WHEREAS, State law obligates the legislative authority of each county to adopt on an annual basis
a six -year transportation improvement program, holding a public hearing prior to adoption, the purpose of
which is to "assure that each county shall perpetually have available advanced plans looking to the future
for not less than six years as a guide in carrying out a coordinated transportation program" (RCW
36.81.121(1)), and;
WHEREAS, the Board of County Commissioners, Jefferson County, State of Washington, has
reviewed the transportation priority array and bridge condition report as prepared by the Department of
Public Works, and has conducted a public hearing on the corresponding proposed six -year transportation
improvement program;
IT IS HEREBY RESOLVED that the Board of County Commissioners does approve and adopt
the Six -Year Transportation Improvement Program for the years 2012 through 2017, inclusive.
IT IS FURTHER RESOLVED that, with respect to the items listed in the Program, the County
Engineer is authorized to make revision to individual project scope, length and termini, timing, and funding
sources, as may be required from time to time due to additional resources becoming available or unavailable
and in accordance with RCW 36.81.130 and WAC 136-16, without the Board of County Commissioners
having to conduct a public hearing or adopt a resolution to amend the Program-

Welcome to the 2012 -2017 Six -Year Transportation Improvement Program (TIP).
The Six -Year TIP is a "rolling" plan that is updated each year to provide direction to transportation
improvements on Jefferson County's 399 -mile public road system. Development of the TIP is a process
that identifies needs, prioritizes those needs, develops projects to meet the needs, and rolls some of those
projects into a plan that should occur over the next six years. A range of different project types is
included in the TIP.
The TIP is strongly influenced by the availability of funding, and many of the projects listed do not, as
yet, have secured funding. As a result, some of the projects in the TIP may not be completed within six
years; however, they must be included on the TIP to be eligible for funding.
Historically, projects on Jefferson County's TIP have averaged about 70% funding from State and
Federal sources. This means that by investing $1 of Jefferson County's money in a project, an additional
$2 or more can be brought into our community to put people to work to improve our infrastructure.
Many non -local transportation revenue sources, however, only fund certain types of improvements on
certain types or roads, and the result is that Federal and State priorities strongly influence what actually
gets accomplished.
Jefferson County is relatively rural and sparsely populated. Local transportation revenues are among the
lowest in western Washington when measured in terms of dollars available per road mile. Timber
harvest receipts historically played a key role in the County's transportation revenue stream. To offset
revenue losses resulting from the decline in this industry, the federal government has provided payments
to rural timber counties over the last two decades which are currently expected to sunset in 2012. This
will result in an immediate 20% loss of transportation revenue for our County. Additionally, the amount
of non -local revenue that this money could have matched will no longer be available either. As a result,
the Road Fund projections contained in this document show that service levels and project work will
need to be scaled back substantially.
The Six -Year TIP, like any other capital improvement plan, is only a plan for what should be done
provided adequate funding is available. It shows what funding must be sought and /or what revenue
sources must be developed. Decisions about which projects actually get advanced are made through the
annual County budgeting process. Since the Six -Year TIP is updated annually, it can be changed to
reflect new needs, priorities. and changed budgetary conditions.

NARRATIVE SUMMARY FOR
CAPITAL PROJECTS
The 2012 -2017 Six -Year Transportation Improvement Program (Six -Year TIP) includes all planned
capital transportation projects for the years 2012 through 2017, including environmental mitigation
(projects 1 through 4) associated with past emergency repairs. Below is a brief description of each
of the planned capital projects.
There are 398.54 miles of county roadway in Jefferson County. The Priority Rating Program
establishes a process and system for prioritizing projects. Priority ratings are established through
needs identification and screening, technical evaluation and ranking, and policy direction from the
Board of County Commissioners.

Project Location and Setting
Alder Creek Tributary culvert is located at milepost (MP) 2.15 on Upper Hoh Road in West Jefferson County, and has
been identified by the Washington Department of Fish & Wildlife (WDFW) as a fish passage barrier and a high priority for
replacement. Alder Creek connects to the Hoh River.
Project Scope
This project will consist of replacing an aging 5 -foot diameter steel culvert at Alder Creek Tributary with a 25 -foot concrete
box culvert.
Project Impetus
Jefferson County is required by WDFW to perform environmental mitigation for riprap placed in the Hoh River during
emergency road repairs at Upper Hoh Road MP 7.7 to MP 7.8. Jefferson County and WDFW have agreed that this
mitigation will be satisfied by replacing the culvert at Upper Hoh Road MP 2.15 with a WDFW - approved fish- passable
structure.
Status
Jefferson County anticipates construction in 2012. Funding is principally Federal Highway Administration (FHWA),
leveraged with dollars from the State and the County Road Fund.

Project Location and Setting
Spruce Creek Culvert is located at MP 9.71 on Upper Hoh Road in West Jefferson County. Spruce Creek is a tributary to
the Hoh River.
Project Scope
This project will consist of replacing two failing steel culverts at Spruce Creek with a 22 -foot wide concrete box structure.
Project Impetus
This site has had repeated damage during flood events due to insufficient culvert capacity and the large volumes of water
and bed material that are transported in this stream. Jefferson County has secured Federal Highway Administration
(FHWA) emergency relief funding to replace the damaged culverts.
Status
Jefferson County is currently in the preliminary engineering phase of this project. Construction is planned for 2012.
Funding is 86.5% Federal and 13.5% Jefferson County Road Fund.

Project Location and Setting
Dowans Creek Road is a gravel local access road in West Jefferson County. The project location is between MP 0.84 and
MP 1.47.
Project Scope
It is necessary to relocate at least 3/4 of a mile of Dowans Creek Road in order to provide secure access to residences at
the westerly end of the road. The new road will be gravel surfaced and 14 -16 ft. wide with turnouts. It is anticipated that
funding will be 75% FEMA, 12.5% State and 12.5% Local.
Project Impetus
In January 2008 a landslide occurred at MP 1.2, causing a complete road failure and cutting off access to residences for
approximately one week. Public Works responded immediately by constructing a temporary detour around the slide, and
then began a process to develop plans and obtain environmental permits and right -of -way for permanent road relocation
away from the slide area.
Status
Public Works is continuing to work through environmental and right -of -way requirements for the road relocation project.
It is anticipated that road relocation will occur in 2012. Public Works is monitoring and maintaining the temporary detour
to provide access to residences until permanent road relocation is completed.

Project Location and Setting
This project is located on the Quinault -South Shore Road between MP 1.14 and MP 1.28 adjacent to the Quinault River,
Project Scope
The emergency repair in April 2010 consisted of placement of 370 ft. armored rock toe and bank protection, and
restoration of the roadway base and surfacing. Permanent restoration involves mitigation for emergency bank protection
per Washington Department of Fish & Wildlife (WDFW) Integrated Stream Bank Protection Guidelines and /or as required
by emergency Hydraulics Project Approval (HPA) Benefit/Cost Betterment. The proposal to re -align the roadway away
from the channel migration zone will be evaluated for Federal Highway Administration approval.
Project Impetus
A high water event washed out a portion of the Quinault -South Shore Road in January 2010.
Project Status
The emergency repair portion of the construction work is completed. The design for the permanent restoration is in the
scoping phase.

Project Location and Setting
The project location is Paradise Bay Road from milepost 0.37 (Ludlow Creek) to 1.53 (Teal Lake Road).
Project Scope
The project will construct 4 -ft. -wide shoulders and overlay the road with asphalt concrete pavement. Local Road Fund
dollars and State Rural Arterial Program funds are secured for this project.
Project Impetus
Pavement condition and ride quality have deteriorated on this well - traveled rural collector roadway. Widening and paving
the road shoulder will provide for a safer driving experience and allow for the safer use of the shoulder by non- motorized
users. The project was competitive within the northwest region of counties and was awarded State Rural Arterial Trust
Account grant funds in the 2009 -2011 biennium.
Status
Engineering began in 2011. Construction is expected in 2013.

Project Location and Setting
The project is located approximately 6 trail miles from its beginning in Port Townsend and continues for approximately
1.5 trail miles. It will extend the Larry Scott Trail (LST) from the crossing at South Discovery Road next to the Discovery
Bay Golf Course to where Milo Curry Road meets South Discovery Road near Four Corners.
Project Scope
Engineering and construction of the final segment of the LST, including a small trailhead at Milo Curry Road. Funding
includes Washington Wildlife and Recreation Program funding and local funds.
Project Impetus
An extensive public review process documented the need for a public trail system in our county. The Larry Scott Trail is
part of a regional trail incorporated as a priority in the Jefferson County Non - Motorized and Recreational Trails Plan.
Status
Right -of -way acquisition is complete. Engineering and construction are expected to begin in 2011 and conclude in 2013.

Project Location and Setting
The Bob Bates Recreational Fields are located next to the Sheriffs facility on Chimacum Road, about one -mile from
central Port Hadlock. This initial segment of the Rick Tollefson Trail will extend from the recreational fields westward
through the Chimacum Valley to HJ Carroll Park, crossing Chimacum Creek along the way.
Project Scope
Engineering, right -of -way acquisition and construction of a multipurpose trail connecting Chimacum Road near the Bob
Bates Recreational Fields to HJ Carroll Park. The trail length for this first phase will be approximately 1/2 mile and
includes crossing Chimacum Creek. Phase 2 will connect HJ Carroll Park to the Chimacum School campus. Phase 3 will
extend the trail east to the Bob Bates Fields and north to central Port Hadlock.
Project Impetus
Both HJ Carroll Park and the Bob Bates Recreational Fields are well -used facilities in our county. People wanting to travel
between them and to points beyond, such as to schools and the center of Port Hadlock, are forced to use the roadways on
Chimacum Road and SR 19. A relatively direct path for bicyclists and pedestrians connecting these amenities would
enable non - motorized travel that avoids the roadways. The overall goal of the project is to construct an attractive,
universally supported and well -used multi -use trail that is part of a non- motorized network connecting Port Hadlock with
the Tri -Area Community Center, Grange and Chimacum schools on SR 19 through HJ Carroll Park.
Status
Preliminary engineering is underway. Right -of -way acquisition is anticipated in 2011 with construction in 2012 and 2013.

Project Location and Setting
This project is located between MP 3.62 and 4.00 on South Discovery Road adjacent to Discovery Bay.
Project Scope
The project is to construct a minor realignment of a portion of South Discovery Road to provide adequate setbacks from
the continuing natural bluff erosion at this location. Project includes engineering and right -of -way acquisition. Local Roads
and State Rural Arterial Program funds are secured for this project.
Project Impetus
Winter storms in the past several years have caused erosion of this section of Discovery Bay bluff, threatening this
portion of South Discovery Road. The road needs to be moved landward to provide sufficient driving surface and to
increase safety.
Status
Minor repairs since the last storm damage have been completed. This phase of the overall project is scheduled for
completion in 2013, due principally to delays in acquiring right -of -way.

Project Location and Setting
Eligible roadways for this funding include major and minor collectors in East and West Jefferson County.
Project Scope
The work will consist of the following: upgrade signs, add guideposts, add guardrail, add transverse rumble strips, add
warning beacons, upgrade crosswalks, and other similar safety improvements.
Project Impetus
Washington State's Strategic Highway Safety Plan (SHSP): Target Zero identifies run - off -road crashes as priority one and
intersection - related crashes as priority two. Statewide local agency data for these two crash types indicates that 44%
occur on county roads (urban and rural) and miscellaneous roadways. The 2010 County Road Safety Program is targeted
toward system -wide improvements to prevent run - off -road and intersection - related crashes. Jefferson County is eligible
for $925,000 for safety improvements to be completed by the end of 2013. No local match is required.
Status
Jefferson County is currently in the preliminary engineering phase of this project. Construction is planned for 2012 and
2013. Funding is 100% Federal through a combination of Highway Safety Improvement Program (HSIP) and High Risk
Rural Road Program (HRRRP) funds as programmed through the Washington State Department of Transportation.

Project Location and Setting
Donkey Creek Culvert is located at MP 1.29 on Clearwater Road in West Jefferson County,. The culvert has been
identified by the Washington State Department of Fish and Wildlife (WDFW) as a fish passage barrier and a high priority
for replacement. Donkey Creek is a tributary to the Clearwater River.
Project Scope
The Pacific Coast Salmon Coalition (PCSC) has secured a grant in the amount of $326,736 from the Salmon Recovery
Funding Board (SRFB) to replace this culvert with a 3 -sided concrete box culvert in order to improve fish passage.
Jefferson County will to contribute 15% (up to a maximum of $62,000) on a reimbursable basis after construction is
completed. The total estimated project cost is $414,042. Jefferson County will also provide staff time for plan review and
project oversight, valued at approximately $5,000. In 2009 -2010, Jefferson County and the PCSC successfully partnered
to replace a similar culvert on the Upper Hoh Road.
Project Impetus
Donkey Creek Culvert is a high - priority fish passage barrier. The PCSC is the project sponsor and will manage the design
and construction.
Status
The PCSC is currently in the design phase of this project. Construction is scheduled to occur in 2012

Project Location and Setting
A failing culvert for Andrews Creek at MP 3.8 on Snow Creek Road, which is designated Forest Highway #43 through a
Federal program associated with National Forests.
Project Scope
Replace the existing failing culvert with a bottomless, multi -plate arch pipe which will meet Washington Department of
Fish and Wildlife (WDFW) design criteria for fish passage.
Project Impetus
The Andrews Creek culvert at MP 3.8 on Snow Creek Road is failing and the outlet is a fish passage barrier. Culvert
replacement is eligible for Forest Highway program funds through the Western Federal Lands Highway Division of the
Federal Highway Administration. This project will both correct a fish passage barrier and allow for continued National
Forest access on Snow Creek Road.
Status
Jefferson County is currently in the process of securing funds through the Forest Highway program. Preliminary
engineering, including Federal permitting, would begin in 2012. Construction is anticipated in 2014.

Project Scope
The project will improve safety by removal of roadside obstructions, widening and paving of road shoulders to four feet,
restoration of the base material, and resurfacing to improve ride quality.
Project Impetus
This section of South Discovery Road is substandard in terms of width and pavement condition. There are also drainage
issues, deep ditches, and obstacles in the clear zone, all of which present safety hazards.
Status
This project has been awarded competitive Rural Arterial Program funding. The expenditure schedule established by the
granting agency shows project initiation in the 2014 -2015 timeframe.

Project Impetus
Queets Bridge is in need of repainting. The paint condition is such that the bridge is eligible for 100% Federal funding for
bridge repainting.
Status
An application was submitted to the Federal Highway Bridge program in early 2010. Jefferson County was awarded grant
funds in late 2010. Preliminary engineering is anticipated to conclude in 2012 with construction in 2013.

The asphalt overlay project is located between MP 4.3 and 6.8 on Center Road.
Project Scope
This project will consist of pavement grinding and pre - leveling, followed by a 2 -inch asphalt overlay, gravel shoulder
dressing, new intersection pavement markings and new travel lane striping.
Project Impetus
Center Road is one of Jefferson County's most heavily used roadways. This project is one phase of the ongoing Center
Road pavement maintenance and improvement program. Phase 5 will be the next phase of asphalt overlay for Center
Road should additional funds be available through a Federal economic stimulus program or similar Federal source.
Status
This is a "ready to go" project that would be possible if additional Federal stimulus funds become available. Absent
Federal stimulus funding, it is unlikely that this $900,000 project is possible in the timeframe of this Transportation
Improvement Program through traditional funding sources.

This project is located on State Route 19 in the vicinity of the Chimacum School campus and intersections with West
Valley Road and Fern Way.
Project Scope
"Safe Routes to School" project including pedestrian crosswalk improvements, sidewalk, and separated pathway to
enhance connections with HJ Carroll Park and the Rick Tollefson Trail.
Project Impetus
The Jefferson County Traffic Safety Task Force — a coalition of partners including the Sheriffs Office, Public Works,
State Patrol, WSDOT Operations, County Library and the Chimacum School District — has identified this area as a good
candidate for safety improvements for pedestrians and bicyclists, and in particular, school children.
Status
This project is dependent upon securing competitive "Safe Routes to School" or similar grant program funds to be
matched with local funds. Public Works applied for the grant funds in 2010 and intends to apply again next grant round.

Project Impetus
The habitat restoration community is current exploring project options for the head of Discovery Bay. It is important to
engage in trail planning and development at this time in order to ensure the viability of this active transportation corridor.

Project initiation is tentatively planned for 2014. This project is subject to grant funding and permission to use

Project Location and Setting
The Milo Curry Trailhead is located approximately 7.3 trail miles from Port Townsend and approximately 0.2 mile from
the Four Corners intersection, within a rural setting. The Cape George Trailhead is located at 3.7 trail miles.
Project Scope
Engineering and construction of a fully developed trailhead near the intersection of Milo Curry Road and South Discovery
Road, to include parking, entry kiosk, furnishings, portable restroom, and landscaping. A fully- funded project would
include upgrades to the existing Cape George Trailhead, as well.
Project Impetus
The Larry Scott Trail is a priority in the Jefferson County Non - Motorized and Recreational Trails Plan.
Status
Engineering and construction are anticipated in 2015 and 2016. This project is dependent upon securing competitive
Transportation Enhancement or similar grant program funds to be matched with local funds.

Project Scope
"Safe Routes to School" project including roadside safety, channelization, intersection improvements, and pedestrian and
bicycle facilities.
Project Impetus
The Jefferson County Traffic Safety Task Force —a coalition of partners including the Sheriffs Office, Public Works, State
Patrol, WSDOT Operations, County Library and the Chimacum School District —has identified this area as a good
candidate for safety improvements for pedestrians and bicyclists, and in particular, school children and library patrons.
Status
Engineering is planned for 2015 with construction in 2016. This project is dependent upon securing competitive "Safe
Routes to School' or similar grant program funds to be matched with local funds.

Project Location and Setting
This culvert is located at an unnamed stream at MP 3.338 on Upper Hoh Road in West Jefferson County. The unnamed
stream is a tributary to the Hoh River.
Project Scope
This project will consist of installing high- density polyethelyne (HDPE) slipliner in a metal culvert at MP 3.338 on Upper
Hoh Road to eliminate ongoing problems associated with failure of the existing culvert.
Project Impetus
The existing culvert is badly deteriorated and is causing ongoing settlement of the roadway. It has been identified
through the Jefferson County culvert priority rating system as a high priority for replacement. Replacement is estimated
at over $2 million. Repair is more affordable and realistic at this time.
Status
This project is in the planning phase. A site topographical survey and some preliminary construction cost estimates have
been completed. Completion of project requires securing Federal funds in partnership with Olympic National Park.

Project Location and Setting
The project is located within the last one -mile stretch of South Discovery Road on Discovery Bay. The project area
begins just west of the South Discovery Road Realignment project and extends to the intersection with SR 20 and Four
Corners Road.
Project Scope
The project will improve safety by removal of roadside obstructions, widening and paving of road shoulders, restoration
of the base material and resurfacing to improve ride quality. The project will also enhance pedestrian and bicycle
facilities as an extension of the Larry Scott Trail to Four Corners. Total cost estimate is $1.25 million.
Project Impetus
This section of South Discovery Road is substandard in terms of width and pavement condition. There are also drainage
issues and obstacles in the clear zone, all of which present safety hazards. Active transportation improvements are
warranted, should the project receive full funding.
Status
Project initiation is planned for 2016 with construction in 2018. This project is dependent upon securing competitive
Rural Arterial Program funding.

Project Location and Setting
The project location is Paradise Bay Road from milepost 1.53 to 2.96, extending improvements from Teal Lake Road,

Project Scope
The project is to overlay the road with asphalt concrete and improve the road shoulders. Local Roads and State Rural
Arterial Program funds are planned for this project. Total cost estimate is $1.5 million.
Project Impetus
Pavement condition and ride quality have deteriorated on this well - traveled rural collector roadway. Widening and paving
the road shoulder will provide for a safer driving experience and allow for the safer use of the shoulder by non - motorized
users.
Status
Project initiation is anticipated in 2017 with funding dependent on successful application for Rural Arterial Program funds
from the State of Washington.

I. BRIDGE CONDITION REPORT
Jefferson County has 28 bridges in its Bridge Inventory. Each bridge is inspected
every two years by a State Certified Bridge Inspector in accordance with the
National Bridge Inspection Standards. During these inspections, various bridge
conditions are evaluated, such as erosion around the bridge foundation, cracks at
stress points, and cracks along the road surface at the bridge ends.
A copy of the 2011 Bridge Report follows.
Bridges are inspected at least every two years
pursuant to State rules.
Barlow Bridge was replaced with Federal funds
through the Bridge Replacement Program.

In accordance with WAC 136 -20 -030, and the National Bridge Inspection Standards, Jefferson
County has completed the biennial inspections for all bridges on the county road system and has
submitted the inspection reports to the Washington State Department of Transportation. The
findings of the bridge inspection effort are hereby furnished to the county legislative authority per
WAC 136 -20 -060.
Structurally, all of the county's bridges are in good condition with no major deficiencies and require
only routine maintenance, with the exception of a repair project for Willoughby Creek Bridge on
Upper Hoh Road that is scheduled for construction in 2011, and the monitoring of a potential scour
condition at Tower Creek Bridge, also on Upper Hoh Road.
Willoughby Creek Bridge sustained erosion damage during the January 2009 flood event. The
stream bank armoring underneath the bridge was washed out, which caused erosion of the slope and
threatened to undermine the approach roadway. The bank armoring upstream of the bridge was also
damaged. Repairs will include construction of a sheet pile wall, and reconstruction of the bank
armoring underneath and upstream of the bridge. This project is funded at 86.5% by the Federal
Highway Administration Emergency Relief program.
Tower Creek Bridge is being monitored for potential scour problems associated with down - cutting
of the streambed. The Tower Creek streambed is becoming progressively deeper and wider in the
vicinity of the bridge as a result of migration of the Hoh River, and repetitive high -flow events. In
2009, Public Works applied for, and was denied, Federal Highway Administration Emergency Relief
funds to stabilize the Hoh River stream bank as an attempt to protect the Tower Creek Bridge and
Upper Hoh Road. Due to lack of funding, there are no plans for preventative measures at this time.
As stated in previous reports, Linger Longer Bridge is functionally deficient because it creates a
restriction to the flow of the Big Quilcene River. This situation has the potential to threaten the
integrity of the structure by scouring at the abutments, and is being monitored. The Linger Longer
Feasibility Study indicated, among its findings, that a longer bridge is necessary. Public Works
continues to investigate various solutions to the threat, and funding alternatives.
In 2010, Public Works applied for and received $2.97 million in federal funding to repaint the
Queets Bridge, which spans the Queets River on Clearwater Road. Preliminary engineering is
scheduled for 2011 -2012 and construction in 2013. This project is 100% funded by the Federal
Highway Administration.

Subject: 2012 -2017 Six -Year Transportation Improvement Program
Statement of Issue:
Conduct a public hearing for the purpose of receiving public testimony concerning
adoption of the 2012 -2017 Jefferson County Six -Year Transportation Improvement
Program (6 -yr TIP).
Analysis / Strategic Goals / Pros if Cons:
RCW 36.81.121 requires the annual adoption of a six -year transportation improvement
program after holding a public hearing. The purpose of the law is to "assure that each
county shall perpetually have available advanced plans looking to the future for not
less than six years as a guide in carrying out a coordinated transportation program"
(RCW 36.81.121(1)).
Fiscal Impact / Cost - Benefit Analysis:
The actual impact depends on how many projects are completed and the amount of
proposed grant funding that is received. The total cost of the projects listed on the
2011 -2016 Six -Year Transportation Improvement Program is $18,687,000. Twelve
percent of the revenue for the projects is anticipated from local Road Funds. The
remaining 88% is anticipated from State and Federal sources.
Recommendation:
Approve by Resolution the proposed Six -Year Transportation Improvement Program.
Return a signed copy of the Resolution to Public Works for further processing.
