Call to Order and Roll Call – Rebecca Jewel, Chair Committee Members Present for Roll Call: Tracy Grisman, District #1 Phil Sonne, Citizen-at-Large, Vice Chair Rebecca Jewell, Chair, Citizen-at-Large Joey Deese, Waste Connections Heidi Eisenhour, Board of County Commissioners Simon Walter-Hansen, District #2 Keith Dixon, Industry Representative Kimberlie Webber, Port of Port Townsend Committee Members Absent Jim Friedman, District #3 Public Works Staff Present Al Cairns, Solid Waste Program Manager Justin Miskell, Solid Waste Operations Manager Public Comments No public comments New Business 1. Tour of the transfer station facility: ➢ Return to Earth food waste composting operation: Discussion about the public/private partnership, compost production, and how the partnership advances food waste diversion goals ➢ “The Wall” construction and demolition waste processing site: Discussion about utilizing the “temporary” waste management area on a full time basis to alleviate congestion on the tipping floor and the complications of loading to the contractually required 26 tons per container ➢ “The Pit” and Tarping Rack: Discussed the movement of chassis mounted containers into the pit for top-loading of solid waste from the tipping floor and the labor involved in tarping the containers ➢ Tipping Floor: Discussed the structural failure of the knuckle boom crane, its replacement with the wheeled waste compactor, and the loss of tipping floor space which compounds the on-going congestion issue ➢ Recycling Center: Discussed changes made to the operation since April 2026 under the Operating Agreement with Waste Connections ➢ Environmental Center: Discussed the regulatory complexities and costs of managing the types of waste accepted at the facility Adjournment: Meeting adjourned at 1:00 pm.
