Add new Bid Item 24"Crushed Surfacing Base Course", per Ton.
The Contractor will furnish Crushed Surface Base Course for road grading at a unit price of$80.00/ton.
The total estimated increase in the contract amount for this change order= 100 Ton x$80/ton=$8,000.
All work materials and measurement to be in accordance with the provisions of the standard specifications and
special provisions for the type of construction involved.

1.3 Emergency Repair, County Project No. 18021410
Statement of Issue: Change Order No.2 with Rognlins Inc. for the above referenced project.
Analysis/Strategic Goals/Pro's Et Con's: Due to late winter storms in 2024, high flow events
in the Quinault River created a 120 ft. long scour hole at Quinault South Shore Road MP 1.3,
forcing road closure. Permitting and funding through Federal Highway Administration
(FHWA)) took two (2) years to complete and now the County is moving forward with the
Temporary/Emergency repair work. Jefferson County executed a construction contract with
Rognlin's Inc. on September 21, 2026. This change order is for furnishing Crushed Surfacing
Base Course for road grading.
Fiscal Impact/Cost Benefit Analysis: The current contract amount is $397.000. FHWA will
provide 100% funding for the Temporary/Emergency Repair work and the Incidental Repair
work will be funded at 86.5% FHWA and 13.5% County Road Fund. Change Order No. 2 will
increase the contract amount by $8,000 in Temporary/Emergency Repair work, with a new
contract amount of $405,000.
Recommendation: The Board is requested to sign Change Order No.2 and return to Public
Works.
