Tier 2 Compliance Assistance Project RFP launches [updated RFP link]
The Clean Buildings Team launched the Tier 2 Compliance Assistance Project (TCAP) RFP on Oct. 1, 2026 and is now accepting proposals.
The TCAP is designed to raise awareness about Washington’s Clean Buildings Performance Standard, share resources with Tier 2 building owners, and provide technical assistance to Tier
2 buildings. A total of $600,000 is available for the selected contractor to develop an outreach plan, conduct outreach, host resource fairs, and provide technical assistance to Tier

Tier 2 Early Adopter Incentives Award Update
As of Sept. 24, the Tier 2 Early Adopter Incentive Program has reserved approximately $11.7 million in incentives for Tier 2 building owners who have demonstrated compliance with the
Clean Buildings Performance Standard. Commerce anticipates Tier 2 Early Compliance and Early Adopter Incentive submissions will start increasing.
Below is a breakdown of Tier 2 Early Adopter Incentive Reservations by Utility. While utilities with over 25,000 are required to participate in the Early Adopter Incentive program, any
utility with available public utility tax credits can participate in the program.
