Statement of Issue: Award of Contract to NW Construction General Contracting, Inc
of Battleground, Washington for their bid of $59,787.00 for the above referenced
project. Phase 1 includes demolishing and disposing of the existing Memorial Field
perimeter fence and gates using lead-safe practices due to lead based paint on the
fence.
Analysis/Strategic Goals/Pro's Et Con's: The Public Works Department has completed
checking the bids and has investigated bidder qualifications per the bidder
responsibility criteria found in RCW 39.04.350. Bidder verification documentation is
attached. Public Works deemed that the low bidder for Phase 1 (fence demolition)
was ineligible. Therefore this contract is being awarded to the second lowest bidder.
Fiscal Impact/Cost Benefit Analysis: The Bid amount is $59,787.00. This project is
70% RCO funded, and 30% Jefferson County Construction and Renovation Funds.
Recommendation: Public Works recommends that the Board authorize the Award of
Contract to NW Construction General Contracting, Inc. and authorize the County
Engineer to execute necessary change orders for the project for up to 10% of the
contract amount of $5,978.70, or an aggregate total of $65,765.70, by signing the
attached document and returning it to Public Works for further processing.

• The Call for Bids was issued by the Board of County Commissioners on August 12,2026.
• The MRSC Small Works Roster Process was utilized.
• Five bids were received by the September 10,2026 deadline.
• The Public Works Department has completed checking the bids and has investigated the qualifications
of the lowest bidder including Bidder responsibility criteria of RCW 39.04.350(1).
• Bid tabs are attached for reference.
The Public Works Department recommends that the construction contract be awarded to the lowest responsive
and responsible bidder:
