How much, if any, of your application is considered "destination marketing" for Jefferson County? IF any, please ensure this is clearly identified and itemized in your budget. N/A 2. Tell us about your promotion, program, facility, event or activity and why you think it will increase tourists traveling to and staying in Jefferson County. The Production Alliance (TPA) requests $85,000 from the Jefferson County Lodging Tax Advisory Committee to support the marketing and operations of TPA’s 2027 Season of Events and our year-round work supporting tourism-related events throughout Jefferson County. TPA creates, produces, promotes, and supports events that showcase the people, places, culture, agriculture, arts, and traditions that make Jefferson County a distinctive visitor destination. Our events are designed not only as individual gatherings, but as experiences that encourage visitors to explore communities throughout the County, patronize local businesses, eat at local restaurants, visit farms and cultural attractions, and stay overnight. In addition to TPA's annual and recurring events TPA also provides event-production infrastructure and services to numerous partner organizations throughout Jefferson County, including equipment, technical production, event planning, marketing, volunteer coordination, traffic and parking management, and logistical support. Several of TPA's largest tourism-focused events are multi-day and geographically dispersed. Farm Tour brings visitors to farms throughout rural Jefferson County, while Harvest Festival creates a multi-day itinerary connecting farms, cideries, lodging establishments, restaurants, cultural venues, and First Night provides a major family-friendly winter celebration which in 8 | Page 2026/2027 will feature a multiday Circus performance during a traditionally slower tourism season. By combining professional event production with regional marketing and partnerships with farms, lodging establishments, businesses, nonprofits, artists, and tourism organizations, TPA helps transform individual events into broader Jefferson County experiences. 3. If this is a continuing or reoccurring promotion, program, facility or event, describe your organization’s prior activities. If applicable, how is it different than in the past? TPA has produced and supported community events throughout Jefferson County since 2019. Our work has grown from individual event production into a countywide network of events, production services, and partnerships with artists, businesses, nonprofits, public agencies, vendors, and volunteers. With LTAC support, TPA has expanded the tourism impact of this work. Rather than marketing events only as individual local gatherings, we are increasingly developing multi-day experiences that encourage visitors to explore multiple locations, businesses, and communities. In 2026, this approach is especially visible through the evolution of the former Olympic Peninsula Apple & Cider Festival into Harvest Festival, a countywide fall celebration that connects a broad range of community partners including farms, cideries, pumpkin patches, lodging establishments, restaurants, music, workshops, and community events. The festival provides visitors with both scheduled events and a self-guided tour, creating opportunities to build an entire weekend itinerary around Jefferson County including special lodging offers connected to the festival. Over the years, TPA's organizational capacity has grown through expanded staffing, production equipment, professional marketing, photography and videography, volunteer coordination, and the development of the TPA Hub at the Jefferson County Fairgrounds. With LTAC support, TPA will build on this foundation by strengthening regional marketing, lodging partnerships, multi-day itineraries, and collaborations that encourage visitors to experience more of what Jefferson County has to offer. 4. How does your promotion, program, facility or event support one of the Highest Priorities or Additional Considerations listed below under “Other Criteria” (see page 9)? TPA's proposal directly supports Jefferson County's priority of "the marketing and operations of special events and festivals designed to attract tourists." LTAC funding supports both sides of this priority: the professional operations necessary to produce high-quality visitor experiences and the marketing necessary to bring visitors from outside Jefferson County to those experiences. 9 | Page TPA produces and promotes recurring events that showcase Jefferson County's agriculture, arts, culture, maritime identity, small businesses, rural communities, and sense of place. The proposal also addresses several of the County's Additional Considerations. TPA: ● Promotes Jefferson County events, activities, and destinations to visitors from outside the County. ● Produces multi-day events with the potential to generate overnight lodging stays. ● Creates economic activity for lodging establishments, restaurants, farms, artists, performers, vendors, contractors, and other local businesses. ● Has an established history of producing and supporting successful events in Jefferson County. ● Builds cooperative partnerships rather than duplicating tourism services. ● Works across geographic and organizational boundaries to connect businesses, nonprofits, public agencies, tourism organizations, venues, farms, artists, and community groups. TPA's role is especially valuable because the organization provides shared event-production capacity that many individual organizations could not efficiently maintain independently. LTAC investment therefore supports not only individual TPA events, but a broader network of Jefferson County events and visitor experiences. 5. Describe how you intend to market/promote your promotion, program, facility, event or activity to potential tourists who reside outside Jefferson County or traveling more than 50 miles. a. If an event, the date of the event: b. The timeline for the tourism promotion activity you are proposing (e.g. May through July, 226). c. Target Audience d. Promotion methods you intend to use to reach the target audience. e. Describe how you will promote overnight stays at Jefferson County lodging establishments. f. If you intend to collaborate with another agency or non-profit to provide these services, please state the name of the organization and describe the nature of the collaboration: TPA will promote our 2027 Season of Events to potential visitors outside Jefferson County through year-round regional marketing, with concentrated campaigns leading up to individual events. Our goal is to give visitors multiple reasons throughout the year to travel to Jefferson County, attend an event, explore surrounding communities and businesses, and stay overnight. a. If an event, the date of the event: Exact 2027 dates are still being finalized. TPA's recurring annual events generally include: ● Connectivity Summit | March 10 | Page ● Rhody Family Reunion | May ● Port Townsend Pride | June ● Preparedness Day | June ● Airport Day | August ● Wooden Boat Festival Corn Booth | September ● Boatyard BBQ | September ● Jefferson County Farm Tour | September ● Harvest Festival | October ● First Night | December 31st In addition to these TPA-presented and hosted events, TPA provides critical production, technical, logistical, and promotional support to dozens of other tourism and community events throughout Jefferson County. See full list of events supported in 2025 and 2026 further below. b. Timeline for the tourism promotion activity: January–March: Develop the annual marketing plan and event calendar; establish event themes, visual identities, and creative assets; coordinate with tourism and production partners; launch season-wide "Save the Date" promotion; begin promotion for Connectivity Summit; and develop regional print, digital, photo, and video content. April–June: Promote Rhody Family Reunion, Pride, Preparedness Day, and other spring and early-summer programming. Launch targeted digital advertising, distribute print materials, update websites and event pages, conduct email campaigns, pursue earned media and radio coverage, and coordinate cross-promotion with event partners. July–September: Promote Airport Day and begin intensive fall tourism campaigns for Wooden Boat Festival, Boatyard BBQ, Farm Tour, and Harvest Festival. Increase paid digital and social media advertising, regional print promotion, earned-media outreach, email marketing, partner cross-promotion, postering, and distribution of event guides and visitor information. October–December: Promote Harvest Festival and First Night with an emphasis on overnight stays, dining, shopping, and other activities visitors can experience while in Jefferson County. Continue digital, print, radio, email, partner, and earned-media campaigns. Collect visitor information and analyze tourism and marketing data for year-end reporting and future planning. c. Target Audience TPA's tourism marketing will focus on potential visitors traveling more than 50 miles, particularly residents of the greater Puget Sound region and I-5 corridor, including Seattle, Tacoma, Kitsap County, Bellingham and surrounding communities. Our digital and earned-media campaigns also reach visitors elsewhere in Washington, throughout the Pacific Northwest, and beyond. Target audiences vary by event. Farm Tour and Harvest Festival appeal to agritourism travelers, families, food and cider enthusiasts, and visitors interested in farms and rural experiences. Pride 11 | Page reaches 2SLGBTQIA+ visitors, families, allies, and arts and culture audiences. Airport Day appeals to families and aviation enthusiasts. First Night offers an all-ages New Year's Eve experience during the winter tourism season. Connectivity Summit attracts participants interested in community connection, collaboration, and regional issues. Across the season, TPA targets visitors interested in authentic, community-based experiences that showcase Jefferson County's agriculture, arts, food, music, culture, maritime heritage, rural communities, and distinctive sense of place. d. Promotion methods you intend to use to reach the target audience: TPA will use a coordinated mix of digital, print, earned-media, and partnership-based promotion, including: ● Targeted paid advertising through Facebook, Instagram, YouTube, and other digital platforms, with geographic targeting designed to reach audiences outside Jefferson County and more than 50 miles away. ● Regional newspaper, magazine, visitor-guide, and digital publication advertising. ● Event brochures, guides, posters, flyers, banners, and roadside signage. ● TPA's website and event-specific landing pages. ● Email marketing through TPA's newsletter and partner mailing lists. ● Professional photography and video for websites, social media, digital advertising, press outreach, and future tourism promotion. ● Earned media through regional newspapers, magazines, radio, television, travel publications, and online media. ● Cross-promotion through participating farms, businesses, lodging establishments, venues, nonprofits, tourism organizations, and event partners. ● Shareable promotional materials and social media content that allow partners to amplify individual campaigns through their own audiences. Major tourism-focused events will receive concentrated campaigns in the weeks and months leading up to the event, while TPA's year-round communications will encourage audiences to see Jefferson County as a destination with recurring events and experiences throughout the year. e. Describe how you will promote overnight stays at Jefferson County lodging establishments. Increasing overnight visitation is an important component of TPA's 2027 tourism strategy, particularly for multi-day events such as Farm Tour, Harvest Festival and First Night that provide a reason to visit during the fall and winter tourism seasons. TPA will continue incorporating Where to Stay information directly into major event websites, landing pages, newsletters, social media, and visitor materials. We work directly with Jefferson County hotels, inns, resorts, cabins, farm stays, and commercial campgrounds to make lodging options visible to visitors as they plan their trips. This builds on work already underway where lodging partners and accommodations are incorporated into festival promotion and visitors are encouraged to plan an entire weekend around an event. 12 | Page TPA will continue to intentionally market major events as multi-day Jefferson County experiences rather than single-day trips . Visitors will be encouraged to combine events with restaurants, shopping, farms, cideries, arts and cultural attractions, outdoor recreation, and other activities throughout the County. f. If you intend to collaborate with another agency or nonprofit to provide these services, please state the name of the organization and describe the nature of the collaboration: Collaboration is central to TPA's model. We work closely with tourism organizations, nonprofits, public agencies, farms, lodging establishments, venues, arts and cultural organizations, businesses, and event producers to expand the reach and impact of Jefferson County events. Virtually all of our events are produced in partnership with community groups, local entrepreneurs, and public agencies. These collaborations include joint marketing and cross-promotion, regional media outreach, lodging promotion, event programming, production support, and distribution of promotional materials. TPA's role is often to connect individual partners into a larger visitor experience. This cooperative approach allows individual organizations and businesses to benefit from the reach of a larger campaign while giving visitors more reasons to travel throughout Jefferson County, stay longer, and experience multiple destinations during a single trip. 6. How will you measure the effectiveness of your promotion, program, facility, event or activity? a. Also, describe how you will document and report to the County the economic impact from your promotion, program, facility, event or activity. (State law requires the County to report annually to the State Department of Community Development and Economic Trade about the number of lodging stays and economic benefit from tourists generated by use of Lodging Tax proceeds for tourism promotion.) Attendance Tracking Most TPA events are offered on a donation basis, with a commitment that no one is turned away for lack of funds. To measure participation, marketing coordinators and volunteers use clickers at main entrances and or distribute stickers or bracelets to attendees and track how many remain to verify counts. For multi-location events, we collaborate with production partners to track attendance through clicker counts, suggested-donation tallies, and venue capacities. For events with ticketed components, we also record attendee zip codes to estimate how many visitors travel more than 50 miles. Digital Metrics TPA measures digital engagement through Wix Analytics, Facebook and Instagram insights, and Mailchimp reporting. From January through September 2026, Facebook content generated 304,445 views and approximately 6,900 interactions, with nearly 69% of views coming from 13 | Page non-followers. Instagram recorded 177,447 views and approximately 6,100 interactions. More than 97% of views on each platform were organic, demonstrating substantial visibility beyond paid advertising. TPA’s digital audience extends well beyond Port Townsend: approximately 59.4% of Facebook followers and 61.5% of Instagram followers are based outside the county. Email outreach complemented these efforts, with Mailchimp recording 32,924 sends across 21 selected messages, a 38.3% open rate, and a 3.1% click rate using bot-filtered data. Together, these results demonstrate TPA’s ability to build awareness, engage new audiences, and share event information with local and regional communities. Earned Media TPA events continue to gain visibility well beyond Jefferson County through regional media coverage, tourism publications, and statewide event promotion as well. In 2025, The Seattle Times published an extensive feature on the Jefferson County Farm Tour and Olympic Peninsula Apple & Cider Festival, introducing Seattle and Puget Sound readers to Jefferson County’s farms, cideries, local food, lodging, and multi-day visitor experiences. In 2026, Port Townsend Pride received regional coverage from Seattle Gay News and was included in the Lynnwood Times’ statewide Pride guide, while also being promoted through Explore Washington State and the Washington State LGBTQ Commission. TPA events are also reaching targeted visitor audiences through regional and special-interest channels: the Jefferson County Farm Tour has been promoted through Olympic Peninsula tourism publications and Airport Day through the Experimental Aircraft Association network. Together, this growing mix of earned media, regional tourism promotion, statewide exposure, and interest-specific outreach extends the reach of TPA events beyond Jefferson County and introduces new audiences throughout the Puget Sound region, Washington State, and beyond to Jefferson County as a destination for distinctive cultural and community experiences. 7. Projected economic impact TPA events generate economic activity across Jefferson County by bringing visitors to lodging establishments, restaurants, farms, cideries, shops, cultural venues, and community facilities while also creating paid opportunities for local artists, performers, production professionals, vendors, contractors, and small businesses. Multi-day events encourage visitors to travel throughout rural and unincorporated Jefferson County rather than attending a single event at a single venue. In 2026 TPA estimates that approximately 20% of out of county guests attending events stayed in overnight accommodations with roughly 50% of those staying for two or more nights. In addition to visitor spending, LTAC investment has a direct local multiplier because TPA hires local artists, designers, photographers, videographers, production workers, vendors, and other professionals to produce and promote these events. With visitor spending on food, shopping, transportation and accommodations, TPA’s programming contributes significantly to Jefferson County’s economy. Have you applied for any other LTAC funding, including other municipalities? If yes, how much did you apply for and for what purpose or project? We have applied for LTAC funding in Port Townsend to support First Night. In 2026 we were granted $5,500 from the City of Port Townsend. 8. Describe your organization’s area of expertise. Do you provide a unique service? The Production Alliance specializes in producing, supporting and promoting dynamic community events throughout Jefferson County. TPA's greatest strength lies in its network of event producers, artists, gig workers, technical professionals, entrepreneurs, production partners, businesses, nonprofit organizations, public agencies, and dedicated volunteers. This network is supported by a growing inventory of professional event equipment, a community Hub at the Jefferson County Fairgrounds and years of local knowledge about how to successfully produce events in communities throughout Jefferson County. TPA both produces its own events and provides infrastructure and expertise to partner organizations. This shared-production model allows nonprofits and community organizations to create larger, safer, more professional events without each organization having to independently develop the staff, equipment, systems, and expertise required to do so. TPA's work reaches communities throughout Jefferson County, including Port Townsend, Chimacum, Quilcene, Port Hadlock, Port Ludlow, Queets, and other rural areas. This countywide network helps connect individual events and organizations into a stronger cultural and tourism ecosystem. TPA believes Jefferson County's strong sense of community is itself what makes the County a compelling destination.
