HOUSING FUND BOARD
Regular Meeting — Wednesday, September 23, 2026 at 2:00 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Hybrid)
CALL TO ORDER: Chair Dudley-Nollette called the Joint Jefferson County/City of Port Townsend
Housing Fund Board(HFB)to order after establishing a quorum.
PUBLIC COMMENT PERIOD: Chair Dudley-Nollette called for public comments, and one comment
was received.
APPROVAL OF MEETING MINUTES: Member Brotherton moved to approve the September 2 and
10, 2026 meeting minutes as presented. Member Cochrane seconded the motion which carried by a
unanimous vote.
DISCUSSION re: Continuum of Care(CoC) lead designation: The HFB members discussed
whether Jefferson County should assume the CoC lead designation. The County would need to assume
the administrative, coordinating, and oversight responsibilities while continuing to contract with
nonprofit providers for direct services. Some members noted that this structure could improve
transparency, accountability, equitable distribution of funding, and coordination among service
providers and other public agencies, while keeping service delivery organizations that have direct
relationships with people experiencing homelessness.
HFB members acknowledged that a transition would require staff capacity, funding, technical
assistance, and decisions about where the function would sit within County government. Member
Cochrane stated that she is opposed to the County taking over, and cited the County's limited direct
experience with people receiving services, staffing constraints, and voiced concern that administrative
costs could reduce funding available for other services.
After discussion, Chair Dudley-Nollette called for public comments, and two comments were received.
The HFB members addressed the comments. After further discussion, Member Sonntag moved that the
Housing Fund Board make a recommendation to the Board of County Commissioners to explore taking
on the Continuum of Care lead and review next steps that would need to take place for that transition.
Member Morford seconded the motion. Members Sonntag, Morford, Brotherton, Nelson, Faber,
Morford, and Dudley-Nollette voted in favor of the motion. Member Cochrane voted against the motion.
The motion carried.
DISCUSSION re: 5-Year Plan implementation update, and potentially creating an
implementation subcommittee: Chair Dudley-Nollette shared her screen to review the progress and
assignments for the 5-Year Plan, and members provided input and updates on sections of the plan.
Throughout the update of the implementation plan, audience members in attendance were allowed to
provide comments.
