Subject: Award of Contract, Memorial Athletic Field Infrastructure Renovation
Project, Phase 2 (Retaining Wall and Goal Post), County Project No.
17521350, RCO Project # 24-1768
Statement of Issue: Award of Contract to Eaglemount Excavation, of Port Townsend,
Washington for their bid of $46,553.93 for the above referenced project. Phase Two
of the project includes installing a retaining wall, installing new football goal posts,
and widening the access ramps.
Analysis/Strategic Goals/Pro's Et Con's: The Public Works Department has completed
checking the bids and has investigated the qualifications of the lowest bidder
including Bidder responsibility criteria of RCW 39.04.350. Bidder verification
documentation is attached.
Fiscal Impact/Cost Benefit Analysis: The Bid amount is $46,553.93. This project is
70% RCO funded, and 30% Jefferson County Construction and Renovation Funds.
Recommendation: Public Works recommends that the Board authorize the Award of
Contract to Eaglemount Excavation. and authorize the County Engineer to execute
necessary change orders for the project for up to 10% of the contract amount of
$4,655.39, or an aggregate total of $51,209.32, by signing the attached document and
returning it to Public Works for further processing.

In the matter of awarding a construction contract for the above-referenced work:
• The Call for Bids was issued by the Board of County Commissioners on August 12,2026.
• The MRSC Small Works Roster Process was utilized.
• Five bids were received by the September 3,2026 deadline.
• The Public Works Department has completed checking the bids and has investigated the qualifications
of the lowest bidder including Bidder responsibility criteria of RCW 39.04.350(1).
• Bid tabs are attached for reference.
The Public Works Department recommends that the construction contract be awarded to the lowest responsive
and responsible bidder:
Eaglemount Excavation,Washington for their bid amount of$46,553.93

and, authorize the County Engineer to execute change orders for the project, due to unforeseen conditions
