pleased to write in support of the Jefferson County Fairgrounds’
request for LTAC funding for improvements to the public campground,
including new picnic tables and improvements to the men’s shower
facilities.
Our group stayed at the Jefferson County Fairgrounds campground while
attending the fair this year, and it was hands down one of the most
welcoming camping experiences we have ever had.
What stood out most was the atmosphere. Our kids came from outside
Jefferson County, and once we were there, kids from all the different clubs
interacted, played, laughed, and simply got to be kids together. They were
allowed to have fun and be appropriately loud during the day, while quiet
hours and campground expectations were handled kindly and respectfully.
It created an environment that felt both welcoming and well managed.
The facilities and campground were clean and cared for, and our families
genuinely enjoyed being there. Staying on-site also added tremendously to
our fair experience. Instead of simply attending an event and leaving, we
were able to make a whole experience of it; camping together, spending
more time at the fairgrounds, and building friendships and memories with
other families.
As the founder and president of The Whole Horse Place, a nonprofit
organization serving youth and families through hands-on programs with
senior rescue horses, I know how important welcoming, affordable
community spaces are. Facilities like the Jefferson County Fairgrounds
campground make it possible for families, youth organizations, exhibitors,
horse groups, and visitors to participate more fully in events that bring
people into the county.
Investments such as additional or improved picnic tables and shower
facilities may sound simple, but they directly affect the experience of the
people who stay there. Based on our experience this year, these
improvements would be an investment in a campground that is already
serving visitors and families exceptionally well.
We would absolutely stay at the Jefferson County Fairgrounds again, and I
strongly support efforts to continue improving this valuable community and
visitor resource.
Sincerely,
Tina Meekins

RE: Campground Improvements
To Whom It May Concern:
The Jefferson County Fairgrounds have been part of my life for as long as I can remember. I have been coming to
the Fair every year from the time I was a child and remember countless events being held there over my lifetime. I
started in 4H at the Jefferson County Fairgrounds in 1997 and now my son is following in my footsteps!
While having some things be the same for such a long time adds a certain flare of nostalgia, those same things are
in desperate need of a face lift. The horse barn desperately needs a re-work, the campground bathrooms look
exactly the same as they did in 1997 and do not function any better, and the campground itself needs some love.
While the 4H groups do a lot of community service and help with cleaning up parts of the Fairgrounds, it needs
funding and upgrades that go well beyond what the 4H clubs can contribute.
Please use this letter as evidence of my support and that of the community. The Fairgrounds are near and dear to
our hearts and our community needs it to survive. They key to survival is changing and improving with the times.
Thank you for your consideration in this matter.
Respectfully,
Laurel Zeeman CPA
To whom it may concern,
I am writing in support of the LTAC Grant for fairgrounds campground improvements. My family
has camped at the fairgrounds during different times of the year, particularly during the week of
fair with our 4H group. There are many improvements that are necessary and would greatly
benefit the fairgrounds campground and the overall experience of the campers that use the
facilities.
Thank you for your consideration,
Madison Clevenger
To Whom It May Concern,
I am pleased to write in support of the Jefferson County Fairgrounds’
request for LTAC funding for improvements to the public campground,
including new picnic tables and improvements to the men’s shower
facilities.
Our group stayed at the Jefferson County Fairgrounds campground while
attending the fair this year, and it was hands down one of the most
welcoming camping experiences we have ever had.
What stood out most was the atmosphere. Our kids came from outside

interacted, played, laughed, and simply got to be kids together. They were
allowed to have fun and be appropriately loud during the day, while quiet

It created an environment that felt both welcoming and well managed.
The facilities and campground were clean and cared for, and our families
genuinely enjoyed being there. Staying on-site also added tremendously to
our fair experience. Instead of simply attending an event and leaving, we
were able to make a whole experience of it; camping together, spending

As the founder and president of The Whole Horse Place, a nonprofit

Investments such as additional or improved picnic tables and shower

improvements would be an investment in a campground that is already
serving visitors and families exceptionally well.
We would absolutely stay at the Jefferson County Fairgrounds again, and I
strongly support efforts to continue improving this valuable community and
visitor resource.
