REPAH Repair Program
$15,000
Real Estate Professionals for Affordable Housing (REPAH) plans to make critical
and safety repairs to at least 3 homes in Jefferson County with the $15,000 that we
are requesting. We will use these funds to complete repairs on at least 3 homes or
more for people at or below 60% of the area median income. These repairs will
allow low-income and very low-income homeowners to remain in their homes thus
maintaining housing supply. Typical repairs that we have made are for failed water
heaters, broken or missing heaters, broken windows, electrical problems, leaky
plumbing, overflowing septics, failing steps into the homes, etc. REPAH oversees
the projects, helps recipients to fill out applications, screens for income
qualifications, arranges for local contractors to inspect homes and apply for permits
and do the work. REPAH pays the contractors directly.

Section 2: Approach (10 Points)
1. Specify the project or program goals and expected outcomes. (2 point)
2. Briefly describe how the project aligns with and contributes to the priorities, goals and
actions of the 2025-2030 Jefferson County Homeless & Affordable Housing Services
Plan. The Plan is available for viewing at
https://www.co.jefferson.wa.us/DocumentCenter/View/23792/2025-2030-Homeless-
Housing-Plan?bidId= (2 points)
The program would qualify under section 1.3, #2 housing related services. Evaluation
and critical repair of homes in order to keep existing housing supply falls under this
Our goal is to use the $15,000 to repair 3 or more homes for those who are at or below
60% AMI. We work on homes which the owner does not plan to sell in the next few
years. The goal is to keep people in their homes in order to keep them from becoming
homeless. We hope to keep the homes from deteriorating. We typically repair 10 to 25
homes per year.
This project aligns with the priorities goals and actions of the 2025-2030 Jefferson
County Homeless and Affordable Housing Services Plan by keeping people in their
homes so that they do not become homeless. When someone has a plumbing leak, a
mold issue, a dangerous electrical problem, no heat in the winter or a septic backing up
into a house, it can make a house dangerous to live in. REPAH strives to make
emergency repairs to keep people in their homes. The persons who would qualify for
these repairs would be persons with mental illness, veterans, senior citizens, persons
with children at risk of homelessness if repairs are not made, persons with disabilities
and domestic violence survivors.

3. Describe any collaborations that informed the development of this project, including
participation in Housing Fund Board and Continuum of Care activities. (2 points)
4. Describe the engagement and participation of lived experts in this project’s development.
(2 Points)
5. Provide a brief description of expertise and/or recent, relevant and successful experiences
in delivering similar programs and/or projects, including ability, stability and resources to
implement this project or program. (2 points)
REPAH collaborates with St. Vincent de Paul, Habitat for Humanity, the Boeing Bluebills
and other organizations to work together on some of our repair projects. We get referrals
from these agencies and well as give them referrals when we can not fully fund a repair.
We consider the goals of the Housing Funding Board Report and try to align with their
objectives.
REPAH Board members attend meetings with lived experts to stay informed of what is
happening in our County.
REPAH received a Department of Commerce Home Rehabilitation Grant in 2025.
That allowed REPAH to raise its $5,000 per-household maximum contribution and
help 9 households with major repairs totaling $188,733 — plus 16 additional
households with emergency repairs including septic, plumbing, electrical, heating
and insulation, totaling $39,004. REPAH has been in existence since 1992.

Section 3: Impact (10 Points)
1. What services will be funded?
2. How many individuals by demographic will be served by these funds? Describe how
this project supports the original target group or income level of your organization. (2
points)
3. How does this project serve marginalized populations and address risk of harm and
barriers to housing stability? What is your plan for continuous improvement in serving
historically underserved populations? (2 points)
The services that will be funded will be the evaluation, labor and materials for critical
home repairs.
5 to 8 people or more will be served with these funds. This program targets all low and
very low-income individuals who often have no other avenues for help, to keep their
homes safe and in good repair.
REPAH serves mostly elderly and disabled people. Some have mental health issues, are
veterans, or domestic violence survivors and are at risk of homelessness. Most of the people
we serve have nowhere else to turn for help. They often do not have any relatives or friends
who can help them out. If they are living in an unsafe home due to mold, electrical problems,
septics that back up into the house etc. it is unsafe for them to live there. They cannot qualify
for rental units. REPAH continues to improve fundraising to help more underserved people.

4. Specify the measures of success by which the project or program will be assessed.
(2 points)
5. How would the project contribute to positive movement in Commerce’s Homeless
System Performance Measures, including total project entries, length of time homeless,
exits to permanent housing, returns to homelessness, and system prioritization? (2 points)
6. For operations programs, how does the proposed project or program demonstrate the
following priorities: Preservation of existing services and/or providing services to
underserved populations and/or populations not served in the same way elsewhere?
(2 Points Operations funding only)
REPAH will make sure that the applicants are income qualified, the jobs have been
completed successfully and the homeowners are able to remain safely in their homes.
Performing emergency repairs keeps people in their homes and keeps the existing
housing supply intact. Repairs extend the life of the home by at least 5 years and
prevents homelessness.
The people that REPAH serves are often the underserved in our community. They are
typically elderly, mentally ill, or disabled. We do not discriminate when it comes to race,
religion, gender identity, marital status, familial status, age or disability.

7. For capital development projects, how does the proposed project demonstrate “serving
the greatest need” as identified in Appendix D, Prioritization Criteria of Homeless
Housing Capital Projects, in the 2025-2030 Jefferson County Homeless & Affordable
Housing Services Plan. The list of populations shown as serving the greatest need is not
prioritized. (1 point Capital Project funding only)
8. For capital development projects, how many new units will be brought online? How
many existing units will be preserved? (1 point Capital Project funding only)
The funds would be used to repair existing homes. We plan to extend the life of 3 or
more homes with this funding. We anticipate extending the life of these homes by 5 or
more years. We have funded this program each year since 1992 with donations made by
real estate agents and affiliates in our association in the County who donate a portion of
their commissions to our fund for repair projects. We began last year to supplement
these funds with grants and intend to sustain our funding in this way.

Section 4: Budget (10 Points)
4.1 FINANCIAL READINESS (2 points)
1. Is the Project or Program ready to use the funding now or are there actions to be taken
before the Project or Program can begin? If so, what are those actions?
2. What other funds, donors, or community support are involved with the project? Identify
other sources of funds that would be leveraged with the requested funds and/or how these
funds will be used to leverage other funds.
3. Will the requested funds, including funds from other sources, fully fund the Project or
Program? If not, how does the organization intend to fill the gap?
The program is currently ready to use the funding. No actions need to be taken before
we can begin.
We can use these funds to leverage private donations. We will also apply for funds from
other sources such as United Good Neighbors, the Rotary and Ag West.
The requested funds including funds from other sources will fully fund the program. We
can also easily increase the number of projects we take on, if we can obtain more
funding as we always have a waiting list of people who need these home repairs. We will
use matching funds from real estate brokers’ donations to fill the gap.

4. Describe your staffing plan for this project including how many people will be assigned
to do this work and their availability? Will this project require new hires?
4.2 FINANCIAL SUSTAINABILITY (2 points)
1. For capital development projects, how are the requested funds matched by operating
funds going forward? Specify the degree of matching support.
2. Briefly describe your plan for financial sustainability of the Project or Program.
We have a volunteer Board of 10 people who share the work and are available to keep
up with the projects. We do not need any new hires.
We have real estate brokers who are committed to giving a set amount for each real
estate sale that they complete. We also receive money from grants that we have applied
for. We plan to sustain the project this way as we have since 1992 through market ups
and downs.

4.3 SCALABILITY (Non-scoring question)
1. Is the Project or Program scalable if all funding requested is not recurred? How would the
Project or Program be impacted?
4.4 REQUIRED ADDITIONAL DOCUMENTS (2 points)
Please attach the following items along with your RFP Application submission. Applications
without these documents may be deemed incomplete.
1. Please attach a current operating budget for the organization requesting the funding.
2. Also, if your organization is an HMIS participant, please attach a copy of your 2026
Annual Expenditures Report to Commerce.
The project is scalable. We can do more or fewer projects depending on how much
funding we receive. If we receive less funding, we can do fewer or less involved projects
and conversely, we can do larger or more projects with more funding. We strive to repair
as many homes as possible to keep more housing supply.

4. Narrative: Please include any budget narrative that is descriptive or helpful, to explain
any part of your proposed expenditures. For instance, if you are requesting furnishings or
appliances specifically for housing included in your Project or Program, what are the
items you are requesting?
With an all-volunteer Board, no paid or FTE employees, and limited overhead that
includes commercial insurance coverages required for Department of Commerce grants,
REPAH can dedicate nearly all funds raised to Project Expenses.
