With elective pay, eligible entities can now receive 30–70% of project costs as reimbursement. CETCAP provides free legal, technical, and filing support for Washington entities to navigate this process and bring low-cost energy projects to life. The program has helped more than 200 Washington organizations access these incentives. CETCAP can help you determine project eligibility, plan new work, meet IRS deadlines and prepare accurate filings — all at no cost. Commonly claimed categories include: * Solar, wind, and geothermal electricity generation * Energy storage, including battery systems * Ground-source and other geothermal heat pump systems Elective Pay eligibility is broader than most people expect. Here is a quick rundown of who qualifies. In 2024, the organization broke ground on an enhanced shelter designed to offer a wider spectrum of care aimed at preventing homelessness. With help from CETCAP, Lighthouse Mission filed for and secured over $500,000 in tax credits for a solar and battery backup system for their shelter, which frequently lost power in the winter. The system offset 30% of the facility's previous energy costs and generated 104 megawatt-hours of power in its first year alone. "I would encourage anyone to work with someone like L4GG, who really knows the ins and outs of elective pay. That makes the process so much simpler and more straightforward," said Justin Reeves, Chief Operating Officer. Looking ahead, Lighthouse Mission is working with Puget Sound Energy on a project that would use part of its battery storage system to support neighborhood energy resilience, providing backup power to the community during a blackout.
